PUBLIC WORKS REPORT
Utility Director Joe Carruthers reported that the Lynn Street water main project is completed and
is in service with all of the customers. The unaccounted water is now down to 27%. Leak
detection will continue to be a priority.

DISCUSS, CONSIDER AND VOTE ON AWARDING THE CANTON WATER TREATMENT PLANT
IMPROVEMENT PROJECT TO LEANDER CONSTRUCTION
Engineer Plavec reported the following:
Bid Results
The city received two bids for the Canton Water Treatment Plant Improvement Project. Attached
is the bid tab and as you can see, bids are higher ($3,381,000) than what was originally estimated
($2.1 million). We added one item that was not in the original grant fund request, one item came
in significantly higher than what we had estimated and material prices have risen significantly
since this project was first started. We submitted our original application to USEDA for grant
consideration back in June/July 2020 and were not notified that we would be awarded funds until
January 2021. The process with USEDA to get us to where we could bid the project took until the
end of August.
Both bids are very close with only $28,000 separating. Both bidders submitted similar
subcontractors as well while self-performing concrete and building work. Internal discussions
have been completed to determine a path to funding this project so the City can have a water
plant with two new high service pumps, a generator that will run all three high service pumps,
connection of a clearwell that will provide additional finished water storage capacity, and new
chemical feed equipment in the need of using Lake Canton as a backup water source.
Additional Items
Since this project was placed out for bid, the larger clarifier (treatment unit) drive has shown
problems and needs to be replaced. Joe and Caleb have estimated the cost for this work to be
around $75,000.
One last item is the electrical substation and new transformer. Ameren has informed the city
that the cost to remove the electrical substation that is south of the water treatment plant and
install a new electrical service and transformer for the water treatment plant is $124,844.58.
Ameren is providing a revenue allowance of $21,777.89. This leaves $103,066.69 due to Ameren
which is not included in the bids.
Budget Construction Cost
We are proposing that the city budget $3,560,000 for construction of this project. This will not
include any unforeseen costs that may occur during construction.
Project Schedule
Once bids are approved by the City Council, additional paperwork/correspondence will be
required with USEDA. USEDA is funding part of the project with a grant. We are anticipating that
a Notice to Proceed will not be issued until January 2022. The construction project will be
complete toward the end of 2022 or beginning of 2023. Depending upon equipment lead times,
we may see the final completion pushed out further.
Project Funding
The city has received a grant from USEDA in the amount of $1,026,637. This leaves $2,533,363
to finance by the city.
We discussed paying the remainder of the project cost utilizing COVID funds (ARPA Grant), Water
Treatment Plant Savings, Working Cash Fund and General Fund Reserve Accounts and then
paying back these accounts on a monthly basis. This would eliminate borrowing from a bank and
having to pay interest. If the City needed these funds from the reserve account, a loan could be
sought at that time for the water treatment plant project.
Crystal prepared the attached document showing a strategy for funding this project.
The City has two water/sewer loans that will be coming to a close soon which will make funds
available to pay back the reserve account in approximately 2 years if no COVID funds are utilized.

o 2022 Payment will be $209,085.40
Water/Sewer Bond
o Final Payment is December 2023
o 2021 Payment is $2,192,250
o 2022 Payment is $2,191,500
o 2023 Payment is $1,508,950
Recommendation
We recommend the City Council award the bid to Leander Construction. Payments to the
contractor will come from the accounts mentioned above and on the attached sheet. The city
will be reimbursed by USEDA as the project is completed. When the final amount is determined,
the City can discuss if a portion of COVID funds will be used to reimburse the reserve accounts
with the remainder coming from future revenues in the water/sewer account.
Mayor McDowell commented that this will be a project that will greatly benefit the citizens of
Canton for many years into the future.
Further discussion took place regarding the rates as it pertains to the city ordinance.

The proposed agreement is to allow Peculiar Projects to offer outdoor dining on the corner lot
where Blooming Crazy was previously located.

