2009 in Council Chambers located at 50 North 4t" Avenue, Canton, Illinois 61520.
Mayor Kevin R. Meade called the meeting to order at 6:30 p.m.
Aldermen in attendance -Rick Reed, Eric Schenck, Craig West, Larry Sarff, Jorge
Rivero, Jerry Ellis, Jim Hartford, Jason Strandberg. Absent - None.
Others in attendance -Mayor Kevin R. Meade, City Clerk Nancy Whites, City

Public Safety & Traffic.
Police Report.
Police Chief W. Dan Taylor highlighted his report with the following information -
A three-year comparison of enforcement activity are up, by 100% from previous
years. Nuisance Abatement in 2009 we have 28 and Nuisance Compliance was
20.
The police department put on their first Bicycle Rodeo in several years at Family
Super Saturday. Assisting in that was Officer Joey Boggs, Josh Wages, and Jarrod
Smith.
A Search Warrant was executed at 55 E. Cypress Street for Cocaine/Cannabis.
A warrant was obtained and an arrest was made for Arson and Criminal Damage
too property over $300 in reference to Wallace Park fire.
Several traffic details as a result of IDOT Grant for Click It or Ticket It.
Asking the motoring public to practice patience with North main construction.

Had a speed tractor download data last Wednesday from 12 noon that day until
today at 10:00 a.m. and a total of 4,900 vehicles went through the area at average
speed of 31 low to 62 high.
Overtime used was 1,128 less hours of overtime in the fiscal year of 2008 for a
reduction of $40,608.00.
Monitoring sick time and we are down 491 less hours that was used in fiscal year
of 2008.
Alderman Hartford said to recommend sending to council.
Reassessment of Canton Police Department Command Structure & Deputy Chief
of Police.
Police Chief W. Dan Taylor said he has changed certain assignments within the
police department in an attempt to render the department more efficient and
effective. I have also demanded more accountability from the command staff
which I believe has resulted to more ethical leadership. Part of his accountability
has to do with the scheduling of manpower from which you have seen a dramatic
reduction in overtime. We have done away with the power shift and have since
beefed up all three patrol shifts. This has not only reduced overtime, but I
believe it has also increased morale. This change had also increased our street
coverage around the clock.
The Police Department currently has a Police Chief, 4 Lieutenants, 4 Sergeants,
and 15 patrolmen. I am requesting permission from the City Council to change
our rank structure to include a Deputy Chief as outlined in our city ordinance. I
would suggest that the Deputy Chief be chosen from the current Lieutenants. I
would them request the promotion of a Sergeant from the current list to the rank
of Lieutenant and eliminate the 4t" Sergeant position. This would give you a
Lieutenant and Sergeant over all three patrol shifts and a Lieutenant in charge of
Special Operations.
The average salary of your four Lieutenants with overtime, holiday pay, and night
bonus over the past two years is $71,869.46. I would propose a Deputy Chief
Salary of $68,000. I would suggest that the Deputy Chief position be anon-union,

