ADDITIONS OR CORRECTIONS TO THE AGENDA
Mayor McDowell stated that he would like to move item number one under Finance to executive
session. Also, move item number one under Public Safety and Traffic to executive session. He
said they would not be voting on the Resolution tonight.
Mayor McDowell said he would like to move his communications to the beginning after the
consent agenda for the Oath of Office to Police K-9 Officer, Ghost and to give recognition to
Officer Nate Atkins and Officer Mike Shippert for AAIM awards for DUI Enforcement.

Chief Eveland explained that AAIM is the Alliance Against Intoxicated Motorist. These awards are
usually given out annually. This year two of our Officers got recognition from them which is
Officer Nate Atkins and Officer Mike Shippert.
The Oath of Office was administered to K-9 Officer Ghost by City Clerk Andi Walters.

ALDERPERSON ANDRA CHAMBERLIN, CHAIR
DISCUSS, CONSIDER AND VOTE ON A RESOLUTION APPROVING A RENEWAL FOR THE CITY OF
CANTON WORKER’S COMPENSATION INSURANCE WITH THE ILLINOIS PUBLIC RISK FUND.
Dan Kieswetter said with the copy of the summary sheet that was provided, it will give a
thumbnail sketch of the insurance renewal. The expiring premium is $440,000 and the renewal
premium, effective December 1 is $470,615. This includes all coverage except workers
compensation which is also slightly higher.
Alderwoman Lingenfelter asked if in January when the Safe T Act goes into effect, would we have
to re-visit insurance in regards to our police officers. Lingenfelter asked if we would need
additional coverage.
Dan stated that if there is a change that needs to made they will be bringing that
recommendation to Council.

renewing the City of Canton’s workers compensation insurance with Illinois Public Risk Fund.

SANTA PARADE FRIDAY, DECEMBER 2 AT 5:00 P.M.
Alderman Nelson stated that this is a repeat event that will start at the Depot parking lot and
ends downtown by the police department.

Closure for the Santa parade.

DISCUSS, CONSIDER AND VOTE ON A SPECIAL EVENT REQUEST FOR THE OLD-FASHIONED
CHRISTMAS WALK ON DECEMBER 2.
Alderman Nelson said this is a repeat event that happens every year where businesses decorate
and other activities are going on. It will be on the same night as the Santa parade.

Request for the Old-Fashioned Christmas Walk on December 2.

HARDWARE/SOFTWARE/SERVICES FOR TWO ADDITIONAL PRINTERS FOR ELECTRONIC
TICKETING.
Chief Eveland explained that is just in addition to the Packet that was already passed by council.
In the process of receiving all the printers we moved one the cars to be the K-9 car which made
it so that another printer was needed. They had miscounted because they didn’t think there
would be one in the animal control vehicle but there was one. The additional printer will be for
the booking room.
The initial amount is $3,461.00 with an annual fee of $512.00 that has already been budgeted.
The $512.00 fee is being waived until next September.

hardware, software and two additional printers for electronic ticketing.

STREETS AND GARBAGE
ALDERPERSON JEFF FRITZ, CHAIR
DISCUSS, CONSIDER AND VOTE ON THE APPROVAL OF LAKELAND PARK ROAD CULVERT
EXTENSION-21-000109-00-R BID FROM ILLINOIS CIVIL CONTRACTORS.
Keith Plavec stated that Illinois Civil Contractors was the lowest bid out of the six bids. Our
estimate was $404,000.00 and they came in at $459,575.57. Keith said they are recommending
that the City accept the bid in order to start paperwork that will later be brought back to
council for approval.

Contractors in the amount of $459,575.57.

DISCUSS, CONSIDER AND VOTE ON THE APPROVAL OF CASS PLACE BRIDGE REPLACEMENT-20-
00108-BR BID FROM OTO BAUM COMPANY.
Keith Plavec stated that the City of Canton received roughly $970,000.00 of Illinois Rebuild
Illinois dollars. Those dollars had to be utilized, because of the size of our community, on
projects that were going to have a life span of over ten to fifteen years.
Keith went on to say that Cass Place Bridge has weight loading restrictions on and it has to
inspected every six months because of that, which is a cost to the City so this bridge was put on
the list of Remove and Replacement.
Keith said this is the first time they bid this project. It was estimated the replacement would be
just over $1,100,000.00. There were two bidders, Otto Baum and Stark. Otto Baum’s bid was
$1, 047,700.00 which is roughly 4% over.
Keith stated that what is not covered by the Rebuild Illinois dollars which will be about
$200,000.00 would come from MFT.

Baum Company in the amount of $1,047,700.00 and the remainder exhausted from MFT funds.

DISCUSS, CONSIDER AND VOTE ON THE APPROVAL OF 2023 MFT PROGRAM.
Keith said that with rebidding all of our projects and with a lot of projects currently on the
table, he felt it was in our best interest to bid early. The Maintenance projects for next year are
Sycamore Street with having to fill gaps and some spray patching with $60,000.00 budgeted for
that. What is being budgeted for the 2023 program is $246,456.69.

engineering to be performed by local engineer for the 2023 MFT program.

LAKE, BUILDINGS & GROUNDS
ALDERPERSON GREG GOSSETT, CHAIR
DISCUSS, DEPOT IMPROVEMENTS
Carol Kohler explained that herself and Joe Carruthers have been looking at the Depot for the
past six months or so. Specifically, the Council Portion of the building was focused on. They
realized that there was an importance to maintain all of our city’s facilities but with this building
being over a hundred years old and being the council chambers, they want to make sure it stays
up to date in terms of technology, changes in society, functionality but also keeping it
historically accurate. Carol went on to say that her and Joe felt like the cost of these
improvements could be tied into the Safety Grant which has a lot to do with the safety of the
people who are in the building. The projects that are being looked at are the desks in the front
that seats the Mayor, City Clerk, Police Chief, City Attorney and Treasurer. They are wanting to
expand the podium out so as to accommodate one more available seat in order to also seat the
Fire Chief. This would also allow for our Police Chief and Fire Chief to both have eyes on the
door for whatever trouble could potentially walk in. This also allows more security for those
who sit with their backs facing the door. Another idea for the front desk podium area is the
purchase of bullet proof or resistant panels that can be retrofitted for the inside of the front
and also on top underneath. They would also like to replace the Alderpeople’s desk with Amish
made solid oak desks that would last a hundred years and they felt like that would be a good
investment and wouldn’t be that much more expensive than purchasing a standard style desk.
Also, on the list is the removal of the water fountain. It sticks way out and if there happen to be
a fire it’s potential hazard to people trying to evacuate. Carol stated that these were the main
items on the list. The other items were more for aesthetic purposes. However, they would also
like to address some of the technology at the Depot.
Alderperson Lingenfelter suggested perhaps getting metal detectors in the entry way and also
safety rugs for rain and snow.

Mayor McDowell read Alderman Craig West’s letter of resignation.
Ronnie Robinson announced the leaf program schedule. He said it starts next week.
