PLEDGE OF ALLEGIANCE OPENED THE MEETING FOLLOWED BY THE INVOCATION GIVEN BY NANCY WHITES, CITY CLERK. Mayor Bohler asked for roll call at 6:30 p.m. Present -Aldermen Larry Sarff, Mary Fillingham, Bob Molleck, Elny Harn, Les Carl, Jim Hartford, Rick Reed, Craig West. Absent: None. MINUTES OF MAY 4, 2004/MAY 4, 2004 (Second Meeting). Motion and second by Aldermen Molleck/Fillingham, the minutes of May 4, 2004 to be placed on file as presented. Voice vote, motion carried unanimously. TREASURER'S REPORT. Patty Beaird Franzoni said the report stands as presented. BILLS FOR APRIL. Motion and second by Aldermen Hartford/Harn, all bills properly authorized be paid. Roll call. AYES -Aldermen West, Reed, Hartford, Carl, Harn, Molleck, Fillingham, Sarff.. Council Action Motion and second by Aldermen Hartford/Reed, to approve giving an additional $10,000 to the Greenwood Cemetery Board making the Budget line item of Transfers $39,000 instead of $29,000. Motion and second by Aldermen Hartford/Harn, to waive the bidding for the Lab Fee Program Water Testing of the Water Treatment Plant. Roll call. Motion and second by Aldermen Sarff/West, to accept the PDC for their lab work in the amount of $10,000 and to pay a total amount for three years of $30,050.00. Roll call. Motion and second by Aldermen West/Hartford, to award the low bid for the repair of the Vine Street Bridge to Otto Baum Company, Inc., Morton Illinois in the amount of $99,958.20. Roll call. Cliff said they would start at the enc( of the school session, and be finished when school resumes in the fall. Motion carried. NEW BUSINESS: RESOLUTION -APPROVING SPECIFIC SALARIES FOR THE VARIOUS DEPARTMENT HEADS, SUPERINTENDENTS, FULL TIME APPOINTIVE EMPLOYEES AND PART TIME APPOINTIVE EMPLOYEES OF THE CITY OF CANTON. First reading, read 'by title. Motion and second by Aldermen Sarff/Fillingham, the resolution be referred to the Finance Committee. Discussion. Alderman Sarff asked for a copy of the current salaries. Voice vote, motion carried unanimously. ORDINANCE - APPROVING A "WATER PURCHASE CONTRACT" BETWEEN THE CITY OF CANTON, SELLER AND CENTRAL ILLINOIS ENERGY, BUYER. Second reading, read by title. Motion and second by Aldermen Hartford/Moiieck, the ordinance be placed on its passage. Discussion. Alderman Sarff remarked he has a great concern entering into this agreement. Maurer Stutz Inc. reported that the City has plenty of water. The variables don't work out the way I thought they would. The question that I have, if we do have enough water, and the wells are turned on everybody's water bills goes up. A large amount of city residents do not want to subsidize, not even in the city. Alderman Molleck remarked he respectfully disagree's with Alderman Sarff, as he feels the city's engineers are correct. We have to make improvements to the water plant and stay within the IEPA regulations. Alderman Carl remarked he has some of the same concerns as Alderman Sarff. I have reviewed Maurer Stutz Inc statement, where is this water? The City should not subsidize the rate to pay for the water of the Ethanol Plant. Alderman Hartford remarked the City is not paying for the pipe line, and I still feel it is a win-win situation. Alderman Reed remarked, could the possibility of the Ethanol Plant if the pumps are turned on, the cost would not be paid by the citizens. of this community? If a resolution could be presented that would state that the water rate would for the citizens not increase when the wells are turned on, and the wells cost be paid by the Ethanol Plant. Mayor Bohler said that they could go back to the Ethanol committee and ask them to pay 376 Council meeting May 18, 2004 Alderman Molleck said the way he reads the contract we are selling it for more that what it cost us to make it. It is not the Ethanol Plants idea for the 16 inch water line, that is the City's idea. Mayor Bohler said we are going to have to look at a water source and the Water Plant and Wastewater Plant will need further updates. Alderman West remarked that we have to put our trust in our engineers and department heads in these kinds of decisions. Alderman West also said he agreed with Alderman .. Reed's request for a resolution of paying the sur charge for pumping of the wells. Roll call. AYES -Aldermen West, Reed, Hartford, Molleck, Fillingham. NAYS - Aldermen Carl, Harn, Sarff. Police Chief Don Edwards reviewed the bids for the Livescan system and is recommending the low bid from ID Networks bid of $17,725. The three options that Don would like to purchase, and should be covered by the grant, are the second year maintenance agreement ($3,195), the 17" touch screen monitor ($1,195) and the Image Net Photo Management software (4,995).
