COMMITTEE REPORTS:
FINANCE
ALDERPERSON ANDRA CHAMBERLIN, CHAIRMAN
DISCUSS, CONSIDER AND VOTE ON THE PURCHASE OF A DIESEL EXHAUST REMOVAL SYSTEM
FOR THE FIRE STATION.
The Canton Fire Department was awarded Assistance to Firefighters Grant in 2004 for the
purchase and installation of a Diesel Exhaust Removal System. Exhaust systems are a top priority
for the grant awards due to cancer risk from diesel exhaust. That system was installed by
Exhaustomatic of Indianapolis Indiana. The system had issues from the start with the hose
connections but the rest of the system work without problems for about 8 years. Then we began
having problems with several different parts of the system and found out that Exhaustomatic
was no longer in business. The original system was manufactured in Germany and other
manufactures were able to get us some of the parts but about 5 years ago the control panel for
the system quit and we were unable to get a replacement. Assistant Chief Mark Hanlin with the
approval of Director Fairburn wrote Assistance to Fire Fighters Grant for the funding to purchase
a new system. We were awarded the grant last fall but there was no funding available in the
capital account to meet the match. The match funds have been budgeted in the budget for this
year. We are requesting the purchase of a Diesel Exhaust System from MagneGrip for the
purchase price of $74,943.00. Grant funds will pay for 95% of the purchase and we will have to
pay the match of $3,747.15.
The city received two bids with a $1597.00 difference. The city would like to proceed with the
more expensive one because it is made in the USA. The city would not need to worry about
foreign parts with it being made in the USA.

a diesel exhaust removal system for the fire station.

Vistra – Former Duck Creek Power Plant Site Plans announced
Vistra has committed to a $30 million investment into the former Duck Creek
power plant in Fulton County. This includes 20 MW of Solar Generation and 3

More information will be released after the public bidding process is complete.

Revitalization project is underway and involves multiple phases this year.
Southern upper story residential unit will be completed first
Tenants have bee identified for both of the commercial spaces on the
first floor. One agreement is in writing, the other is still being considered.
More details about what businesses will be occupying the spaces will be
announced in June.
53 West Elm St. (Former Canton Daily Ledger)
Project planning is underway. Estimates for each portion of the project have
been coming in over the last couple of weeks.
More details will be released upon developer’s approval.

DISCUSS, CONSIDER AND VOTE ON A SPECIAL EVENT AND ROAD CLOSURE FOR WHITE OAKS
SUMMER CONCERT SERIES TO BE HELD MAY 21, 2022, JUNE 24, 2022, JULY 16, 2022, AUGUST
13, 2022 AND SEPTEMBER 3, 2022
White Oaks submitted a request for their concert series along with a road closure at White
Court to be held on various dates throughout the summer.
Motion and second were made by Alderperson Lovell/Hale to approve the special event and road
closure for White Oaks summer concert series to be held May 21, 2022, June 24, 2022, July 16,
2022, August 13, 2022 and September 3, 2022.

ALDERMAN ANGIE LINGENFELTER, CHAIRMAN
DISCUSS, CONSIDER AND VOTE ON THE LINCOLN STREET SANITARY SEWER REHABILITATION
PROJECT AND BID RESULTS
The rehabilitation project consists of 11 projects and updates. The city received a bid from
Performance Pipelining and Hoerr Construction Inc.
Dash Wilson explained that there is a sewer line that is connected from Harvester Street running
through the back yards to Lincoln Street. The residents that live on Main Street and the residents
that live on Lincoln are tied to the sanitary sewer. The residents live on a high- water table. It
was discovered that there are roots getting into the sanitary sewer system. The city is treating
this problem with root killer. The plan is to seal the sewer line to be able to keep the roots out.
Motion and second were made by Alderperson Lingenfelter/Hale to approve the bid from
Performance Pipelining Inc. in the amount of $45,282.00 from the cannabis fund.
Mayor McDowell said the city has the funds in the cannabis fund that could be used to cover
$45,282.00. A pre-construction meeting will be held in two weeks.
Attorney Jump stated that the motion would need to include that the money would come from
the cannabis fund (general fund), but that would require a transfer from the general fund to the
water sewer fund.
Amended Motion and second were made by Alderperson Lingenfelter/Hale for the Lincoln Street
Sanitary sewer rehabilitation project, with the work being conducted by Performance Pipeline
Inc. The funds would come from the cannabis fund and be transferred to the water sewer fund.
The city share without contingencies would be $45,282.00.

AGREEMENT WITH THE ILLINOIS DEPARTMENT OF TRANSPORTATION FOR THE MAINTENANCE
AND APPORTIONMENT OF ENERGY COSTS FOR TRAFFIC CONTROL DEVICES LOCATED ON STATE
HIGHWAYS WITHIN OR NEAR THE CITY OF CANTON. RESOLUTION #5369
The agreement is for reimbursement to the city from the state for energy costs associated with
street lights on state highways.

intergovernmental agreement with the Illinois Department of Transportation for the
maintenance and apportionment of energy costs for the traffic control devices located on state
highways within or near the City of Canton.

