HomeMy WebLinkAbout11-01-05 City Council Meeting Minutes A regular meeting of the Canton City Council was held on November 1, 2005 in Council th Chambers, 50 North 4 Avenue, Canton, Illinois. PLEDGE OF ALLEGIANCE OPENED THE MEETING FOLLOWED BY THE INVOCATION GIVEN BY CITY CLERK NANCY WHITES. Mayor Heinze asked for roll call at 6:30 p.m. Aldermen Jim Hartford, Joe Berardi, Larry Sarff, Les Carl, Kevin Meade, Rick Reed, Eric Schenck. Absent – Alderman West. MINUTES OF COUNCIL MEETING OCTOBER 18, 2005. Motion and second by Aldermen Reed/Hartford, the minutes of October 18, council meeting be accepted and voice vote placed on file. Motion carried by . MINUTES OF MECHANICAL COMMITTEE OCTOBER 25, 2005. Motion and second by Aldermen Hartford/Reed, the minutes of the Mechanical Committee of voice vote October 25, 2005 be accepted and placed on file. Motion carried by . COMMITTEE REPORTS: Public Safety & Traffic. Council Action None. Informational. Alderman Schenck mentioned the Fulton County Court House is in contract negotiations and some of the fines and court cases will be affected if the employees strike. Trudy Williams president of the employees union was at the meeting to speak on what happens to these cases if there is a strike. Mayor Heinze stated this is most unusual and does not want to get into an open forum. Alderman Berardi said he Motion wanted to hear from her. and second by Aldermen Berardi/Schenck, to allow Trudy Williams to speak before council. Discussion. Mayor Heinze said to Trudy, limit your report by being brief, and being factual. Conduct no negotiations. You’re on thin ice here. Roll call. AYES – Aldermen Schenck, Reed, Meade, Carl, Sarff, Berardi, Hartford. NAYS – None. 7 AYES, 0 NAYS, 1 ABSENT. Motion carried. Trudy Williams mentioned of what has been going on with the Fulton County Court House employees union negotiations. Streets & Garbage. Council Action None. Lake, Buildings & Grounds. Council Action Motion and second by Aldermen Reed/Carl, to accept the Early Payment Option from Illinois Municipal League Risk Management Insurance to be paid by November 18, 2005 with 2% discount, and 51% of the Annual Payment $177,640.42 and the additional 51% balance due by June 16, 2006 of the same amount. Roll call. AYES – Aldermen Hartford, Berardi, Sarff, Carl, Meade, Reed, Schenck. NAYS – None. 7 AYES, 0 NAYS, 1 ABSENT. Motion carried. Public Works, Water & Sewer. Council Action Motion and second by Aldermen Berardi/Reed, to accept the bid from GM Mechanical in the amount of $145,000 for Heating/Air Conditioning City Hall 2 North Main Street, 1 City council meeting 11-01-05 with City Treasurer Kathy Luker and Alderman Les Carl finance chairman, to check with The National Bank who carries the loan on the current building with refinancing the loan for 10 years to keep the payment the same of $2400 monthly. Discussion. Alderman Carl mentioned that under the lease agreement the interest to be charged was 13½%. Steve Joachim of GM Mechanical went over the plan. They will remove two existing roof top units, and install two Lennox Multi-Zone PMZ3-20 Roof Top Units. One unit for the first floor and one unit for the second floor and the price also include’s the low and line voltage wiring, supply and return air ductwork, the re-enforcement of the curb, the engineering fees. It also includes for a representative from Lennox to come to the job site and visually inspect the existing units that are there now, so when the two new units are built they will be an exact fit on the curb and the zone heads that come through the roof. This will give the City a savings of 35% in fuel cost. Also included in the price is the removal of the two existing forced air systems in the basement, and they will install two Lennox Forced Air Furnaces with Condensing units, which will be equal to the existing units. Will take some 4 weeks to receive the furnaces and equipment needed, with a total of 4 days for completion. The present system was put in when the building was built in 1976, and has outlived itself. Steve mentioned that Clif O’Brien, Keith Plavec and Steve reviewed the bids and noted the building is multi zone. You have 6 multi zones on the main floor, and 5 multi zones on the top floor. Alderman Hartford mentioned the City does not have much of a choice, sounds good, has been investigated, and I will be voting for it. Alderman Schenck wants the financing brought back to council on the payment amount. Roll call. AYES – Aldermen Schenck, Reed, Meade, Carl, Sarff, Berardi, Hartford. 