A RESOLUTION PROVIDING FOR AN INITIAL STUDY AND SURVEY TO DETERMINE WHETHER
OR NOT ANY COMMERCIAL BLIGHT AREAS (AREAS LOCATED WITHIN THE TERRITORIAL
LIMITS OF THE CITY WHERE COMMERCIAL BUILDINGS OR IMPROVEMENTS BECAUSE OF
AGE, DILAPIDATION, OBSOLESCENCE, OVERCROWDING, LACK OF VENTILATION, LIGHT,
SANITARY FACILITIES, ADEQUATE UTILITIES, OR EXCESSIVE LAND COVERAGE, DEL-
ETERIOUS LAND USE OR LAYOUT OR ANY COMBINATION OF THESE FACTORS, ARE DETRI-
MENTAL TO THE PUBLIC SAFETY, HEALTH, MORALS OR WELFARE) EXIST WITHIN THE
CITY OF CANTON, ILLINOIS; AND TO FORMULATE A PROPOSED COMMERCIAL REDEVELOP-
MENT PLAN FOR SUCH AREAS IF THEY DO EXIST; AND TO APPOINT A NINE (9) MEMBER
CITIZENS COMMITTEE TO HELP CONDUCT THE STUDY AND SURVEY AND FORMULATE A
PROPOSED REDEVELOPMENT PLAN IF ONE IS REQUIRED.
WHEREAS, the City of Canton, Illinois (hereinafter referred to as the
"City") is authorized by the Commercial Renewal and Redevelopment Areas Act,
appearing as Division 74.2 of Article 11 of the Illinois Municipal Code,
as amended, (hereinafter referred to as the "Act"), to determine if the City
contains any commercial blight areas, and to formulate a proposed commercial
redevelopment plan for the eradication and elimination of any commercial
blight areas found to exist, for the public purposes expressed in Section
11-74.2-1 of the Act; and
WHEREAS, the City is further authorized by the Act to create a
representative Citizens Committee of not less than nine (9) persons to be
appointed by the Mayor with the approval of a majority of the City Council,
which Committee shall assist in the study and survey to determine if the
City contains any commercial blight areas and in the formulation of a proposed
commercial redevelopment plan if any such areas exist, and which committee
must approve by 2/3 majority vote of its members any final commercial re-
development plan proposed for the City; and
WHEREAS, the City is further authorized by the Act to hold public or
private hearings, conduct investigations, hear testimony and gather evidence
relating to commercial blight and its elimination; and
WHEREAS, it has now been determined that it is in the best interests
of the City and in all respects in conformity to the provisions and re-
quirements of the Act for the City Council to provide for an initial study
and survey to determine if the City contains any commercial blight areas and
if it does to formulate a commercial redevelopment plan for their elimination;
and
WHEREAS, it is necessary, in connection with the study and survey and
plan formulation mentioned above to appoint a Citizens Committee.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
CANTON, FULTON COUNTY, ILLINOIS, AS FOLLOWS:
1. An initial study and survey to determine if the City of Canton
has any commercial blight areas and to formulate a plan for the elimination
of any such areas found to exist is hereby authorized and determined to
be in the public interest and for a public purpose, to promote and protect
the health, safety, morals and welfare of the public.
2. For the purpose of assisting the City Council in its study and
survey and planning provided for in Section 1 above, a representative
Citizens Committee of nine (9) persons is hereby created and the appoint-
ment by the Mayor of the following named persons to that committee is hereby
approved and it is hereby found that the persons named below are representatives
of the interests set forth below their respective names:
