NOTICE OF PUBLIC HEARING
CITY OF CANTON, FULTON COUNTY, ILLINOIS
PROPOSED FIRST AMENDMENT TO
BUSINESS DEVELOPMENT DISTRICT NO. 1
The City of Canton, Fulton County, Illinois, an Illinois Municipal Corporation, hereby gives
Notice of a Public Hearing to be held at 5:30 pm, Central Time, on September 20, 2022, at
the Canton City Train Depot, 50 N 4th Avenue, Canton Illinois, to consider its proposed
approval of the First Amendment to Canton Business Development District No.1
Redevelopment Plan and the designation of the proposed Business District Redevelopment
Area as Amended.
Any interested person may file a written objection with the City Clerk and may be heard orally
at the Public Hearing with respect to any matters embodied in this Notice. Those attending
electronically or by phone will be required to provide their name and address and the hearing
will be recorded. The City shall hear and determine all alternate proposals or bids for any
proposed conveyance, lease, mortgage or other disposition by the City of land or rights in land
owned by the City and located within the proposed Business District Redevelopment Area,
including all protests and objections at the Public Hearing. Prior to the Public Hearing, written
comments, alternate proposals or bids may be submitted by 3:00 PM the day of the Hearing
by sending an email to the City Clerk at awalters@cantoncityhall.org and inserting “Public
Comment for BDD Public Hearing” into the subject line or by regular mail at the following address:
City Clerk, City of Canton, 2 N. Main Street, Canton, Illinois 61520.
The proposed Redevelopment Plan and Area comply with the provisions of the “Business
District Development and Redevelopment Act” (65 ILCS 5/11-74.3 et. seq.). For further

Kent McDowell, Mayor of the City of Canton, as head of the public body, as defined
in subsection (e) of Section 2 of the Freedom of Information Act, has determined
that an in-person meeting or a meeting conducted under the Illinois Open Meetings
Act is not practical or prudent because of a disaster, as defined in Section 4 of the
Illinois Emergency Management Agency Act, which has been declared by the
Governor of the State of Illinois. The City of Canton is covered by the disaster area
declared by the Honorable Governor J.B. Pritzker.
Further, pursuant to the Open Meetings Act, this meeting (including open and
closed portions thereof) will be conducted by video conference (via Zoom). The City’s
Chief Legal Counsel will be physically present at the meeting location, located at 50
4th Avenue, Canton, Illinois 61520. All other requirements of 5 ILCS 120/7(e) will be
followed.

Amendment to the Canton Business Development District No. 1 and impose a
Retailers’ Occupation Tax, a Service Occupation Tax, and a Hotel Operators’
Occupation Tax in the Canton Business Development District No. 1 Amended
Redevelopment Area.
3. Discuss, consider, and vote on an Ordinance Amending Title 10 of the Canton
Municipal Code to Permit Food Trucks in Conservation Districts.
4. Discuss, consider, and vote on amending Title 3, Chapter 8 of the Canton Municipal Code in
relation to the requirements for and issuance of Class MB and Class W liquor licenses.
5. Discuss, consider, and vote on re-issuing Class MB and Class W liquor licenses to Old Dog,