DISCUSS, CONSIDER, AND VOTE ON AN ORDINANCE ANNEXING A PART OF OLD BEACH
ADDITION. ORDINANCE #4260
Engineer Plavec distributed a map to show the area at the lake that would be annexed into the
city. Lots 9-20 would be included in the annexation. The annexation will include the Delbar Road
section from the south part of lot 20 up to the north part of these lots. Lots 9 and 10 will be going
to lot owners across the street. Lot 11 will stay with the city. Lots 12-20 are the lots that John
Davis purchased. John Davis is currently working on a plan to bring to the council for lots 12-20.

DISCUSS, CONSIDER AND VOTE ON A RESOLUTION APPROVING A RENEWAL FOR THE CITY OF
CANTON WORKERS COMPENSATION INSURANCE WITH THE ILLINOIS PUBLIC RISK FUND
EFFECTIVE 12-1-2021 RESOLUTION #5341
Insurance Agent Dan Kiesewetter distributed a summary sheet within the packet of insurance
renewal information. IPRF provides insurance coverage for workers compensation. The expiring
contract with IPRF is in the amount of $192,749.00 and the renewal amount is $198,394.00 which
is a 3% increase. The combined renewal premium for IPRF and ICRMT combined still creates a
savings for the city compared to when they took over for MICA in 2017. The city is still
$513,513.00 lower than what was being paid in 2017. The city had 21 workers compensation
claims last year which accounts for part of the increase. Of the 21 workers compensation claims,
8 were related to covid. Most of the time Covid claims are not paid because there is no proof it
arises out of the work place. The city did pay a couple of employees work comp claim due to
covid.
IPRF provided the city with a safety grant last year in the amount of $20,02.00. IPRF’s safety
grant being awarded to the city for 2022 is in the amount of $28,606.00. IPRF also provides OSHA
training for the city employees.

DISCUSS, CONSIDER AND VOTE ON A RESOLUTION APPROVING A RENEWAL FOR THE CITY OF
CANTON LIABILITY INSURANCE WITH ILLINOIS COUNTY RISK MANAGEMENT EFFECTIVE 12-1-
2021 RESOLUTION #5342
ICRMT provides all of the insurance coverage for the city excluding workers compensation. The
coverage with ICRMT includes property and general liability. The building coverage was
increased from $57,898,664 to $59,817,124 to allow for increased cost of construction. The
vehicle fleet increased from 79 units to 83 units. The mobile equipment coverage has increased
from $478,885 to $735,881 due to some equipment purchases. The 3% package premium
increase is due to the increased building coverage, increased mobile equipment coverage, higher
excess liability rates and the increased vehicle fleet. A $1,000,000 cyber liability policy was added
1-17-2018 at $4,964.00. The 01-17-2021 renewal premium was $6,615.00. This product is
experiencing increased pricing worldwide due to escalating cyber attacks and fraud.
Dan further explained that his primary contact with the city for both workers compensation and
liability insurance is City Clerk Diana Pavley Rock. Meetings are held quarterly with Diana for
claim review.

Engineer Plavec asked to have the first reading of the ordinance waived. Council already
approved ordinance #4205 in October 2020 which was approving 1.5 million dollars. Now that
the city has received the bids, the EPA has asked the city to submit a new ordinance to authorize
up to 1.8 million dollars. Once the ordinance is approved the city has 10 days to publish it in the
newspaper and to give 30 days for public comment.

DISCUSS, CONSIDER AND VOTE ON A SPECIAL EVENT REQUEST BY CANTON MAIN STREET FOR
THE OLD-FASHIONED CHRISTMAS WALK TO BE HELD DECEMBER 3, 2021
Canton Main Street will be hosting the annual Old-Fashioned Christmas Walk to be held
December 3, 2021 from 5:30pm-8:30pm in Jones Park. Canton Main Street will also be working
with the Canton Junior Women’s Club to host the Santa Parade on December 3, 2021 starting at
5:00pm. Other activities taking place during the Christmas Walk will include carriage rides, free
trolley rides, the Salvation Army Band and other activities. Local musicians will be located at
some of the downtown businesses and the Canton High School Madrigals will be located at the
Harvester Inn. Some of the local businesses in the downtown area will participate in the Elf on
the Shelf activities and will be offering holiday specials. The annual business window decorating
contest will take place. Citizens can go online to the Canton Main Street Facebook page to vote
for their favorite window. Voting takes place from November 29-December 5, 2021.