salaried position exempt from the labor requirements of the Fair Labor Standards
Act. This appointee would be on furlough from his previous rank under the Fire
and Police Commission Act. This allows the Deputy Chief to return to his
previous rank if necessary. As you can see, nothing would change as far as the
Lieutenant positions, but we would be eliminating a Sergeant position.
I foresee the Deputy Chief assisting in the overall management of the
department; ensure that all state and federal mandates are followed: labor
negotiations; 9-1-1 center, animal control; municipal jail standards; disciplinary
actions; attending meetings when conflicts for the Chief arise, writing grants, and
assisting in public relation activities, etc. I believe that the citizen's of Canton
demand that their Police Chief be visible and I believe that the employees of the
Canton Police Department want a Chief who is accessible. I have done my best
over the past year to accomplish this but I tell you that there are many times
where I have had to put certain things on hold due to the numerous meetings and
administrative duties assigned to me. I believe that bringing back the rank of
Deputy Chief will help alleviate some of these duties and allow me to be more
accessible to the citizens and our employees. I have attached a Chain of
Command chart for your review showing the addition of a Deputy Chief and the
span of control. The changes made should reduce our budget in the future while
providing better police service.
Alderman Strandberg asked the police chief what are the qualifications? Police
Chief W. Dan Taylor said it would be someone who has worked in all phases of the
department.
Alderman West made the motion to forward on to council, and was duly
seconded by Alderman Ellis. The motion carried by voice vote and was
unanimous.
3008 Annual Uniform Crime Report.
Police Chief W. Dan Taylor said in 2008, the Canton Police Department had afull-
time authorized strength of 23 officers and 9 civilian employees. The police
department was busy this year, handling 13,374 calls for service. The overall
crime rate decreased to about 24.9 reportable crimes per 1000 population
compared to 28.8 crimes per 1000 population in 2007. Officers of the Canton
Police Department arrested 1,105 persons for Criminal and Ordinance offenses.

Our specialty units, education, and community relations programs continue to
supplement our enforcement and proactive patrol efforts in keeping those who
live, work, and visit in our community safe and prosperous.
On behalf of the men and women of the Canton Police Department, I would like
to thank the Mayor and all City Council members for their support and assistance
in providing us with the resources to serve and protect our community. Also, I
want to thank all the police department employees for their dedication, hard
work and commitment to the City of Canton.
We have submitted our annual crime statistics to the Illinois Uniform Crime
Reporting (I-UCR) Program administered by the Illinois State Police. The Illinois
State Police acts as the central repository for the collection of crime statistics
throughout the state as mandated by statue. The I-UCR Program tracks known
index crimes as identified by the Federal Bureau of Investigation.
The Crime Index is composed of selected offenses and used to gauge fluctuations
in the volume and rate of crime reported to law enforcement. The crime
classifications were selected because they were considered to be the most
serious and the most commonly reported crimes occurring in all areas of the
nation.
Fire Report.
Fire Chief Bonnie Cremer highlighted her report with the following -
During the month of April there were no reported structure or vehicle fires.
Fire Alarms decreased 18.0% compared to last year while EMS alarms increased
by 22.5% compared to our responses in April 2008.
The activity analysis shows that Fire Department personnel spent a total of 14.22
hours or 12.76% of their time at fire scenes, 15.03 hours or 13.49% on service
calls and 67.67 hours or 60.74% of their time on medical calls.
Fire training was held at the Peoria Fire Academy on April 6 and 7. The groups
trained on multi-floor search, fire suppression and high rise operations.

Rotary Firefighter of the Year was held April 22nd. This year the award was
presented to the Members of the Canton Fire Department. The Canton Daily
Ledger gave excellent coverage of the event.
Attended an advanced storm spotter's class at Lewistown on April 15t. The
National Weather Service at Lincoln provided the two and one-half hour training
session.
Assistant Chief Tom Shubert and Lieutenant Tony Plumer attended the annual
FDIC, Fire Department Instructors Conference in Indianapolis, April 22nd through
the 25tH
Assistant Fire Chief Richard Grove and Firefighter Scott Roos attended the Illinois
Fire Inspectors Association 33rd Annual Fire and Life Safety Educational
Conference in Galena, April 15t" through the 17tH
Josh Russell started working a temporary appointment April 14t" at the
department.
Bonnie said she spoke at the Democratic Party meeting on April 15t", about the
services provided by the Canton Fire Department. Fire Fighter Jay Smith and I
participated in the Spoon River College, Habitat for Humanity, "24 hours of
Homelessness".
City of Canton Sirens.
ESDA Director Phil Fleming wants to upgrade and update the siren for the North
side of town. Ragan Communications has presented a proposal for $30,738.00 for
the total equipment. The removal labor is for taking siren down only. Does not
include hauling away of the old equipment, nor disposal of old equipment or pole.
Also recommended was STATUS CABINET WINDOW LED STATUS INDICATOR for
$325.00. The siren is located at Stonegate Drive
Mayor Meade said he wanted to have digital recording, and set up for broadcast
for additional digital.

