PLEDGE OF ALLEGIANCE OPENED THE MEETING FOLLOWED BY THE INVOCATION GIVEN BY NANCY WHITES, CITY CLERK. Mayor Bohler asked for roll call at 6:30 p.m. Present – Aldermen Larry Sarff, Mary Fillingham, Les Carl, Jim Hartford, Rick Reed, Craig West. Absent – Aldermen Bob Molleck, Elny Harn. MINUTES OF JANUARY 4, 2005. Motion and second by Aldermen West/Hartford, the minutes of January 4, 2005 be accepted and placed on file. Voice vote, motion carried unanimously. BILLS FOR DECEMBER. Motion and second by Aldermen Hartford/Carl, all bills properly approved be paid. Roll call. AYES – Aldermen West, Reed, Hartford, Carl, Fillingham, Sarff. NAYS – None. 6 AYES, 0 NAYS, 2 ABSENT. Motion carried. TREASURER’S REPORT. Patty Beaird Franzoni added an additional bill of payment of IMRF in the amount of $22,913.02. This account is done by bank debit, which is the monthly payment for the employees under IMRF. COMMITTEE REPORTS. Finance. Council Action Motion and second by Aldermen Hartford/Sarff to waive the bids for the 2004 Assistance to Fire Fighters Grant, for the purchase of 6 sets of personal protective equipment, 7 sets of boots, and 4 portable radios. Discussion. Alderman Sarff commented that the department wants to use Globe exclusively due to past experience of having proven quality and reliability for protection of personnel. Roll call. AYES – Aldermen Sarff, Fillingham, Carl, Hartford, Reed, West. NAYS – None. 6 AYES, 0 NAYS, 2 ABSENT. Motion carried. Motion and second by Aldermen Hartford/Carl, to purchase 6 sets of coats, 6 sets of trousers, from Globe for a price quote of $10,131.90 and the City’s share being $3,651.90; 7 sets boots from Globe for a price quote of $1,645.00 with the City’s share being $164.50, and 4 portable radios $2,248.00 from Radio Express and the City share being $225.00. Motion and second by Aldermen Hartford/West, to transfer funds of $1,232.00 from line 443 to line 504 of the City’s Budget, and the City Treasurer be directed to make the appropriate changes to the budget. Motion and second by Aldermen Hartford/Reed, to approve of Amendment # 1 to 2003 Assistance to Fire Fighters Grant for the request of 6 portable radios from Radio Express at a cost of $4,496.00, and the City’s share being $450.00; 6 mobile radios from Radio Express at a cost of $3,555.00 and the City’s share being $355.00; 1 hydraulic pump from Municipal Emergency Services at a cost of $5,300.00, and the City’s share being $530.00; 2 breathing apparatus from Municipal Emergency Services at a cost of $5,781.00, and the City’s share being $578.00, fire prevention materials from Sunset Printing at a cost of $1,915.00, and the City’s share being $192.00; 1 fire code/inspection software from Firehouse software $2,235.00, and the City’s share being $223.00; 2 Notebook Computers from Dell at a cost of $1,098.00, and the City’s share being $110.00. Motion carried. 1 Council meeting January 18, 2005 Motion and second by Aldermen Hartford/Sarff, to allow the Greenwood Cemetery to not pay the City their cost of insurance in the amount of $4,478.28 for equipment, vehicles, workman’s comp, and buildings. Roll call. AYES – Aldermen Sarff, Fillingham, Carl, Hartford, Reed, West. NAYS – None. 6 AYES, 0 NAYS, 2 ABSENT. Motion carried. Motion and second by Aldermen Hartford/Reed, the City agrees to participate at an additional cost of $10,800 for sidewalks on Illinois Route 78. Discussion. Motion carried. Motion and second by Aldermen Hartford/Carl, to allow the retention payment the City has been holding on the MFT Maintenance Program in the amount of $61,562.27, to United Paving. (A total of $53,812.85 is from MFT funds, and $7,749.42 is for the Lake Road.) Roll call. AYES – Aldermen Sarff, Fillingham, Carl, Hartford, Reed, West. NAYS – None. 6 AYES, 0 NAYS, 2 ABSENT. Motion carried. Motion and second by Aldermen Hartford/Fillingham, to approve the expense of $1,963 for a garage door replacement at the Fire Department. Roll call. Council Action Motion and second by Aldermen Sarff/Fillingham, to go out for bids on the removal of the Creosote Blocks at IH site. Discussion. Alderman Carl wants to see the work done in-house. He feels the $45,000 in the TIF funds could be used for infrastructure as later on will need roads, and sewers. Alderman Carl said there is no time limit involved and we get reimbursed for our expenses. Cliff O’Brien Public Works Director said to Alderman Carl, this is a simplified grant, TIF funds are to be used on the rubbish pile. Alderman Sarff said he is not opposed to doing in-house, he just wants to see what bids come in for. Roll call. AYES – Aldermen Sarff, Fillingham, Carl, Hartford, Reed, West. Motion and second by Aldermen Sarff/Reed, allow for bids to be received on the removal of trash and debris pile at IH, and using $45,000 of TIF funds. Roll call. Motion and second by Aldermen Sarff/Hartford, allow for bids to be received on construction of a fence along Second Avenue at IH site. Discussion. Alderman Fillingham asked if the bid would ask for wood fence and chain linked? Cliff O’Brien Public Works Director said that both would be in the bids. Roll call. City Attorney Ron Weber stated that David Byerly is wanting to use this amount of funding if any funds are left over after bids are received. Community & Industrial Development. Council Action Motion and second by Aldermen West/Fillingham, to sign a letter of support for the Greenways & Trails Program. (This is being worked on by Gary Baker of the Park 2 Council meeting January 18, 2005 District and Bill Kuhn, Engineer for Fulton County.) Voice vote, motion carried unanimously. Negotiations, Grievance & Personnel. Council Action Motion and second by Aldermen Sarff/Reed, procedures be put in place to fill the position of water clerk and meter reader. Roll call. Motion carried. Mayor Bohler said if any councilman is interested in serving as member of the Western Illinois Regional Council to let him know. OLD BUSINESS: None. NEW BUSINESS: ORDINANCE- ABATING ALL OF THE BOND LEVY FOR THE 2004-2005 FISCAL YEAR ($1,150,000 PRINCIPLE AMOUNT ALTERNATE REVENUE BONDS SERIES 2004). Motion First reading, read by title. and second by Aldermen Hartford/Carl, to suspend the rules to place the ordinance on its passage with first reading. Roll call.
