A regular meeting of the Canton City Council was held on April 6, 2005 in the Council

Chambers at the Historic Depot, 50 North 4 Avenue, Canton, Illinois. (The Council
meeting was held due to the General Election being held on Tuesday April 5, 2005.)
PLEDGE OF ALLEGIANCE OPENED THE MEETING, FOLLOWED BY THE
INVOCATION GIVEN BY CITY CLERK NANCY WHITES.
Mayor Bohler asked for roll call at 6:30 p.m. Present – Aldermen Larry Sarff, Elny
Harn, Les Carl, Jim Hartford, Rick Reed, Craig West. Absent – Aldermen Fillingham.
MINUTES OF MARCH 15, 2005. Motion
and second by Aldermen Molleck/Hartford,
the minutes of March 15, 2005 be accepted and placed on file. Voice vote, motion
carried unanimously.
COMMITTEE REPORTS:

Informational. Alderman Carl thanked Public Works Director Cliff O’Brien that the
work that was done on the N.E. corner of the IH lot looks really good. Also, Alderman
Carl mentioned to Fire Chief John Stanko, that the City of Havana was very appreciative
of the Canton Fire Departments assistance in their recent fire.
Lake, Buildings & Grounds.

Informational. Alderman Reed thanked Water Treatment Plant Supt. Greg Pollitt and
the employees for their work on the city’s campground and really looking nice.
Alderman Reed also mentioned that other areas are looking good as well.

COMMUNICATIONS FROM MAYOR BOHLER.
Mayor Bohler commended each
of the candidates that was in yesterdays election, and regardless of the outcome, you
became involved in your community.
A resident of the Canton Lake Dal Bar area Duke Taylor thanked Cliff O’Brien the
tremendous job the city crews did on fixing the area on Dal Bar. Duke added they had
the job done in two days, and he also thanked the councilmen.
Motion
and second by Aldermen Molleck/Carl, the appointment of Kim Freiley to the
Library Board be confirmed. Voice vote, motion carried unanimously.
OLD BUSINESS:
ORDINANCE – AUTHORIZING THE ISSUANCE OF WATERWORKS &
SEWERAGE REVENUE BONDS OF THE CITY OF CANTON, FULTON
COUNTY, ILLINOIS, IN AN AGGREGATE PRINCIPAL AMOUNT NOT TO
EXCEED $36,000,000, OR IN LIEU THEREOF, GENERAL OBLIGATION
BONDS (ALTERNATE REVENUE SOURCE).
Second reading, read by title.
Motion
and second by Aldermen Hartford/Reed, the ordinance be placed on its passage.
Roll call. AYES – Aldermen West, Reed, Hartford, Carl, Harn, Molleck, Sarff. NAYS
– None. 7 AYES, 0 NAYS, 1 ABSENT. Motion carried. Ordinance being #1830.
ORDINANCE – ACCEPTING BUILDING SITE, AND OPERATION PLANS AND
DESIGN GUIDELINES, FOR THE CITY OF CANTON.
Second reading, read by

council meeting of April 19. Discussion. City Attorney Ron Weber mentioned this
ordinance and the next ordinance on Planned Unit Development are not in final form.
Voice vote, motion carried unanimously.
ORDINANCE – TO IMPLEMENT THE PLANNED UNIT DEVELOPMENTS
FOR THE CITY OF CANTON.Motion

Aldermen Sarff/West, the ordinance be held over to the next council meeting of April 19.
Voice vote, motion carried unanimously.
NEW BUSINESS:
ORDINANCE – AMENDING TITLE 8, CHAPTER 10, SECTION 5, OF THE
CANTON MUNICIPAL CODE RELATING TO THE WATER RATES.

reading, read by title. Referred to the Finance Committee of April 12.

RESOLUTION – AN AGREEMENT BETWEEN THE CITY OF CANTON AND
FRANCISKOVICH/MANCOCK FOR A WATER LINE HOOK UP FEE.
First

held over to the council meeting of April 19. Discussion. City Attorney Ron Weber
asked for the resolution to be held over as the finalizing is not completed. Voice vote,
motion carried unanimously.
RESOLUTION – AN AGREEMENT BETWEEN THE CITY OF CANTON AND
KINNE/WALDROP FOR A WATER LINE HOOK UP FEE.

council meeting of April 19. Discussion. City Attorney Ron Weber mentioned this
agreement needs some more work. Voice vote, motion carried unanimously.
ORDINANCE – AUTHORIZING AND DIRECTING, THE SALE AT AUCTION
OF CERTAIN PERSONAL PROPERTY OWNED BY THE CITY OF CANTON
AND NO LONGER NEEDED FOR CITY PURPOSES.
First reading, read by title.
RESOLUTION – APPROVING AN AGREEMENT BETWEEN THE CITY OF
CANTON AND CANTON FIRE FIGHTERS, LOCAL 1897, I.A.A.F., AFL-CIO
AND AUTHORIZING AND DIRECTING THE MAYOR AND CITY CLERK TO
EXECUTE SAID AGREEMENT ON BEHALF OF THE CITY OF CANTON,
ILLINOIS. Motion
and second by Aldermen Sarff/Hartford, the resolution be held
over. Voice vote, motion carried unanimously.
EXECUTIVE SESSION – FIRE CONTRACT NEGOTIATIONS, GRIEVANCES,
AND SALARIES. Motion
and second by Aldermen Molleck/Reed to go into executive
session for the purpose of discussing Fire Contracts, Grievances, and Salaries. Roll call.
AYES – Sarff, Molleck, Harn, Carl, Hartford, Reed, West. NAYS – None. 7 AYES, 0
NAYS, 1 ABSENT. Motion carried.
The regular scheduled council meeting convened for an executive session at 6:42 p.m.
Alderman Sarff announced those attending the executive would be the elected officials,
Fire Chief John Stanko for the fire union contract, Public Works Director Cliff O’Brien,
Water Treatment Supt. Greg Pollitt and Wastewater Treatment Supt. Joe Carruthers for
the Grievances.
The regular scheduled council meeting reconvened into open session at 7:21 p.m.

and second by Aldermen Molleck/Reed, to instruct the city attorney to draft a
resolution for salary increases for the non-union employees. Roll call. AYES –

and second by Aldermen Molleck/Hartford, to adjourn. Voice
vote, motion carried. The regular scheduled council meeting adjourned at 7:22 p.m.