Phil said the siren is not as loud as should be and is 30 years old. The siren is not
working or not working in rotation. Citizens would be better protected if it's
louder.
Mayor Kevin R. Meade asked about
Messages, and what the cost would be.
Phil said he would check on that cost.
the Proposal Recorded Digital Voice
Alderman Reed made the motion to forward on to council, and was duly
seconded by Alderman West. The motion was by unanimous voice vote.
Mike Elam -Fulton County ESDA Committee.
The issue was taken off of the agenda.
Televising Committee meetings.
Mayor Kevin R. Meade said we have discussed putting this back on the cable. This
was taken off some 4 years ago.
Alderman Strandberg said he is in support of it.
Alderman West made the motion to forward on to council, and was duly
seconded by Alderman Ellis. The motion was by unanimous voice vote.
Lee Rose request for outdoor fencing.
City Attorney Chrissie Peterson said we did receive a letter from Tony Rockhold
requesting the fence for 70 North Main Street. This fencing is the same as what
Lee Puelo had on his business last year two doors down the street.
Alderman Ellis made the motion to allow the fence, and forward on to council,
was duly seconded by Alderman Reed. The motion was by unanimous voice vote.

Streets & Garbage.
Canton 2009 ARRA Stimulus Project.
Keith Plavec mentioned this is a Preliminary Engineering (Phase 1 & 2) and
Construction Engineering (Phase 3) for the 2009 Canton ARRA (Stimulus))
Projects. Included are engineering for two projects: FAU Routes 6885 (Walnut

Street from 5t" Avenue to 11t" Avenue and Elm Street from 15t Avenue to 4tn
Avenue), Fulton County - 0.66 Miles and FAU Route 6883 (Ash Street from Stn
Avenue to 11t" Avenue), Fulton County - 0.44 Miles.
And, a Resolution for Preliminary Engineering (Phase 1 and 2) and Construction
Engineering (Phase 3) for the 2009 ARRA (Stimulus) Projects in the amount of
$55,000.00.
And, a Request for the Expenditure/Authorization of Motor Fuel Tax Funds of
$55,000.00.
Alderman Harford made the motion to approve and forward to council all three
regeust, was duly seconded by Alderman Ellis. The motion was by unanimous
voice vote.
2009 MFT Maintenance Program.
Keith said that Maurer Stutz Inc. engineering cost is 5% of this project for a total
of $11,547.03. For Municipal Estimates of Maintenance Costs that is part of this
is $212,140.50. Making the grand total for the project $223,687.53.
Alderman Hartford made the motion to accept and forward on to council paying
Maurer Stutz Inc. for Engineering Services of $11,547.03, and was duly seconded
by Alderman Reed. The motion was by unanimous voice vote.
Alderman Hartford made the motion to accept the Resolution in the amount of
$230,000.00, and forward on to council, was duly seconded by Alderman Reed.
The motion was by unanimous voice vote.
Alderman Ellis made the motion to approve the Maintenance Engineering to be
performed by a Consulting Engineer, and was duly seconded by Alderman
Hartford. The motion was by unanimous voice vote.
EDP Agreement (3rd Avenue & Maple Street).
Keith Plavec mentioned this is for the Preliminary and Construction Engineering
for the 3rd Avenue and Maple Street Improvements for the new Cook
Incorporated development.

