HomeMy WebLinkAbout04-19-05 City Council Meeting Minutes A regular meeting of the Canton City Council meeting was held on April 19, 2005 in th Council Chambers at the Historic Depot at 50 North 4 Avenue. PLEDGE OF ALLEGIANCE OPENED THE MEETING, FOLLOWED WITH THE INVOCATION GIVEN BY CITY CLERK NANCY WHITES. Mayor Bohler asked for roll call at 6:30 p.m. Present – Aldermen Larry Sarff, Mary Fillingham, Bob Molleck, Elny Harn, Les Carl, Jim Hartford, Rick Reed, Craig West. Absent – None. MINUTES OF APRIL 6, 2005 MEETING. Motion and second by Aldermen Molleck/Fillingham, the minutes of April 6, 2005 meeting be placed on file as presented. Voice vote, motion carried unanimously. BILLS FOR MARCHMotion . and second by Aldermen West/Hartford, all bills presented for payment be paid. Roll call. AYES – Aldermen West, Reed, Hartford, Carl, Harn, Molleck, Fillingham, Sarff. NAYS – None. 8 AYES, 0 NAYS, 0 ABSENT. Motion carried. TREASURER’S REPORT. City Treasurer Patty Beaird Franzoni stated the report stands as presented. COMMITTEE REPORTS: Finance. Council Action Motion and second by Aldermen Hartford/Carl, to approve of the purchase of a 2006 Ford F-35-crew cab pickup truck from the State Bid price of $25,155 and from Bob Riddings. Discussion. Alderman Carl suggested the consideration of a diesel truck for better gas mileage of 17 to 18 miles a gallon more, and the cost is higher by $4,400. Fire Chief John Stanko said he did not realize the fuel economy would be that much better, but he said he did not consider it as the cost was much higher. John said that either vehicle would be acceptable. Roll call. AYES – Aldermen Molleck, Harn, Carl, Hartford, Reed, West. NAYS – Aldermen Sarff, Fillingham. 6 AYES, 2 NAYS, 0 ABSENT. Motion carried. Motion and second by Aldermen Hartford/Sarff, to approve of Mutual of Omaha for the reinsurance, and the employer contribution of 10%. Discussion. City Attorney Ron Weber said this has gone through all of the union contracts for discussion. One union wants their legal council to review the proposal. Roll call. NAYS – None. 8 AYES, 0 NAYS, 0 ABSENT. Motion carried. Motion and second by Aldermen Hartford/Reed, approval to make repairs of the 1998 Geo-Vac Street Sweeper for $10,554.42 and repaired in house. Alderman Sarff said there will be an executive session at the end of agenda items. COMMUNICATIONS FROM MAYOR BOHLER. Maurer Stutz Inc. - Wastewater Treatment Facility Sludge Study. Mayor Bohler said this is to help the odor problem. Keith Plavec from Maurer Stutz Inc. said this is for the Eastside and Westside Plants and Kilroy Lift Station. Their proposal is in the amount of $57,000 not to exceed, and for Motion time and material. and second by Aldermen Hartford/West, to allow Maurer Stutz Inc. for the study to take place. Roll call. Mayor Bohler said he received a letter of resignation on April 15, 2005 from Economic Development Director David Byerly. Mayor Bohler said he would be speaking further on this at the first council meeting in May. OLD BUSINESS: ORDINANCE – FOR ADOPTION OF CHAPTER 15, BUILDING SITE, AND OPERATIONS PLANS, AND DESIGN GUIDELINES, AS AMENDMENTS TO CANTON’S ZONING ORDINANCE. RESOLUTION – CONTRACT BETWEEN THE CITY OF CANTON, ILLINOIS, AND CANTON FIRE FIGHTERS, LOCAL 1897 I.A.F.F., A.F.F.L., AFL/CIO. Mayor Bohler explained that the resolution will not be presented for passage at this time as it will be discussed in executive session at the end of the meeting. Motion and second by Aldermen Sarff/Fillingham, to accept the canvass of votes for the General Election held on April 5, 2005. Voice vote, motion carried unanimously. RESOLUTION – APPROVING A PRE-ANNEXATION AGREEMENT BETWEEN THE CITY OF CANTON, AND DOUBLECLUCK, INC. First reading, Motion read by title. and second by Aldermen Molleck/West, the resolution be adopted as amended. (The amendment is on page 2, first paragraph, the amended words added – for residential purposes only. The sentence would then read…The City hereby agrees to allow Landowners to tap said water main and the city further agrees to furnish water to the real estate for residential purposes only hereinabove described owned by Landowners once the tap and necessary hookups are completed. RESOLUTION – APPROVING SPECIFIC SALARIES FOR THE VARIOUS DEPARTMENT HEADS, SUPERINTENDENTS, FULL TIME APPOINTIVE EMPLOYEES, AND PART TIME APPOINTIVE EMPLOYEES OF THE CITY OF CANTON. Motion First reading, read by title. and second by Aldermen Hartford/Reed, the resolution be adopted. Discussion. Alderman Sarff – Mr. Mayor I raise the question in this meeting whether this council could accept those salaries for the next council. Is it the appointments also? Mayor Bohler – no! Alderman Sarff - ust the salaries and not the appointments at all? Mayor Bohler – not appointing anybody to any position, no appointments at all. Alderman Carl said he would like to refer this to the committee meeting next week for executive session for further discussion. Mayor Bohler - unless the motion objects to it, they’ll have to withdraw their motion. I don’t understand why you want to? Oh yes with you I do understand why! First reading, read by title. ORDINANCE – GRANTING A SPECIAL USE PERMIT FOR MULTIPLE FAMILY DWELLING IN A B-2 ZONING CONFIGURATION AT 106 MARTIN AVENUE, CANTON, ILLINOIS.
