Zoom attendance was made available. STAFF IN ATTENDANCE: Mayor Kent McDowell, Attorney Rick Russo, City Clerk Diana Pavley Rock, Treasurer Crystal Wilkinson, Interim Police Chief Mike Eveland, Comptroller Beka Schultz, Street Superintendent Ron Robinson, System Maintenance Superintendent Dash Wilson, Utility Director Joe Carruthers MEDIA IN ATTENDANCE: Fulton Democrat, Daily Ledger VIDEO SERVICES JOE GINGER PLEDGE OF ALLEGIANCE OPENED THE MEETING INVOCATION – Mayor Kent McDowell PUBLIC PARTICIPATION -Kim Bunner- Parlin Ingersoll Library Kim Bunner (Director of Parlin Ingersoll Library) was at the meeting regarding the tax levy. The library has four funds which are non-EAV based. These are for audit, IMRF social security and tort. The library is asking for $5,100.00 for the audit (which is the same as last year), $45,000.00 for IMRF (less than last year), $24,200.00 for social security (higher than last year), $47,000.00 for tort (same as last year). This year’s non EAV request is $1,300.00 less than last year. The corporate rate is based on .15% of the final EAV. COMMITTEE REPORTS: FINANCE ALDERPERSON ANDRA CHAMBERLIN, CHAIR DISCUSS, CONSIDER AND VOTE ON THE AMOUNTS OF MONEY, EXCLUSIVE OF ANY PORTION OF THE LEVY ATTRIBUTABLE TO THE COST OF CONDUCTING AN ELECTION REQUIRED BY THE GENERAL ELECTION LAW, ESTIMATED TO BE NECESSARY TO BE RAISED BY TAXATION UPON THE TAXABLE PROPERTY IN THE CITY OF CANTON’S TAXING DISTRICT Comptroller Beka Schultz explained that this item is for the annual tax levy. The city is required to file the annual levy with the county by the last Tuesday of December. The city will need to have two readings of the ordinance. Alderperson Fritz asked how the police and fire pensions are currently funded and the impact they have on the levy. Beka further explained that both of the pensions are underfunded, so she did increase these amounts in the levy. Alderperson Fritz said that he attended a conference and a presentation was done on pension obligation bonds. A few weeks ago, the village manager at Elmwood Park mentioned they did pension obligation bonds and it saved them money over the next several years. Treasurer Wilkinson said that she will look into this to determine if this is something the city should consider. DISCUSS, CONSIDER AND VOTE ON THE PURCHASE OF A NEW 2021 DODGE DURANGO FOR THE POLICE DEPARTMENT TO REPLACE A DODGE RAM TRUCK WITH 130,000 MILES. The request for the 2021 Dodge Durango is a budgeted item for the police department. Motion and second were made by Alderpersons Chamberlin/Gossett to approve the purchase of a new 2021 Dodge Durango for the police department to replace a Dodge Ram truck with 130,000 miles. DISCUSS, CONSIDER AND VOTE ON A RESOLUTION APPROVING AN AGREEMENT BETWEEN THE FULTON COUNTY HEALTH DEPARTMENT AND THE CITY OF CANTON, A SUPPLIER OF HOME WATER AND OR WASTEWATER AS IT PERTAINS TO PUBLIC LAW NUMBER 116-260 TO CARRY OUT GRANTS TO ASSIST LOW INCOME HOUSEHOLDS FOR DRINKING WATER AND WASTEWATER SERVICES. RESOLUTION #5345 Mayor McDowell explained that the agreement is for a federally funded state grant that will provide assistance for low- income households that are behind on their water bills or their services have been disconnected. The program started November 1, 2021 and will continue until 2023. Individuals would apply with the Fulton County Health Department. The city will provide notices that the program is available. Photo’s will be put on the City of Canton facebook page for the public to be able to vote. A donation will be made to a charity of the winner’s choice after the results are in.