ROAD AND STORM IMPROVEMENTS BY MAURER & STUTZ INC.
Total Estimated Road and Storm Improvements Project Cost $1,858,672.
3rd Avenue & Maple Street - IDOT and CDAP INELIGBLE IMPROVEMENTS
ROAD OUTSIDE CURB IMPROVEMENTS -TOTAL PROJECT COST $821,472.
3rd Avenue & Maple Street -CDAP ELIGIBLE SIDEWALK IMPROVEMENTS FOR A
TOTAL COST $773,500.00.
3rd Avenue & Maple Street -CDAP ELGIBLE WATER MAIN IMPROVEMENT
PROJECT COST $65,420.00.
3rd Avenue & Maple Street -CDAP ELIGIBLE SANITARY SEWER RELOCATION
PROJECT COST $39,270.00.
Alderman Schenck said we need to have accounting process in place for these
projects.
Alderman Hartford made the motion to accept the projects of Maurer Stutz Inc.
and forward on to council, was duly seconded by Alderman Ellis. Discussion.
Mayor Kevin R. Meade said we have not received much out of Navistar yet. The
motion was by unanimous voice vote.
Brew-N-Cue Outdoor Supplemental License.
Mayor Kevin R. Meade said his concern is that it won't be on the city's property.
Keith Plavec said he viewed the area today and this would be on the blacktop
area.
Alderman Sarff said he could not remember ever of vacated anything in that area.
Remembers given some parking spots to Palm Cafe.
Mayor Kevin R. Meade we need to approve the alleyway if it's not vacated and
then forward this Supplemental License on to council.
Alderman Hartford made the motion to check on statutes of vacated alley before
granting the permit, was duly seconded by Alderman Reed. Discussion.
Alderman Sarff said he does not believe that you'll find where the alleyway was
ever vacated. The motion was by unanimous voice vote.

Dave Schaab with Waste Management - Recyclin~.
David Schaab Municipal Marketing Manager of Central Illinois gave a brief
presentation. The containers are especially designed and the education is
necessary. The cost for the container and pick-up is $1.00 for every two weeks,
and everyone has to participate. No plastic bags can be added to the container.
Mayor Kevin R. Meade recognized that three members of the audience who live
outside the city wanted to hear the information and could want the service also.
We need to move forward and discuss the contract and give direction to the city
attorney.
Alderman Hartford made the motion to refer the issue to the Legal & Ordinance
committee June 9 meeting, and was duly seconded by Alderman Ellis. The motion
was by unanimous voice vote.
Taylor Road - Participation w/Fulton County.
Mayor Kevin R. Meade said the City owns a very small part of this road. This is
only three blocks. Fulton County Engineer Bill Kuhn is asking if we would be
interested in participating in doing some work on that road with the county and
would not exceed $15,000. The County is seeking a grant to help pay for the
work. Mayor Kevin R. Meade stated that will have the information back next
week.
The Streets & Garbage Committee adjourned at 8:13 p.m.
Lake Building & Grounds.
Council Action
None.
Information. Keith Plavec spoke about the Dam at Lake Canton. We want the
water to recede as we found some bits of concrete and we want to make sure it is
okay. Received a proposal today to work on the Lake Area, and only received one
proposal.
The Lake, Buildings & Grounds Committee adjourned at 8:15 p.m.

Council Action
Application for Pay Request 36, Proposed Radial Collector Well from Reynolds
Inc. in the amount of $21,352.50.
Alderman Hartford made the motion to approve and forward on to council, was
duly seconded by Alderman Reed. Discussion. Keith Plavec said this is bonding
funds. The motion was by unanimous voice vote.
Application for Payment #8 for a Secondary Clarifier #1, of Rehab from Leander
Construction Inc., in the amount of $6,300.00.
Keith Plavec said this was the heaving of the floor area.
Alderman Hartford made the motion to forward on to council, was duly seconded
by Alderman West. The motion was by unanimous voice vote.
Invoice #5625 for IH Site/Crushing from Iron Hustler Excavating, Inc. in the
amount of $9,185.85.
Alderman Hartford made the motion to forward on to council, was duly seconded
by Alderman West. The motion was by unanimous voice vote.
Invoice #6869 for WWTP Digester Cover from Environetics, Inc. in the amount of
$52,440.00.
Keith Plavec mentioned this is to be paid from the Bond Fund. And this payment
will complete the project.
Alderman West made the motion to forward on to council, was duly seconded by
Alderman Hartford. The motion was by unanimous voice vote.
Invoice #5638 for IH Site/Crushing from Iron Hustler in the amount of
$35,751.10.
Keith Plavec mentioned the project will be completed May 20 of the crushing.
They will crush the bricks within two days. The railroad ties in the area we are
working on to have something done with them.
Mayor Kevin R. Meade said when construction began on 3rd & Maple the city
needed to sign documents.

