A Public Hearing and Special meeting of the Canton City Council was held on October 25, 2022

(5:30pm) at the Historic Depot located at 50 North 4 Avenue Canton Illinois with zoom
attendance available.
STAFF IN ATTENDANCE:
Mayor Kent McDowell, Acting City Clerk Andi Walters, Attorney Chris Jump, Treasurer Crystal
Wilkinson, Utility Director Joe Carruthers,

Mayor Kent McDowell called the Public Hearing meeting to order at 5:35p.m. He then yielded
the floor to Steve Kline.
Kline explained the city previously had a public hearing once before in September and we
approved an amendment to the Business Development District depicted on a map that was
provided. It required two publications of the hearing which was unable to be verified so in the
interest of ensuring the public has the opportunity to come in to talk and learn more about the
BDD we have posted and published again this evening’s public hearing. Kline stated that they are
there to address any questions or concerns. He went on to say that what the city is proposing to
do after this meeting is to have a special council meeting to approve an Ordinance that will ratify
th
what was already approved on September 20. He stated that there is nothing new and no
change to the plan.
Mayor McDowell said that he had a question from a business person who wasn’t sure if they
were in the district and wanted to know, if in order to get them in there would we have to go
through this whole process again to include them. McDowell said that they are right on the
boundary.
Kline explained that to add one inch to amend the boundary, the city would have to have another
public hearing and approve an Ordinance amending it.
Mayor McDowell adjourned the Public Hearing at 5:45 p.m.

AMENDMENT TO THE BUSINESS DEVELOPMENT DISTRICT REDVELOPMENT PLAN FOR THE
FIRST AMENDMENT TO CANTON BUSINESS DEVELOPMENT DISTRICT NO. 1 AND IMPOSING A
RETAILERS’ OCCUPATION TAX, A SERVICE OCCUPATION TAX, AND HOTEL OPERATORS’
OCCUPATION TAX IN THE CANTON BUSINESS DEVELOPMENT DISTRICT NO. 1 AMENDED
REDEVELOPMENT PROJECT AREA.

There will also be one at the High School Thursday night and one at Pizza Hut also on

The Mayor stated that the sidewalk project on Main Street is nearly complete and
should be finished by this week.
