A regular meeting of the Canton City Council was held on November 2, 2021 (6:30pm). Zoom
attendance was made available.

PUBLIC PARTICIPATION –William Nussell explained that he currently lives on the north end of
Canton and is looking at purchasing a home located at 125 East Birch. He would like to have
access to the back of the property with a 10 foot right of way that is currently city owned. William
stated that he spoke to Engineer Plavec and was advised to have it discussed by the planning and
zoning commission. William stated that the road is owned by the park district and will be meeting
with them on November 15, 2021. William said that he needed a decision in writing from the
City Attorney on what is determined. William said that he is downsizing from a large home on
the north end of Canton to the small two-bedroom home on Birch Street. William would like to
build a two-car garage on the property and is needing to have access to it from Birch Street.
Attorney Jump suggested that William Nussell keep him informed on what takes place at the
upcoming park district meeting, and then he could see if further action is needed by the city.

DISCUSS, CONSIDER AND VOTE ON THE APPOINTMENT OF AN ACTING POLICE CHIEF TO BE
EFFECTIVE NOVEMBER 5, 2021
Mayor McDowell explained that Director Richard Fairburn will be retiring and he will be
appointing Lieutenant Mike Eveland as acting police chief effective November 5, 2021-November
30, 2021. Public safety Director Richard Fairburn will be using unused paid time off starting
November 5, 2021-November 30, 2021.
Motion and second were made by Alderpersons Nelson/Gossett to abstain from voting due to
his relationship with Lieutenant Mike Eveland.

Lieutenant Mike Eveland thanked everyone for the opportunity and is looking forward to his new
position as acting police chief. Mike said that he will be updating policies within the department
and will be doing more things out in the community that will build relationships between the
community and the police department.

of Acting Fire Chief effective November 5, 2021-November 30, 2021 due to the retirement of
Public Safety Director Richard Fairburn.

DISCUSS, CONSIDER AND VOTE ON THE PURCHASE OF COMPUTER WORK STATIONS FOR THE
POLICE DEPARTMENT
Director Fairburn explained that the work stations would be located in the detective area and the
squad room at City Hall. There was a recent update performed in dispatch that now requires all
of the old computers to be replaced. The cost will come from the 911 funds

RESOLUTION #5337
City Clerk Diana Pavley Rock explained that the city received the 2020 Decennial Census certifying
the number of citizens within Canton. The 2020 census reflects 13,242 citizens which is down
from the 2010 census which reflects 14 704 citizens.

BETWEEN JASON ELWELL DBA PECULIAR PROJECTS LLC AND THE CITY OF CANTON AND
DIRECTING THE MAYOR AND THE CITY CLERK TO EXECUTE AND DELIVER SAID AGREEMENT
ON BEHALF OF THE CITY OF CANTON, ILLINOIS.
Attorney Jump updated the lease agreement and suggested tabling this item until the next
council meeting so everyone has the opportunity to review the updated lease. The location of
this property is on the square where Blooming Crazy was located. The lease will be for the same
individual that has Eats on the Street for an outdoor picnic area.

The lease was updated to reflect the new dates that Mississippi Valley Blood Center will be
renting the historic depot for 2022.

Attorney Jump explained that the city will need to change the language in the proposed
agreement since the Public Safety Director is retiring and is being replaced by the acting police
chief.

PUBLIC WORKS, WATER & SEWER
ALDERPERSON ANGELA LINGENFELTER, CHAIRMAN
DISCUSS AND CONSIDER BIDDING FOR SERVICES OF PORTABLE BATHROOMS AT CITY OWNED
LOCATIONS.
Alderwoman Lingenfelter explained that the city has used portable bathrooms at City owned
locations from a business in Peoria. She would like to see local businesses utilized. Currently the
city has portable bathrooms at the lake area, but does not have any authority over events such
as the Taste of Canton or the Scenic Drive. Those organizations would be responsible for their
own events.
Utility Director Joe Carruthers said that the company that they have utilized for the lake area
have provided excellent services, but would get quotes next year if that is being requested. The
city currently pays $500.00 per month for 4 toilets. They are cleaned once per week and the city
has been very pleased with the services currently being provided. It was also suggested to place
a couple of portable bathrooms at the new trail at the Canton Lake area. Quotes will be obtained
in February of next year.

Mayor McDowell said that the lake has become very profitable this year which has allowed for
some upgrades. The city recently completed the nature trail at the lake and it is open for use.
Mayor McDowell congratulated the staff for all of their work on the trail. A local business is
currently working with the city on the possibility of putting some benches and picnic tables in the
area of the new trail. