CANTON CITY COUNCIL MEETING MINUTES
TUESDAY, AUGUST 16,2022 at 6:30pm

A regular meeting of the Canton City Council was held on August 16,2022(6:30pm)at the Historic
Depot located at 50 North 4th Avenue Canton Illinois with zoom attendance available.

MAYOR COMMUNICATION
Mayor McDowell stated that he wanted to move his communications to the beginning of the
meeting. He announced that he would like to appoint the Acting City Clerk through October
315t 2022 and wanted to discuss, consider and vote on a resolution appointing an Acting City
Clerk through October 315t 2022. The Acting City Clerk to be appointed is Andrea J. Smith-
Walters.
Motion and second were made by Alderpersons Gossett/Lingenfelter to approve a resolution
appointing Andrea J. Smith-Walters as Acting City Clerk through October 31112022.

OATH OF OFFICE
Mayor Kent McDowell gave the Oath of Office to Acting City Clerk Andrea J. Smith-Walters.
Also under Mayor communications, McDowell wanted everyone to know that Public Works
department has set up "clean up" week to be held Tuesday through Saturday, September 6th
through the loth on West Locust. You have to be a citizen of canton and show ID. There is a limit
of one truck load. No electronics, Oil, Paint or Tires.
Mayor McDowell turned it over to Fire Chief Scott Roos. Scott said that there is some
construction underway on the west side of the building by the engine bays at the fire station.
Scott said this will be a memorial for Howard Strube Jr. who died in a training accident on
September 7th 1997.
McDowell went on to discuss the construction on North Main between Ash and Olive.This is
where sidewalks are being started and advised caution to the public.
The Mayor also wanted to let the council know ahead of time that there are a couple of city
vehicles that are not worth much that he is wanting to donate them to the Canton High Schools
new automotive program. He said he is hoping to have this subject in front of council on
September 6tn
ADDITIONS OR CORRECTIONS TO THE AGENDA
Mayor McDowell wanted to change the #1 item under finance from Discuss, consider and vote
on a request to purchase a leaf machine to just Discuss and Consider.

FINANCE
ALDERPERSON ANDRA CHAMBERLIN, CHAIR
DISCUSS AND CONSIDER A REQUEST TO PURCHASE A LEAF MACHINE
Ron Robinson state that they have problems with the machine that they currently have. The
boxes that go on the truck are all bent and beat up and rusted. They are having to use different
straps to hold them together. The new machine that they are looking at is a little bit different
then the one they currently have. T he new one is all one piece. The price is around 107,000.
Mayor McDowell stated that if we wanted to continue the leaf program that it is something we
should strongly consider. It's not a budgeted item but we have some finance opportunities and
we will be doing more research before the next meeting.
Alderwoman Lingenfelter ask Ronnie if it was of the same capacity or larger. Ronnie said it is quite
a bit larger.
Mayor McDowell said it can handle twice the capacity.
DISCUSS, CONSIDER AND VOTE ON A REQUEST TO PURCHASE REPLACEMENT OVERHEAD
DOORS AT THE GREENWOOD CEMETERY MAINTENANCE BUILDING.
Ronnie stated that this item is budgeted and that he had pushed to get a couple of more bids.
The Mayor said that this was budgeted for 15,000 and that we are under budget. The lowest
bid came in at$12,653.
Motion and second were made by Alderpersons Chamberlin/Hale to purchase replacement
overhead door at the Greenwood Cemetery maintenance building for$12,653.

Keith Plavec stated that it was discussed to regroup and either rebidding it for next year in
order to get more bidders.

Mayor McDowell stated that for council consideration, he had a couple of requests to look into being
able to permit golf carts and motorized bikes.
