A special meeting of the Canton City Council was held on March 29, 2022 (6:00pm) via zoom.

TRUCK ORDINANCE #4283
The city received a new quote and pricing. The city is needing two chassis and two packers. The
city has been discussing the transaction with RNOW and Attorney Jump is in the process of
canceling the transaction. The vote for this council meeting will be for one packer, but the chassis
will be handled separately. The April 5, 2022 meeting will have the additional items on the
agenda for a vote.
The city called the special council meeting due to a price change that would take place on April
1, 2022. Once council approves the purchase it would then lock in the price prior to the April 1,
2022 price increase.
City Mechanic, Cole Swibold explained that the representative (Mark Harless) from Armor
Equipment was at the meeting. Armor Equipment notified the city that there would be the price
increase on April 1, 2022 of approximately $5000.00. The quote received from Armor Equipment
included two heil 25YD rear loading refuse body. The city already has a chassis on order with
Truck Center.
The city will need to pay Truck Center $97,180.00 for the cab chassis. This is separate from the
Heil Packer. The cost for the second chassis will possibly increase by $1500.00-$2,000.00. The
cost for the 2022 cab/chassis and estimated 2023 cab/chassis is $194,680.00. The trade-in value
being received for the two units is $48,000.00 (each)
The 2022 Heil DP5000 packer is $110,596.00 each or $221,192.00 for the two. After the trade in
value for the two items ($96,000.00) is deducted the final price for the two 2022 Heil packers
would be $125,192.00. The city would need to approve the truck center quote at the April 5,
2022 meeting. One of the packers would be ready in December/January and it would be paid at
that time. The second could possibly be ready in March/April.
The city would have $89,000.00 left in the garbage depreciation fund after paying for the trucks
in December and March.
Attorney Jump asked if the city could issue a purchase order for both with the option to cancel
without any negative impact to the city. Mark with Armor Equipment stated that nobody would
be required to pay for the body at this time, but instead is just wanting a purchase order with a
signature, and the city could cancel without any negative impact if they would decide to do so.
Mayor McDowell asked if the city issued a purchase order for both by March 31, 2022 if the city
would be eligible to lock in the price. Mark will draft two separate quotes for the city, so the city
can then prepare two separate purchase orders. The city will be waiving competitive bidding
which will require a 2/3 vote. The new quote will be for the 1 HIER 25YD rear loading refuse
body in the amount of $110,596.00 minus the trade in value of $48,000.00. The next agenda will
have an ordinance finalizing the purchase of one chassis. There would then be another ordinance
approving the chassis purchase and the second quote.