7 AYES, 0 NAYS, 1 ABSENT. Motion carried. COMMUNICATIONS FROM MAYOR HEINZE. City Attorney Appointment. Mayor Heinze said he had ask Jim Elson to be the City Attorney for the first 6 months. Mayor Heinze said he ask Jim if he would take it for Motion another 6 months and Jim had responded he would. and second by Aldermen Sarff/Meade, the appointment of Jim Elson as City Attorney until first meeting in May, 2006 be confirmed. Roll call. AYES – Aldermen Hartford, Berardi, Sarff, Carl, Meade, Reed, Schenck. NAYS – None. 7 AYES, 0 NAYS, 1 ABSENT. Motion carried. Appointment of Attorney for IHC Site. Mayor Heinze ask for the council members to think of how they want to do this either by hiring full-time or part-time. Motion Transferring Property of Lot #14 in Lakewind Addition at Canton Lake area. and second by Aldermen Reed/Hartford, to allow the transfer of Lot #14 in Lakewind Addition Canton Lake from Bernice Ludlum to Gene, Marc & Kathy Churchill. Discussion. City Attorney Jim Elson mentioned the neighbors use to have to give the okay before changing the leasing of a lot, now it takes the approval of council. Roll call. AYES – Aldermen Schenck, Reed, Meade, Carl, Sarff, Berardi, Hartford. NAYS – None. 7 AYES, 0 NAYS, 1 ABSENT. Motion carried. Bell, Boyd, & Lloyd attorneys for City on IH. Mayor Heinze said we had discussion with the environmental attorneys to help us with no further remediation. We paid them the $30,000 requested and they reported back. The city is now ready to move forward with the environmental attorneys from the law firm they represent. Motion by Aldermen Meade/Reed, to appoint Bell, Boyd & Lloyd attorneys to represent the City with negotiations conducted with International Truck & Engine. Discussion. Alderman Berardi said we need more time discussing where we want to go. We have not discussed a limit on money wise. We have bills from Vandewalle & Associates that are open ended. Alderman Berardi wants for the Economic Development Director Mark Rothert and council to meet and discuss what limit of money willing to spend. Alderman Carl said we are just appointing the attorneys, not discussing funding. Mayor Heinze said they mentioned a minimum and maximum at the last meeting. And we did 2 City Council meeting 11-01-05 talk as to what might be needed at that site. The goal is for IH to pay the freight for the damage. We want to recover cost for the citizens of Canton, so they don’t have to foot the bill. Mayor Heinze mentioned IH is on record of being responsible and they continue to act responsively. Alderman Schenck said he needs traction of what is going on, and can it be public feed back? Alderman Reed called for the question. Roll call. AYES – Aldermen Hartford, Sarff, Carl, Meade, Reed, Schenck. NAYS – Alderman Berardi. 6 AYES, 1 NAY, 1 ABSENT. Motion carried. Personnel being considered for volunteer position. Mayor Heinze mentioned this was to be in executive session but decided to make it part of his communication. The Rev. Greg Ogle is the Chaplain for the Illinois State Police District 14. He would be working as an individual only, and would be glad to help. Instances would be public works employee becoming hurt and Rev. Ogle would notify the family. Motion and second by Aldermen Sarff/Meade, the appointment of Rev. Greg Ogle as Chaplain for the City of Canton be confirmed. Discussion. Alderman Berardi ask why? People have own pastor. Mayor Heinze mentioned that he has seen where one clergy is not enough in a fire scene. Alderman Berardi continued saying he did not see the need. Police Chief Donald Edwards mentioned in there profession he sees a need for a Chaplain in death notices, and Rev. Ogle is not wanting to take the place of anyone, he is here to help. Don thought it was a very good program when the City had it before. He thought it would be a good resource the City could use. Roll call. OLD BUSINESS: ORDINANCE – PROVIDING FOR STOP SIGNS FOR TRAFFIC BOTH NORTHBOUND AND SOUTHBOUND ON NORTH AVENUE F AT WEST CHESTNUT STREET. Motion Second reading, read by title. and second by Aldermen Reed/Hartford, the ordinance be placed on its passage. Roll call. AYES – Aldermen Hartford, Berardi, Sarff, Carl, Meade, Reed, Schenck. NAYS – None. 7 AYES, 0 NAYS, 1 ABSENT. Motion carried. Ordinance being #1848. Alderman Meade said he had noticed some street lights have been repaired. Alderman Meade felt some action is being made. Mayor Heinze said he talked with Ameren Cips today. They will be giving the City a written proposal policy of how to handle the street light situation in the future. Alderman Reed ask for Greg Pollitt Water Treatment Supt. to give a report on the lake level. Greg said the lake is down 68 below being full, and the pumps have been turned on. EXECUTIVE SESSION – NEGOTIATIONS, GRIEVANCE & PERSONNEL – DISCUSSION PERSONNEL TO BE CONSIDERED FOR VOLUNTEER POSITION.
