Ean Yerbic was at the meeting along with several of his family members and friends to honor him for his accomplishment of obtaining two gold metals in the National Special Olympic event held in Florida. COMMITTEE REPORTS: FINANCE ALDERPERSON ANDRA CHAMBERLIN, CHAIR DISCUSS, CONSIDER AND VOTE ON THE APPROVAL TO HAVE SQUAD 1 GENERATOR REBUILT FOR THE CANTON FIRE DEPARTMENT Fire Chief Scott Roos explained that the squad 1generator bearing failed which caused wear to the PTO shaft. This is a 35- kilowatt generator that powers the only light tower in the city. A new generator would cost $8,000.00 new. The cost to rebuild a generator is $4,532.65 The request is to rebuild the generator at a cost of$4,532.65 Motion and second were made by Alderpersons Chamberlin/Lovell to approve the cost of $4,532.65 to rebuild the generator. Mayor McDowell said that he was informed by Chief Roos that the fire department just starting having trouble with their 2006 Ford truck. The quote received from Harmons to repair the truck was between $2500.00-$3000.00 for a high- pressure oil pump. Mayor McDowell said that he would approve up to $3,000.00 for the repair. If the cost is higher than the $3,000.00 it will be brought back to council for approval. LEGAL& ORDINANCE ALDERPERSON CRAIG WEST, CHAIR (ABSENT) DISCUSS, CONSIDER AND VOTE ON APPROVAL AND/OR AMENDMENTS TO DECLARATION OF COVENANTS AND RESTRICTIONS TO EAST LAKE DEVELOPMENT(OLD BEACH ADDITION) Attorney Jump explained that a draft of the declaration of covenants and restrictions to the east lake development was approved by Attorney John McCarthy after his review. The amendments are consistent with what the city was wanting to see and also consistent with the bidding process. This version has the 5- year purchase option included- which allows the city to purchase any undeveloped lots and also requires that until all of the property is sold, the city will retain authority to approving changes to them. Even though the land trust will own the property after it's conveyed, they will not be allowed to amend the covenants without the city's approval until all of the properties are sold. City Engineer Keith Plavec explained that the agreement also includes language to reflect how many homes are to be on the property. There was language added regarding the tree cleaning. Attorney Jump said that he would like to allow Attorney John McCarthy the ability to make any final revisions if necessary. NEGOTIATIONS, GRIEVANCE & PERSONNEL ALDERPERSON JUSTIN NELSON, CHAIR (ABSENT) DISCUSS, CONSIDER AND VOTE ON THE HIRING OF ONE FIREFIGHTER TO REPLACE FIRE CHIEF SCOTT ROOS AFTER HIS RECENT PROMOTION Fire Chief Scott Roos explained that the city currently has 13 candidates on the firefighter hiring list. The police and fire commission are in the process of reviewing applicant information to determine the candidate to be selected. There is a candidate on the list with prior experience as a firefighter that has already been through the academy. Motion and second were made by Alderpersons Fritz/Lingenfelter to hire one firefighter to replace Fire Chief Scott Roos after his recent promotion. COMMUNITY& INDUSTRIAL DEVELOPMENT ALDERPERSON JOHN LOVELL, CHAIR-ABSENT UPDATE FROM SRPED COLE MCDANIEL ❖ 29 East Side Square—Canton, IL Developers:Jacob & Brooke Postin Project Updates: 2"d Floor South Unit — 90% complete — 4 Bedroom - Student/Young Professional residential housing. 15t Floor South Commercial Space — Renovation 60% complete. New tenant will occupy the space in June. 2111 Floor North Unit—TBD—Will remain residential space. 11t Floor North Commercial Space—Current negotiations are underway with a potential new business. I have been working with both parties to help facilitate the buildout and lease for the space. ❖ 71 East Side Square—Canton, IL Potential Developers: Michael & Lisa Baisch Status Notes: TIF application under review for project. More information to come soon. Building is under contract and the scheduled closing is three weeks away. Project Details: Full renovation of the commercial space is anticipated. A full review will be completed upon receiving an updated TIF application this week. ❖ 53 W. Elm St.—Canton, IL Developer: Manny Toledo—San Diego, CA Status Notes: Construction cost estimates are being prepared in order to complete a TIF application by the new owners. I have been working with Manny since the sale on getting the renovation project planned and underway. ❖ 24& 30 S. Main—Canton, IL Developer: Daniel Lattimore dba Lattimore Properties, LLC. Status Notes: Mr. Lattimore has purchased 24 & 30 S. Main St. in Canton and plans to renovate the upper stories for residential living. He also plans to make improvements to the facade and commercial spaces of the properties. TIF application is currently under review. ❖ Fulton Square—Canton, IL— Former JCP Potential Developer: Confidential Status Notes: There is interest in 90 E. Locust currently owned by CFC Properties. More information will be shared when allowable. ❖ 35 East Side Square—Canton, IL Potential Developer: Scott Anderson & Partners Status Notes: Scott Anderson and his business partners have been looking into the purchase and renovation of the former"Shandi's" building. I visited the property with Bob Ackerman and Scott on May 3111 to discuss all planning and zoning related concerns with building as it sits today. Continued evaluation will be completed by the developers throughout June. Considerations: Current legal issues with the building and ownership that will need to be resolved prior to a sale of the property. ❖ 147 White Ct.