CHERRY STREET FROM IL78/9 TO CURVE (ENTRANCE TO AMEREN CANTON OPERATING
CENTER YARD) RESOLUTION #5370
The city will need to have IDOT paperwork for approval and signatures for the reconstruction of
the pavement. There is a cost of $28,412.15 which is a budgeted expense.

DISCUSS, CONSIDER AND VOTE ON A RESOLUTION FOR IMPROVEMENT AND A LOCAL PUBLIC
AGENCY ENGINEERING SERVICES AGREEMENT FOR RECONSTRUCTION OF THE ROADWAY
FROM THE SOUTHERN EDGE OF THE PARCEL CONTAINING THE HOUSE ON THE WEST SIDE OF
THE ROADWAY TO E UPPER LAKE ROAD. RESOLUTION #5371
This project is the first phase for improvement at upper lake road. The city will need IDOT
paperwork for approval and signatures. This is a portion of the roadway being annexed to the
city. The cost is $25,311.50 that is a budgeted expense.

improvement and a local public agency engineering services agreement for reconstruction of the
roadway from the southern edge of the parcel containing the house on the west side of the
roadway to E Upper Lake Road.

DISCUSS, CONSIDER AND VOTE ON A RESOLUTION APPROVING AN INTERGOVERNMENTAL
AGREEMENT BETWEEN THE CITY OF CANTON AND THE VILLAGE OF ST DAVID FOR THE USE OF
THE CANTON’S STREET SWEEPER. RESOLUTION #5372
The agreement would be identical to the terns the city approved for the street sweeping services
and intergovernmental with Cuba. The agreement outlines the cost would be $200.00 per hour
for a minimum of 2 hours.

approving an intergovernmental agreement between the City of Canton and the Village of St
David for the use of Canton’s Street sweeper.

ASBESTOS REPORT FOR PROPERTY AT 360 EAST LINN STREET
The city received the asbestos report back today for the property at 360 E Linn Street. The report
is currently being reviewed by planning and zoning director Bob Ackerman. The city will likely
move forward with formal bids.
PROCLAMATION
In 1972 the Canton High School baseball team made it to the elite 8 with the state tournament.
A reunion is being held this weekend at the Robert Ems Field. Mayor McDowell read a
proclamation in honor of the Canton High School baseball team from 1972.

DISCUSS, CONSIDER AND VOTE ON A RESOLUTION APPOINTING THE CHIEF OF THE FIRE
DEPARTMENT AND APPROVING AN EMPLOYMENT AGREEMENT WITH THE FIRE CHIEF.
Mayor McDowell said he would like to table the resolution appointing the chief of the fire
department.
SCHEDULING OF A SPECIAL MEETING FOR PURPOSES OF DISCUSSING PENDING LITIGATION.
Attorney Jump explained that the city would need to schedule a meeting for the legal and
ordinance committee. Attorney Jump suggested holding a committee meeting on May 16, 2022.
If the meeting is not needed, Attorney Jump will notify staff to cancel the meeting.

DISCUSS, CONSIDER AND VOTE ON PROPOSING TO THE PLANNING AND ZONING COMMISSION
AN ORDINANCE AMENDING THE TEXT OF TITLE 11 OF THE CANTON MUNICIPAL CODE TO
PERMIT ITINERANT VENDORS, TRANSIENT MERCHANTS, FOOD TRUCKS AND/OR MOBILE
VENDORS IN CONSERVATION AND AGRICULTURAL DISTRICTS.
Attorney Jump explained that the city annexed the property around the lake. This area has
become conservation. There are certain permitted uses under conservation. Before the city can
move forward with the food trucks, it would need to be in a district where they can operate.
Currently the itinerant vendors and transient merchants need to operate in commercial areas.
This would allow a food vendor with a proper permit to operate. The permit would restrict them
to where the permit allows them to operate.
Attorney Jump suggested having this item go to the planning and zoning commission for a
recommendation to council.
Motion and second were made by Alderperson West/Hale to send this item to the planning and
zoning commission.

Attorney Jump sent a copy of the draft ordinance to the council members for review. Any
suggestions or comments should be sent to Attorney Jump for the final version of the ordinance
that will be brought back to council.
Attorney Jump explained that he is adding a sub-section to the end of the parking restrictions
code. If someone has an AIRBNB on the square and they have a guest that needs to stay
overnight, they would not be able to park out front currently. The proposed ordinance is to
authorize any holder of this permit- be required to have a conditional use permit for the number
of parking spaces allowed for the AIRBNB. The city would need to decide what the charge would
be for the passes.

Attorney Jump explained that there is a strip on Liberty Place that would need to be vacated.
Attorney Jump said he is waiting on a couple of legal descriptions and will need to work out the
logistics of payment. The current draft ordinance has a cost of $10.00 for each. The $10.00
would be a one-time payment. Currently only one person has requested to vacate a portion of
liberty place.
