Historic Depot, 50 North 4t" Avenue, Canton, Illinois.
Mayor Kevin R. Meade called the meeting to order.
The meeting began with the Pledge of Allegiance, followed with the Invocation
given by City Clerk Nancy Whites.
Mayor Kevin R. Meade asked for roll call at 6:30 p.m. Present -Aldermen Eric
Schenck, Joe Berardi, Larry Sarff, Craig West, Jerry Ellis, Pamela Ihnes, Jason
Strandberg. Absent -Sonya Lewis.
Those also attending -Mayor Kevin R. Meade, City Clerk Nancy Whites, City
Treasurer Aaron Anderson, City Attorney Chrissie Peterson, Maurer Stutz Inc.
Keith Plavec, Police Chief W. Dan Taylor, Fire Chief Bonnie Cremer, Public Works
Director Cliff O'Brien, Water Treatment Plant Supt. Greg Pollitt, System
Maintenance Supt. Bill Terry, Street Supt. George Spahn, and Video Services from
Joe Ginger. Wastewater Treatment Plant Supt. Joe Carruthers was absent.

WBYS Radio, Wendy Martin -The Democrat, Fulton County Engineer Bill Kuhn,
Members of Fulton County Board Membership Committee Doug Manock, Bob
Booker, Neil Williams, Candidate for Alderman Ward 2 Jeffrey Fritz, Police Officer
Dustin Pollitt and wife & daughter, Mr. Smith.

CONSENT AGENDA

Minutes of Mechanical Committee held February 24, 2009
Alderman West made the motion to accept the Consent Agenda with the
amendment that Alderman Jason Strandberg was not present at the Mechanical
Committee meeting. Was duly seconded by Alderman Strandberg. The motion
was by unanimous voice vote.

Mayor Kevin R. Meade said that every two weeks will be doing bills, and the dates
will be added on when the bill was incurred.
COMMITTEE REPORTS:
Public Safety & Traffic -Alderman Joe Berardi, chairman
G.R.E.A.T. Merchandise/Incentives order and purchase supplies.
Alderman Berardi made the motion to approve of the purchasing of supplies in
the amount of $3,660.75 from the $9,827.00 grant funds received from the U.S.
Department of Justice Gang Resistance Education and Training Program. Was
duly seconded by Alderman Strandberg . Roll call. AYES -Aldermen Strandberg,
Ihnes, Ellis, West, Sarff, Berardi, Schenck. NAYS -None. 7 AYES, 0 NAYS, 1
ABSENT. Motion carried.

Water Bill of Pastor Vicky Rilea from her church.
City Attorney Chrissie Peterson mentioned that the property is contiguous on the
North side but not the East side. I have not had a conversation with the Pastor.
Alderman Berardi said he wants the property to come into the city but has
concerns about coming in to the city as a church.
Alderman Schenck made the motion to send to the Legal & Ordinance Committee.
Was duly seconded by Alderman West. The motion was by unanimous voice vote.

24" Raw Water Transmission Main Application of payment #8, from Reynolds,
Inc. in the amount of $553,981.38.
Alderman Schenck made the motion to pay Reynolds, Inc. the amount of
$553,981.38 for the 24" Raw Water Transmission Main Application of payment
#8, and paid from Bonding account. Was duly seconded by Alderman Berardi.
Roll call. AYES -Aldermen Schenck, Berardi, Sarff, West, Ellis, Ihnes, Strandberg.
NAYS -None. 7 AYES, 0 NAYS, 1 ABSENT. Motion carried.
Bradley Corner Sewage Pumping Station of payment #4, from Leander.
Alderman Schenck made the motion to accept the request from Leander
Construction to pay $10,201.69 for Bradley Corner Sewage Pumping Station of
payment #4, and paid from Bonding account. Was duly seconded by Alderman
Berardi. Roll call. AYES -Aldermen Strandberg, Ihnes, Ellis, West, Sarff, Berardi,
Schenck. NAYS -None. 7 AYES, 0 NAYS, 1 ABSENT. Motion carried.
Radial Collector Well payment #3, from Reynolds, Inc.
Alderman Schenck made the motion to pay Reynolds, Inc. the amount of
$3,150.00 for the Radial Collector Well of payment #3, and paid from the Bonding
account. Was duly seconded by Alderman Sarff. Roll call. AYES -Aldermen
Schenck, Berardi, Sarff, West, Ellis, Ihnes, Strandberg. NAYS -None. 7 AYES, 0
NAYS, 1 ABSENT. Motion carried.
Iron Hustler Excavating Inc. of invoice 5564.
Alderman Schenck made the motion to accept payment invoice 5564 from Iron
Hustler Excavating Inc. in the amount of $80,177.45 for the removal of concrete
and crushing 1,843 tons concrete at the former site of IH. Was duly seconded by
Alderman West. Roll call. AYES -Aldermen Strandberg, Ihnes, Ellis, West, Sarff,
Berardi, Schenck. NAYS -None. 7 AYES, 0 NAYS, 1 ABSENT. Motion carried.
CANVASS OF PRIMARY ELECTION FEBRUARY 24T", 2009 FOR ALDERMAN IN
WARD TWO. A total of 275 Voters requested and received ballots and certify
the following list of candidates that each received the number of votes recorded
for him or her for the office listed.