—Canton, IL Potential Developer: Frank Morgan— Multifamily Housing Developer—Silver Springs, MD Status Notes: I have been working with Frank to identify project estimates with local contractors and explore what potential redevelopment incentives could apply to this project. Frank will plan to submit a TIF application this summer. Property Notes: 145-153 White Ct. in Canton is a 12-unit multifamily housing complex comprised of 11 — one bedroom one-bathroom units and 1 — two bed two bath unit. Located directly behind the EP Coleman building. General Economic Development Updates •'• Former Ethanol Plant • Developers: Confidential Status Notes: I have been in contact with the brokers and developers to help them get a company to complete a Phase 1 EPA study for the property. This is their last item to complete prior to closing. More details will be coming soon, but until the study is complete, we simply know that they plan to reconfigure parts of the site and reopen as an ethanol plant. In addition to this project developers have been in contact to be involved in the same general area for projects of their own if the ethanol project ultimately moves forward. ❖ Fulton County Small Business COVID-19 Relief Grant Program (FCSBG) ■ 80 Total Grant Applications ■ 63—Grant Applications Funded ■ $757,500 has been disbursed and received by business owners ■ A full outcome analysis was presented to the Fulton County Board in May. ❖ Business Development District Planning& Programming Underway ■ Priority Programs are being designed currently. I will be working with council over the next several months on creating a variety of Business Development District programs and initiatives starting in FY 2024. DISCUSS, CONSIDER AND VOTE ON A SPECIAL EVENT REQUEST FOR A VETERAN GRAVE CLEANING AT GREENWOOD CEMETERY TO BE HELD ON JULY 9, 2022. The city received an application for a special event for a veteran grave cleaning at Greenwood Cemetery to be held July 9, 2022. The request is for the cleaning of US government veteran gravestones (any war after WWI) in Greenwood cemetery. The proper cleaning of headstones can help slow natural erosion from weather, elements and improper cleaning methods. This will ensure the preservation of the names and memories of Canton veterans. Attorney.lump explained that he would like to have any volunteer sign waivers that would release the city of any liability prior to performing any work at the cemetery. Sexton Kyle Jansen will oversee the project. The city received a request for a special even request from the Lakeland Community Church for the Back to School Bash to be held on August 6, 2022 from 10:00am-12:00 noon at Jones Park. PUBLIC WORKS, WATER& SEWER ALDERPERSON ANGIE LINGENFELTER, CHAIR PUBLIC SAFETY&TRAFFIC ALDERPERSON ANGELA HALE, CHAIR STREETS AND GARBAGE ALDERPERSON JEFF FRITZ, CHAIR Alderperson Jeff Fritz said that the following three items all relate to the 2022 MFT maintenance program. City Engineer Keith Plavec explained that the first item is the resolution of maintenance under the Illinois highway code. The city is asking to set aside$250,000.00 of our MFT funds to be used toward this project. The city will also be doing Lakeland drive culvert, some improvements on Cherry Street and having a culvert on North Upper Lake Road. The second item is the estimate of maintenance costs. This will include spray patching in the amount of$61,000.00 for various areas. There will be approximately$150,000.00 for additional road work. The third item is for the maintenance engineering to be performed by a consulting engineer. The cost for the preliminary engineering is $10,535.53 which is set by the state as a minimum fee. The total with material testing is $22,312.54. Design and construction are approximately 10% of the total cost. DISCUSS, CONSIDER AND VOTE ON A RESOLUTION OF MAINTENANCE UNDER THE ILLINOIS HIGHWAY CODE (2022 MFT MAINTENANCE PROGRAM CONSISTS OF SPRAY PATCHING, HMA AND MISCELLANEOUS CONCRETE.) LAKE, BUILDINGS & GROUNDS ALDERPERSON GREG GOSSETT, CHAIR MAYOR COMMUNICATION 2025 CANTON BICENTENNIAL Mayor McDowell said he would like to have the 2025 bicentennial celebration added to the city calendar for the dates of June 20, 2025-June 29, 2025. 4t" OF JULY FIREWORKS The firework display will be held on July 4, 2022 at the stadium in Canton. The city budgeted $10,000.00. The city received the quote in the amount of $15,000.00. Midameria Bank held a fundraiser and has agreed to partner with Graham Hospital to make up the additional $5,000.00 cost for the firework display. LINN STREET DEMOLITION City Engineer Keith Plavec explained that the city crew has been helping remove some of the items from the property to help prepare the property for demolition. Bids for demolition will be due back in July. The bidding process will include the abatement. LEAD REPLACEMENT LINE UPDATE 30 of the lines are completed out of the 224. Three were completed just today. This is all part of Phase I. Phase II will be brought back to the council for an additional 377 lines. The city will proceed with the paperwork for the debt forgiveness through the EPA. SEWER LINE REPLACEMENT UPDATE The city approved the bids from PPI (Performance Pipeline Inc) and a pre-construction meeting was held on Thursday. This project will begin in the next couple of weeks for the sewer lining and manhole lining. WATER PLANT IMPROVEMENTS The project has progressed and the wood structure at the plant is now up. OPERATION CLEAN SWEEP UPDATE Police Chief Mike Eveland said that he currently has a list of 136 properties within the city with violations. 50 of these property owners have been contacted and received a citation/warning or placed in the court system. Of the 50 properties, 15-20 have already corrected their issues. Many of these properties are the tall weeds and grass and abandoned vehicles. OLD BUSINESS Attorney Jump said that he would like to hold a legal and ordinance committee meeting on July 18, 2022 at 6:00pm for the purpose of discussing pending litigation.
