Reconvened Canton City Council Meeting
From Tuesday July 1, 2008 – 6:30 p.m.

(This portion of the Clerical Committee meeting held on Tuesday, July 8,
2008 is o reconvened the City Council meeting that was held on July 2,
2008. The reason for not adjourning the July 2 council meeting was
because of appointing a city treasurer sometime within that week.)
Roll call. Aldermen Eric Schenck, Joe Berardi, Larry Sarff, Craig West, David
Nidiffer, Pam Ihnes, Jason Strandberg, Sonya Lewis.
City Clerk Nancy Whites, City Attorney Chrissie Peterson, Police Chief W. D.
Taylor, Acting Fire Chief Tom Shubert, (Bonnie Cremer, the Fire Chief lost
her step father.) Public Works Director Clif O’Brien, Wastewater Treatment
Plant Supt. Joe Carruthers, Water Treatment Plant Supt. Greg Pollitt, City
Engineer/Zoning Officer Keith Plavec, Street Supt. George Spahn, System
Maintenance Supt. Bill Terry, Joe Ginger Video Services.
Others in attendance – Julie Smick, Jim Hartford, Jane Williams, Firefighter
Keith Depperman, news media of John Froehling from the Daily Ledger,
Mark Bixler from WBYS.
Treasurer’s Position
Nancy Whites, City Clerk read a memo from Mayor Kevin R. Meade. The
memo is as follows:
I am appointing Julie Smick to fill the unexpired term for City
Treasurer.
Julie is a CPA who has worked in the treasurer’s office before and is
familiar with our software programs and the functioning of the
office.
I would request that this appointment be confirmed and that she be
authorized to be added to the approved signatures of city checks.
City Clerk Nancy Whites ask for confirmation of the appointment.
Alderman Berardi said he wanted to know what the job description is for
the City Treasurer’s position, the pay, the hours, what will she do? City
Clerk Nancy Whites commented that Julie will be paid the salary the former
treasurer made which was $30,389 annual. And will work part-time, and
turn in time-cards of hours worked.
Alderman Berardi said he had nothing against Julie Smick but was asking
what are we paying for, and, and how much? Can someone answer my
questions?
Alderman Strandberg commented that he has just been appointed as the
Finance Chairman and does not know much about the finances of the City,
but knows that Julie will do a good job for the City.
Julie Smick said she saw a need to help the city and does not want to work
the whole year of Kathy Luker’s remaining term. And she said that she
works somewhere else, and does not want the treasurer’s position.
Alderman Berardi ask City Clerk Nancy Whites why she is doing this
meeting? Nancy answered, she thought this would be something simple.
Alderman Schenck made the motion the appointment for City Treasurer be
for 30 days. The motion died for lack of a second.
Alderman Strandberg made the motion, the appointment of Julie Smick as
City Treasurer, and to be authorized to sign checks be confirmed. Was duly
seconded by Alderman Sarff. Discussion. Alderman Schenck said, we need
someone right away, I don’t disagree at all with Alderman Berardi.
Alderman Sarff ask the city attorney, that if there is a change in the office of
Mayor, the appointments he has made, can they stay? Chrissie Peterson
answered no! It is set by the term of the remainder of what we have now,
10 months left of the mayor’s term. Nothing is in the Illinois Municipal
Code that says you can do anything otherwise. The motion carried by voice
vote, and was not unanimous. Alderman Schenck voted no.
Oath of Office.
Julie Smick newly appointed City Treasurer was given the oath by City Clerk
Nancy Whites.
ADJOURN
Alderman Sarff made the motion to adjourn the reconvened
council meeting held on July 2, 2008. Was duly seconded by Alderman
West. The motion carried by voice vote, and was unanimous.
The reconvened Council meeting of July 2, 2008 adjourned at 6:45 p.m.
