DISCUSS, CONSIDER AND VOTE ON RETAINING HOPWOOD CONSTRUCTION TO COMPLETE
SIDEWALK AND CURB AND GUTTER REPLACEMENT AT EAST ENTRANCE AND SIDEWALK
REPLACEMENT AT WEST ENTRANCE OF 154 EAST CHESTNUT STREET IN THE AMOUNT OF
$5,975.00
Engineer Plavec explained that the $5,795.00 would come out of the sidewalk fund. The
prevailing wages and the contractor quotes were submitted for review.

Hopwood construction to complete the sidewalk and curb and gutter replacement on East
entrance and sidewalk replacement at west entrance of 154 East Chestnut Street in the amount
of$5975.00

2021-2022 FISCAL YEAR ($10,000,000 PRINCIPAL AMOUNT ALTERNATIVE REVENUE BONDS
SERIES 2012, AND $2,810,000 PRINCIPAL AMOUNT ALTERNATIVE BONDS SERIES 2013. (1sT

This is part of a process that is done annually with the tax levy. This shows that the city does not
need to levy for the costs of the bonds, and is using alternate revenue for them.

the ordinance.

ILLINOIS AND KEEFER PROPERTIES LLC (2ND READING) ORDINANCE#4265
The location of Keefer Financial is on Main Street, next to the high school. The old Casey's store
was remodeled into the building that will have Keefer Properties inside and the TIF
redevelopment agreement is requested for this project.

EXECUTION OF A TIF REDELOPMENT AGREEMENT BY AND BETWEEN THE CITY OF CANTON,
FULTON COUNTY ILLINOIS AND JON M NEWBURN AND KIMBERELY A NEWBURN (1sT
READING
This is a project for a building that is being refurbished on West Locust Street.
DISCUSS, CONSIDER AND VOTE ON A RESOLUTION APPROVING AN AGREEMENT BETWEEN
THE CITY OF CANTON AND ILLINOIS POWER RESOURCES GENERATING LLC TO ACCEPT THE
PUMPED GROUNDWATER AND LEACHATE FROM THE DUCK CREEK POWER PLANT
(COLLECTIVELY LEACHATE)TO BE TREATED AND ULTIMATELY DISPOSED OF BY THE CITY.
RESOLUTION #5346
Keith Plavec explained that Leachate is generated and needs to be removed. The leachate is in
liquid form that will be removed in 4000- gallon tanks to take to their wastewater treatment
plant. The city received a permit from the EPA for non-hazardous special waste hauling. Once at
the Wastewater treatment plant it will then be processed through their plant. The money will
go into the wastewater depreciation account with the ultimate goal of using this toward their
heavy equipment fund. If the city makes two trips per day for a month (without treatment), the
city will receive over $8,000.00 per month. Utility Director Joe Carruthers stated that he feels
this will be a very good revenue stream for the public works department.

The council meetings will continue to be held the 151 and the 3rd Tuesday of each month.

NEGOTIATIONS, GRIEVANCE & PERSONNEL

DISCUSS AND CONSIDER COLLECTIVE NEGOTIATING MATTERS BETWEEN THE CITY OF CANTON
AND ITS EMPLOYEES OR THEIR REPRESENTATIVES, OR DELIBERATIONS CONCERNING SALARY
SCHEDULES FOR ONE OR MORE CLASSES OF EMPLOYEES
Alderperson Nelson explained that the police union negotiations should be completed soon. An
arbitration is set for February 28th for the fire department.
DISCUSS, CONSIDER AND VOTE ON THE HIRING OF A NEW POLICE OFFICER, PROMOTING A
POLICE LIEUTENANT AND PROMOTING A SERGEANT.
Due to Director Fairburn's retirement, and Mike Eveland being appointed to the interim police
chief position, the city will need to hire a new police officer and promote a police lieutenant and
a sergeant. The city will use the eligibility list when hiring the new officer.

DISCUSS, CONSIDER AND VOTE ON THE HIRING OF A NEW POLICE OFFICER TO REPLACE AN
OUTGOING OFFICER.
An officer will be leaving the police department in January and will need to be replaced. The
process will begin now, but the hiring will not take place until the current officer terminates
employment with the city.
Motion and second were made by Alderpersons Nelson/Lovell to approve the hiring of the new
police officer, to replace an outgoing officer contingent on the position being vacated.

UPDATE FROM WIRC REGARDING GRANTS FOR ELECTRIC CAR CHARGING STATIONS WTHIN
THE CITY
Alderperson Lovell explained that he was in conversation with SRPED Cole McDaniel and WIRC
and was informed that there are no grants available for electric car charging stations.

Due to the warmer weather the leaf program will continue so the citizens can get any remaining
leaves picked up.

MAYOR COMMUNICATION
Mayor McDowell congratulated everyone on their work for the annual Christmas Parade and the
Christmas Walk in the downtown area. The event was very well received by the community.
UGLY CHRISTMAS SWEATER CONTEST
The city council and officials are participating in an Ugly Christmas Sweater Contest being held.
Each participant will donate $20.00, and the winner of the contest will select the charity where
the funds will be sent. Photos will be placed on the city Facebook page for the public to vote.
The winner will be announced at the December 2111 meeting.
