A regular meeting of the Canton City Council was held on May 4, 2004 in the Council
Chambers at the Historic Depot, 50 North 4`" Avenue, Canton, Illinois.
PLEDGE OF ALLEGIANCE OPENED THE MEETING FOLLOWED BY THE
INVOCATION GIVEN BY NANCY WHITES, CITY CLERK.
Mayor Bohler asked for roll call at 6:30 p.m. Present -Aldermen Larry Sarff, Mary
Fillingham, Bob Molleck, Elny Harn, Les Carl, Jim Hartford, Rick Reed, Craig West.
Absent -None.
MINUTES OF APRIL 20th, 2004. Motion and second by Aldermen MollecklHartford,
the minutes of April 20`", 2004 to be placed on file as presented. Voice vote, motion
carried unanimously.

COMMUNICATIONS FROM MAYOR BOHLER. YEAR END SPEECH 2003 -
2004. It is again time to share with you the projects we have been working on
throughout the community. These projects will prepare Canton for the future. Probably
the most eventful was seeing the NE Corner of the IH Site come down. That was a very
touching moment for all of us. This project has involved
countless hours of dedication by city staff and has been a primary objective of our
economic development program. It is important to realize we are not finished yet. This
Council has moved forward with the demolition of remaining buildings and we are

ORDINANCE -AMENDING TITLE 9, CHAPTER 3, SECTION 24 OF THE
CANTON MUNICIPAL CODE REGARDING SKATEBOARDS AND ROLLER
SKATES. First reading, read by title.
Motion and second by Aldermen Hartford/Molleck, to adjourn for an Executive Session
for Negotiations, Grievance & Personnel -Discuss Personnel. Roll call. AYES -
Aldermen Hartford, Molleck, West, Sarff, Carl, Fillingham, Reed. NAYS -None. 7
AYES, 0 NAYS, 1 ABSENT. Motion carried unanimously.
The regular scheduled Council meeting convened for the Executive Session at 6:54 p.m.
The regular scheduled Council meeting reconvened at 8:08 p.m.
Motion and second by Aldermen CarUReed, to hire additional staff in the Water
Treatment Plant and Wastewater Treatment Plant. Roll call. Aldermen Hartford,
Molleck, West, Sarff, Carl, Fillingham, Reed. NAYS -None. 7 AYES, 0 NAYS, 1
ABSENT. Motion carried.
Mayor Bohler gave the following information...we may be able to keep the Gabby Days
and the Leaf Program. Also we will have to shift some personnel around and I believe
we will be able to come up with a balanced budget.
Adjournment. Motion and second by Aldermen West/Molleck, to adjourn. Voice vote,
motion carried unanimously. The regular scheduled council meeting adjourned at 8:09
p.m.

City Council meeting May 4, 2004
Much of this new construction is within many of the communities long held treasures and
is those very things that have made Canton a wonderful place to raise a family. These
include; Graham Hospital's expansion; YMCA's new gym; Parlin Ingersoll Library's
expansion and renovation project; Spoon River College's new conference center and the
creation of the teen/senior activity center and swimming pool at Big Creek Park. We are
excited to see addition of new treasures to our community such as the anticipated creation
of a new modern Cineplex at the IH Site.
With these developments underway it is more important than ever that the city do its part
to address and meet the needs of a community determined to move forward. With IH
underway that attention must be directed to the improvement of our community's
infrastructure. We have completed a Wastewater study and will soon have a water study
completed. These studies will identify the areas that must be improved in order for the
community to grow and continuing serving its existing residents. If Canton is to build a
future, our infrastructure is the key, because without it we will stand still. If this Council
decides to move forward with the infrastructure improvements, the city will need to find
new and alternate sources of revenue, we cannot make these improvements by simply
raising property taxes.
This administration is willing to tighten its budget to make these improvements happen.
In fact, over the last 3 years our budget has only increased 1.43%. In order to keep the
budget balanced we will see layoffs and cuts in other areas. Even with these necessary
cuts we must maintain the safety of Canton residents.
Everything we have down over the last 3 years has been to build the foundation of
Canton's future. Last year our Motor Fuel Tax fund received $600,000 for road
improvements. Our Lake committee has made great progress this past year and in the up
and coming year we will see pavilions, more road improvements and improved camping
areas.
On September 11 we showed our service men and women that they are in our hearts and
in our prayers. We would all like to see them return home safely.
Now I would like to do something different this year. Our Economic Development
Director, Department Heads, and our engineers will speak to you on what they feel is
needed for Canton's future growth.
Keith Plavic from the city's engineering firm of Maurer Stutz Inc. presented for the
Wastewater Treatment, Water Treatment, System Maintenance, Street Department a slide
presentation of the working components for each department.

Currently obtaining information (i.e preliminary costs, drawings, etc.) from water
treatment supplies
Working with the Illinois State Geological Survey to determine future well location
Completed limited fire flow testing for distribution system looping

Greg said a lot of the water mains are not connected and we're looking to looping them
Water Plant Lime Slaker -Built in 1993, Greg said if this particular equipment fails we
are in trouble. This machinery serves its purpose well. This study is about answering
questions of which direction they need to go. We're in safety every day as some 20,000
people drink the water. The Superintendent's and staff before us did an outstanding job.
We want to have a better product to send to the community.

Joe Carruthers Superintendent mentioned the reservoir holds 44 million gallons of water
from offthe city streets.

Keith Plavic said the railroad might abandon the line, and were looking at grants to make
a walk way and bicycle trails.
Police Chief Donald Edwards spoke about his biggest concern is absolutely safety. He
wants all citizens to feel safe day or night walking on the city's streets, as we have a
greater number of elderly citizens. The amount of traffic accidents we are trying to
lower. Road To Reality is a way of teaching younger citizens on what happens to you
when drinking then driving. One concern is the Resource Officer and Dare Office Denny
Brown will be retiring. We need to know what steps we need to take in this area. We
also need citizens input of their concerns they have. We have a very modern facility.
Will answer any questions you might have.
Fire Chief John Stanko said his two concerns are fire suppression and fire inspection.
The demands of the department have continued to increase. We will continue to see
demands grow. All equipment is necessary and we need to see that the apparatus is
quality equipment, and have some financial plan. We are a very proactive department,
and hope to see future expansion. Will answer any questions you might have.
Economic Development Director David Byerly, a Comprehensive Plan is being drafted
and will start with you, as to the growth we want, as to stimulate people and businesses.
We have a new fund of a HoteUMotel tax and will have a budget for that fund to be used
on Tourism. Our purpose is to advance the city's goals.
Mayor Bohler commented that the department heads work very hard we should be behind
them and put our trust in them as they do a fantastic job.
