CANTON CITY COUNCIL MEETING MINUTES

A regular meeting of the Canton City Council was held on September 6, 2022 (6:30pm) at the
Historic Depot located at 50 North 4th Avenue Canton Illinois with zoom attendance available.

MAYOR COMMUNICATION
Mayor McDowell announced he would like to move part of his communication to the beginning
of the meeting for the purpose of administering the Oath of Office to Canton's new fire fighter
Wesley Wenger.
Mayor McDowell also wanted to remind everyone of Dumpster Days that started today and will
end Saturday. It's from 8 a.m. to 5 p.m. and on Saturday it is from 8 a.m. to Noon. No tires,
electronics and no paint. You will also need to be a Canton resident and present ID.
He asked Chief Eveland to give an update on project clean sweep.
Chief Eveland stated that they have currently identified 275 properties where complaints range
from tall weeds and grass to junk on property and abandoned vehicles. About 70 of those have
been identified as abandoned properties which account for a lot of the tall weeds and grass
complaints. Also out of the 275 properties, 100 did comply.
Chief Eveland thanked Ronnie and his crew for helping.

Mayor McDowell asked if there were any questions for Ron Robinson on the topic. Alderwoman
Chamberlin stated that the interest rate on the purchase is 2.77%.
Motion and second were made by Alderpersons Chamberlin/Hale to adopt the ordinance,
purchase the leaf machine and waive the competitive bidding process.

DISCUSS, CONSIDER AND VOTE ON NEW BANK ACCOUNTS BEING SECURED WITH TBK BANK
FOR GENERAL FUND MONIES.
Treasurer Wilkinson stated that Mathew Huber, Vice President of commercial lending was
attending via Zoom to represent TBK Bank.Wilkinson said that by usingTBK it would give us more
local presence and local assistance when needed unlike the current bank the city utilizes. Matt
Huber said they would be able to provide the Treasury management that Wilkinson is seeking.
Huber also stated that the city would be making money banking with them where as we were
not before.
Mayor McDowell asked Huber how long the transition would take. Huber replied the transition
would happen in stages over the next month.
Attorney Jump stated that TBK is already an approved depository for the city.

funds monies to be transferred from Wells Fargo to TBK Bank

ALDERPERSON CRAIG WEST, CHAIR
DISCUSSS, CONSIDER AND VOTE ON AN ORDINANCE AUTHORIZING A CANTON LAKE LEASE
TRANSFER TO BRYAN CHASTEEN FOR LOT 4 OF LAKE BREEZE ADDITION TO LAKE CANTON.
Attorney Jump stated there needs to be an ordinance and a lease for lot 4 and an ordinance and
lease for lot 16.
Motion and second were made by Alderpersons Gossett/Lovell to approve an ordinance
authorizing a Canton Lake lease transfer to Bryan Chasteen for Lot 4 of Lake Breeze addition to
Lake Canton.

Mayor McDowell stated on August 16 it unanimously approved by the Canton Liquor
Commission.

DISCUSS, CONSIDER AND VOTE ON AN ORDINANCE AUTHORIZING AND DIRECTING THE SALE
OF CERTAIN PERSONAL PROPERTY OWNED BY THE CITY OF CANTON AN NO LONGER
NEEEDED OR USEFUL FOR CITY PURPOSES TO CANTON UNION SCHOOL DISTRICT NO. 66
Mayor McDowell stated Canton High School started a mechanics class and is needing vehicles
to work on. He would like to donate the old Charger that belongs to the Police Department
and the old van from the Water Department.
Attorney Jump said that we legally could not "give"the vehicles to the school. However,we
could charge a dollar for each vehicle.

and directing the sale of certain personal property owned by the city of canton and no longer
needed or useful for city purposes to canton union school district No. 66

DISCUSS, CONSIDER AND VOTE ON PROPOSING TO THE JOINT PLANNING AND ZONING
COMMISSION AN ORDINANCE AMENDING THE TEXT OF TITLE 10,CHAPTER 10 OF THE CANTON
MUNICIPAL CODE TO PERMIT MICROBREWERIES AND WINERIES AS A SPECIAL USE WITHIN A
CENTRAL BUSINESS DIRSTRICT(B-3)
Attorney Jump explained that currently B-3 does not permit the manufacturing and distribution
of alcohol.

zoning commission an ordinance amending the text of title 10, chapter 10 of the Canton
municipal code to permit microbreweries and wineries as a special use with a central business
district.

INTERSECTION OF EAST WALNUT STREET AND SOUTH ELEVENTH AVENUE.
Chief Eveland said he would like to see this area become a three way stop for the purpose of
safety and to slow speeders down.

Chapter 10,Section 1 of the city code for purposes of stop signs to be located at the intersection
of East Walnut Street and South Eleventh Avenue.

DISCUSS, CONSIDER AND VOTE ON SPRAY PATCHING BID RENEW.
Alderman Fritz said that there were two bids for the spray patching. One was from Ace in the
Hole for 56,268.75 and the other was from Midstate Asphalt Repair in the amount of 66,806.25.
Keith Plavec stated that the city has used both of these companies before. However,Ace in the
Hole has had our bid for the last three or four years.
Ronnie Robinson said that they have always done a good job and he has no problem with them.

Hole for the amount of 56,268.75.
