Mayor Kevin R. Meade called the meeting to order at 6:30 p.m. Roll call of Aldermen present -Rick Reed, Eric Schenck, Craig West, Larry Sarff, Jorge Rivero, Gerald Ellis, Jim Hartford, Jason Strandberg. Absent -None. Also attending -Mayor Kevin R. Meade, City Clerk Nancy Whites, City Treasurer Aaron Anderson, City Attorney Chrissie Peterson, Police Chief W. Dan Taylor, Fire Chief Bonnie Cremer, Public Works Director Cliff O'Brien, Keith Plavec (City engineer and Zoning Officer) Wastewater Treatment Supt. Joe Carruthers, Water Treatment Supt. CONSENT AGENDA Minutes of Council meeting held August 18, 2009 Minutes of Mechanical Committee held August 25, 2009 Alderman Hartford made the motion to accept the Consent Agenda as presented, and was seconded by Alderman Reed. The motion was by unanimous voice vote. COMMITTEE REPORTS: Public Safety & Traffic. Council Action Drv Suit Purchase. 1 Alderman Hartford made the motion to approve the purchase of a dry suit that comes with a hood, suspenders, inflation hose and carrying bag from Deep Blue Adventure in the amount of $1,439.10 and has been budgeted, and was duly seconded by Alderman Ellis. Municipal Clerk's of Illinois Institute & Academy October 12-16. Alderman Hartford made the motion to allow Deputy Clerk/HR Diana Tucker to attend the Illinois Municipal Clerk's Academy for October 12-16 and held in Springfield in the amount of registration and lodging for $985.00, and was duly seconded by Alderman Rivero. Alderman Sarff made the motion to accept the low bid from Industrial Construction Services in the amount of $670,900.00 for WTP Lime Slaker and Accelator Rehab, and was duly seconded by Alderman Strandberg. Discussion. Keith Plavec stated they have supplied all the items that asked for in the bidding process. We had asked for references and they sent out a list of projects and 2 description of those in the past. They have not completed a Lime Slacker or Accelator Rehab in the past. Alderman Strandberg remarked why not require experience. Keith Plavec answered only Leander Construction has done this type of work and that was just last year, and it was their first time. This work did not require experience and they will be the same as Leander Construction was a year ago. Industrial Construction Services are responsible bidders and I see no reason why not go with Industrial Construction Services. Roll call. Alderman Ellis made the motion to accept the pay request #2 from Kemper Construction for White Court and Pine Street in the amount of $1,283.76, and was duly seconded by Alderman Hartford. Alderman Ellis made the motion to accept the payment #8 request from Reynolds Inc. for Radial Collector Well in the amount of $313,952.87, and was duly seconded by Alderman Rivero. Discussion. Keith Plavec said the amount is $313,052.87. The motion and second agree to amend. Voice vote, motion carried. Roll call. Alderman Ellis made the motion to accept payment #11, from Leander Construction for WWTP Secondary Clarifier in the amount of $36,394.04 & Change Order #4, and paid from bonding funds, and was duly seconded by Alderman Rivero. Discussion. Keith Plavec commented that the change order #4 was for extra dirt work and the project is 95% completed. Rolt call. AYES - Aldermen Reed. Alderman Ellis made the motion to accept the pay request from Iron Hustler in the amount of $9,765.25, and was duly seconded by Alderman Hartford. Discussion. Keith Plavec said this is to be paid from TIF Funds. Discussion. Alderman Ellis said they are hauling fill dirt for the lot at the former IH. Roll call. TV Mounted Aries Path Finder of televised Pipe Line Inspection System. Alderman Ellis made the motion to accept the low bid from EJ Equipment Supplying Cues Multi Conductor Hi-Cube TV Inspection System In the amount of $129,000.00, and was duly seconded by Alderman Strandberg. Roll call. AYES - Aldermen Reed, Schenck, West, Sarff, Rivero, Ellis, Hartford, Strandberg. NAYS - None. 8 AYES, 0 NAYS, 0 ABSENT. Motion carried. COMMUNICATIONS FROM MAYOR KEVIN R. MEADE - Economic Develoament. Mayor Kevin R. Meade asked Jim Snider the City Administrator to talk about his memorandum. Jim stated that we received notification from Scott Stephenson of Ruan Securities that the TIF Debt Certificate in the amount of $4 million dollars closed last Thursday, August 27, 2009. The certificates were sold at a rate of 3%. The monies of where deposited in the TIF fund. The final breakdown of the debt certificate purchasers are as follows: Ipava State Bank: $100,000 The National Bank: $1,400,000 MidAmerica National Bank $2,500,000 Outlined below are the allocated disbursements that are associated with these proposals: $ 702,807.90 -Inter-fund transfer from TIF fund to the General Fund $ 517,653.12 - IH Sinking Fund (Ipava State Bank CD, matures 10/09) $1,220,461.02 -Total Inter-fund transfer of TIF funds back to General Fund 4 $ 805,279.91- MidAmerica National Bank Loan Repayment $ 45,000.00 -Cost of issuance and attorney fees (estimated) Once the above disbursements have been made the TIF fund will have an approximate remaining balance of $2,060,000. Aaron has provided me the a spreadsheet which outlines projected TIF expenses going forward. The total to be expended over the next 12 months is estimated at $1,866,250. Our current TIF fund balance will be able to meet these expenses. Jim Snider said the Short Term Capital &TIF Related needs total $5,492,999. Well come back and talk about the long term needs in the streetscape project of how we want to expand. This will be discussed further at next week's Finance Committee meeting. Mayor Kevin R. Meade mentioned that last Friday Governor Quinn was the highlight for Canton. Even in Springfield they showed what took place in Canton that day. (Former Drow Lot ground breaking of a new building on the empty lot.) Coleman Clinic is adding on a new building with four stories. There are very positive things going on in town. A note from the Community Concert Association for Thursday September 17 of Daniel Rodriquez will be their program that day as a singer and he is a former police officer. The Community Concert Association is inviting all firemen and police officers if they want to come they can attend the event for free. City Employee Dash Wilson was honored by given the Army Commendation Medal and he is now a captain. We are very proud of all city workers and very proud of Dash. (Congratulations to you Dash.) OLD BUSINESS: ORDINANCE - AMENDING TITLE 3, CHAPTER 2 (LICENSES) ROOFING CONTRACTORS. Second reading and read by title. Alderman Reed made the motion the ordinance be placed upon its passage, and was duly seconded by 5 Alderman Strandberg. Roll call. Alderman Reed made the motion the resolution be adopted, and was duly seconded by Alderman West. The motion was by unanimous voice vote. The resolution number is 3898. RESOLUTION -FRIENDSHIP FESTIVAL PARADE SEPTEMBER 19T", 2009 AT 10:00 A.M. First reading and read by title. Alderman Hartford made the motion the resolution be adopted, and was duly seconded by Alderman Reed. The motion was by unanimous voice vote. The resolution number is 3899. Mayor Kevin R.