Mayor Kevin R. Meade said that George Ridgeway will be at City Hall next
Wednesday in the mayor's office to award the bid for Cook Corporation. The
work will be done in 240 days.
Alderman Hartford made the motion to forward on to council, was duly seconded
by Alderman West. The motion was by unanimous voice vote.
Pipeline Agreement w/BNSF railway.
Keith Plavec explained this is the extension for the 8 inch pipeline and has to cross
under the railroad track. We need to check to see if the City has railroad
insurance.
Alderman Hartford made the motion to forward on to council, and was duly
seconded by Alderman Reed. The motion was by unanimous voice vote.
Keith Plavec said we also need a roadway crossing for public access. And Maple
Street used to be a through Street. We contacted BNSF railway to talk to them
about putting in a new crossing at Maple Street. In order to install this new at
grade crossing, BNSF request to voluntary close and remove two public at grade
crossing, and would show good faith for promoting grade crossing safety in
Canton. Where you have your crossings is Birch Street, Myrtle Street, Ash Street,
Locust Street, Chestnut Street, Elm Street, Oak Street, Hickory Street and Linn
Street. There are a total 9 railroad crossings in the City of Canton.
Keith said he will contact Illinois Commerce Commission first, just to figure out
saving money down the road. If we have to give up a crossing we would pick the
Hickory Street one.
Alderman Schenck mentioned that we need to dusk off our resolution and go to
the Illinois Commerce Commission and approve abandonment of this crossing.
We should abandon for public safety due to the problems it causes us.
Alderman Schenck asked Wastewater Treatment Supt. Joe Carruthers about the
permit for the Wastewater Treatment Plant. Joe Carruthers said our current
permit expires June 2010. Our testing is being done all the time and data is being
built up, and I believe that is how it is done. They will notify Maurer Stutz Inc.
when it is time to apply for the permit.
Alderman Strandberg reported that last week I'm sure a lot of you received phone
calls dealing with insurance issues. My phone calls were accusations and
innuendo. And that is absolutely find as I don't think we've done anything wrong.

I have talked with Alderman Sarff and briefly with Alderman West and also the
mayor and city attorney. It's worth taking that extra step and making sure that
we have done things correctly. The $55,000 would disappear and would be going
to someone else. I don't know where it's going, but I'm under the impression the
funds will not go to someone.
Alderman Schenck said he thinks we try to follow process of integrity and
openness. At the same time I can see advantage of having a local carrier
associated with our health insurance. Provided that the local carrier agent was
qualified and had the ability to service the policy, and, also remain competitive. I
was glad that Ray Rickena took the initiative to submit a proposal and this is a
service that we will require indefinitely. And we can see how he can come back
next year, and come back competitive by meting all the qualifications and
specifications. I would like to see a local agent to have the competitive price.
Mayor Kevin R. Meade reported that the deadline for the application for City
Administrator and Zoning Officer is Friday May 29t". We have a number of
applications from several states, and very highly qualified individuals at least on
paper. We need to talk about how to proceed with that. As soon as we receive
all the applications will make copies, and proceed with initial screening, phone
screening and will want to invite in for personal interviews. Will have an
executive session possibly on a Saturday for those personal interviews and you
may attend if you so choose.
EXECUTIVE SESSION - TO DISCUSS LAND SALE.
Mayor Kevin R. Meade said we don't need the Executive Session.
