STAFF IN ATTENDANCE: Mayor Kent McDowell, City Clerk Diana Pavley Rock, Treasurer Crystal Wilkinson, Assistant Fire Chief Tony Plumer, Police Chief Michael Eveland, Superintendent Ron Robinson, Utility Director Joe Carruthers, City Engineer Keith Plavec MEDIA IN ATTENDANCE: Fulton Democrat PLEDGE OF ALLEGIANCE OPENED THE MEETING INVOCATION—Mayor Kent McDowell PUBLIC PARTICIPATION—Jerry Jarnigan/Cody Crumb Cody Crumb who runs 16th Street Laundromat said that they are wanting to obtain a beer and wine license in order to acquire video poker machines to increase revenue for the laundromat. Mayor McDowell suggested they put together a business plan to be submitted in order to get it on the agenda for the 16th of August council meeting to disburse to the council members to look over. Cole McDaniel indicated he could assist them with putting together the business plan. (2ND READING) ORDINANCE#4295 Cole McDaniel explained that Lattimore Properties, LLC had purchased units 24-30 on South Main the previous year and would be renovating the upper residential units. McDaniel also explained that the commercial units would remain. Motion and second were made by Alderpersons Gossett/Lingenfelter to approve Ordinance #4295 authorizing the execution of a TIF redevelopment agreement by and between the city of canton and Daniel Lattimore and Lattimore Properties, LLC. DISCUSS, CONSIDER, AND VOTE ON AN ORDINANCE REGULATING FOOD TRUCKS AND AMENDING TITLE 3, CHAPTER 2 (BUSINESS REGULATIONS—LICENSES, CERTAIN OCCUPATIONS) OF THE CANTON MUNICIPAL CODE. (2ND READING) ORDINANCE#4296 Attorney Jump said that it remained mostly the same as the last reading with the exception of a couple of provisions. A section about exemptions was added pertaining to youth organizations, nonprofit organizations and concessions being exempt from Food Truck licensing and fees. Attorney Jump stated he also cleaned up some of the language. Motion and second were made by Alderpersons Lingenfelter/Lovell to approve Ordinance#4296. ROLL CALL Yes. DISCUSS, CONSIDER, AND VOTE ON AN ORDINANCE SUSPENDING SECTION 1-9-27 OF THE CANTON MUNICIPAL CODE AND AUTHORIZING CLIFTON LARSON ALLEN TO PROVIDE PAYROLL SERVICES TO THE CITY OF CANTON ORDINANCE#4297 The Mayor stated that he had talked to Comptroller Beka Shultz who had meetings with Treasurer Crystal Wilkinson and Diana. McDowell said Andi does do a lot of the payroll and Beka will be assisting her with that after this next payroll. Attorney Jump stated that currently this is a duty set by ordinance to be done by the city clerk and this is why we are suspending it until an acting city clerk is appointed. Schultz stated that payroll is out of the scope of the arrangement with Clifton Larson Allen. They are currently working on an engagement letter to price it out at an hourly rate. The current hourly rate is $155.00 per hour. Motion and second were made by Alderpersons Hale/Lingenfelter to waive the first reading. LINN STREET, CANTON, IL Keith Plavec stated that bids were due on July 28th. Six bids were submitted. Dore &Associates INC., Bay City, Michigan submitted a bid of 252,200. Shafer Excavating, Pontoon Beach, IL submitted a bid of 164,100. Neidig Trucking& Excavating, Canton, IL submitted a bid 198,900. Chuck Kinsel Excavating, Canton IL submitted a bid of 363,820. Ben Hendrix Trucking Inc. submitted a bid of 262,700.Jimax, Peoria, IL submitted a bid of 231,355.15. Plavec said he checked out Shaffer Excavating's references who gave them good reviews. Mayor McDowell asked where the city could incur the extra 14,000 dollars given that the budget was for 150,000. Beka Schultz stated that there is a total of 250,000 in the budget for demolition, 150,000 directly attributable to Linn Street and another 100,000 for potential other nonresidential demolition. Motion and second were made by Alderpersons Lovell/Fritz to approve the bid from S. Shafer Excavating for $164,100 for the demolition of the 360 E. Linn Street, city of Canton, County of Fulton and to pull the additional cost of$14,000 from the demolition expense account in general funds and reject the other bids. RESOLUTION#5387 Attorney Jump stated that the idea behind HR Fit is not intended to be permanent but to turn over some of the workers compensation matters we may have and some of the other leave issues we have currently until someone's appointed. Motion and second were made by Alderpersons Nelson/Lovell to authorize the Mayor to retain HR FIT for certain human resource functions and /or consulting on behalf of the city of canton. It was also discussed that an 820-megawatt solar project for Fulton County located near Duck Creek on private land will be underway soon. Cole said that 820 mega watts is able to power 150,000 homes annually. He discussed D.C. getting ready to roll out a program that will offset 80% of the cost of EV stations and he will be looking at options for the Canton when that happens. PUBLIC WORKS,WATER&SEWER ALDERPERSON ANGIE LINGENFELTER, CHAIR PUBLIC SAFETY&TRAFFIC ALDERPERSON ANGELA HALE, CHAIR STREETS AND GARBAGE ALDERPERSON JEFF FRITZ, CHAIR DISCUSS,CONSIDER,AND VOTE ON REJECTING BIDS SUBMITTED FOR THE LAKELAND PARK DRIVE CULVERT EXTENSION Alderman Fritz stated that only one bid came in at $574,750 which is 58%over budget. Keith Plavec suggested rejecting the bid and bidding the culvert materials as one and then put out the project for bid. Motion and second were made by Alderpersons Frits/Hale to reject the bid for the Lakeland Park Drive culvert extension. She said that it was a difficult decision. She stated that she was offered a position with the city of Pekin as the human resource director. Mayor McDowell presented Diana with a plaque in honor of her service. DISCUSS, CONSIDER,AND VOTE ON APPOINTMENT OF CLERK PRO TEM, EFFECTIVE AUGUST 4, 2022 UNTIL APPOINTMENT OF ACTING CITY CLERK Mayor McDowell offered Andi Walters, the current assistant to the city clerk. Attorney jump stated that the Pro Tem appointment is basically for the purpose of agenda and minutes. She would continue her regular duties under the direction of the Mayor. Motion and second were made by Alderpersons Hale/Lingenfelter to appoint Andi Walters as Clerk Pro Tem.