Alderman Sarff made the motion to accept the Canvass of Votes for the position
of Alderman in Ward 2 from the Non-Partisan Election held on February 24tH,
2009. Was duly seconded by Alderman Strandberg. The motion was by
unanimous voice vote.
COMMUNICATIONS FROM MAYOR KEVIN R. MEADE -
Oath of Office. Dustin Pollitt the city's animal control officer took the oath for
the position of Police Officer for the City of Canton, and given by Nancy Whites,
City Clerk. Dustin introduced his wife Amy and their daughter.
100% Tobacco Compliance.
Police Chief W. Dan Taylor said he has been conducting checks for the last five
years. The last check was 100% in compliance for the first time.
Mayor Kevin R. Meade said those selling the cigarettes are to be commended.
Mayor Kevin R. Meade mentioned that some people in Fulton County are
beginning to work with the Interagency Coordinating Committee on
Transportation Clearinghouse of the Rural Transit Assistance Center at Western
Illinois University in Macomb. This will be to offer residents transit system in
Fulton County. The meeting is scheduled for March 16, at 6:00 p.m. at the Fulton
County Health Department.
Fulton County Board/engineer Support for Referendum.
Fulton County Engineer Bill Kuhn titled his presentation "Fulton County Roads at
Risk."
There are 26 Townships in the County. Funding they receive are from the Motor
Fuel Tax Funds, and the equalized assessed valuation. There are 168 miles for
the EAV. Those 26 Townships are -Astoria, Banner, Bernadotte, Buckheart,
Canton, Cass, Deerfield, Dunfermline, Ellisville, Fairview, Farmers, Farmington,

Harris, Isabel, Joshua, Kerton, Lee, Lewistown, Liverpool, Orion, Putman, Union,
Vermont, Waterford, Woodland, and Young Hickory.
There are 136 taxing bodies in Illinois.
Those under EVA it is 350 million miles.
Down the road we need to look at right-of-ways. We need to capture what we
need.
Accompanying Bill Kuhn was some of the members of the Fulton County Board of
Neil Williams, Bob Booker, and Doug Manock.
Mayor Kevin R. Meade said that Mr. Smith handed out a packet to the Alderman
before the Council meeting, and since the packet item is not on the agenda
discussion will be held next week at the Clerical Committee meeting.
OLD BUSINESS:
ORDINANCE -AMENDING CHAPTER 8, (INTOXICATING LIQUORS). Second
reading, read by title. Alderman West made the motion to place the ordinance
on its passage. Was duly seconded by Alderman Ellis. Discussion. Alderman
Strandberg asked what does this ordinance do? I don't think amending the
ordinance will stop them selling later at night. I am wondering why changing of
the time, when we have never had a problem before? Alderman Berardi said he
agreed 100% we have not had any problems. Roll call. AYES -Aldermen
Schenck, Sarff, West, Ellis, Ihnes. NAYS -Aldermen Berardi, Strandberg. 5
AYES, 2 NAYS, 1 ABSENT. Motion carried. Ordinance being #1964.
ORDINANCE -AMENDING THE PERSONNEL POLICY FOR THE CITY OF CANTON.
Second reading, read by title. Alderman Sarff made the motion to place the
ordinance on its passage. Was duly seconded by Alderman Strandberg. Roll call.
AYES -Aldermen Strandberg, Ihnes, Ellis, West, Sarff, Berardi, Schenck. NAYS -
None. 7 AYES, 0 NAYS, 1 ABSENT. Motion carried. Ordinance being #1965.
NEW BUSINESS:

ORDINANCE -PROVIDING FOR NO PARKING SIGN ON WEST PINE STREET. First
reading, read by title.
AGREEMENT -INTERGOVERNMENTAL AGREEMENT FOR BUILDING INSPECTIONS
BETWEEN THE CITY OF CANTON AND PEKIN, ILLINOIS. First reading, read by
title. Alderman Schenck made the motion the Agreement be adopted after the
wording of Permits and Inspections may be required, and forward to Pekin
Illinois. Was duly seconded by Alderman Strandberg. Discussion. Alderman
Sarff wanted to send the ordinance to the Legal & Ordinance Committee next
week. City Attorney Chrissie Peterson remarked we need to get this done.
Alderman Schenck said it just needs a couple word changes. Then later we can
speak on building permits and other things. Keith Plavec remarked we have to
tell them when to come, and they have to get this approved by their city council
members as well. Alderman Sarff said he agrees with Alderman Schenck
amendment, and Alderman Berardi brings up rental property. The motion was by
unanimous voice vote. Agreement being #3879.
Mayor Kevin R. Meade said there was no need for the executive session.
EXECUTIVE SESSION - TO DISCUSS -PERSONNEL; FIRE NEGOTIATIONS; AND
PENDING LITIGATION.
ADJOURN
No further business Alderman West made the motion to adjourn. Was duly
seconded by Alderman Ihnes. The motion was by unanimous voice vote.
The regular scheduled Council meeting adjourned at 7:40 p.m.
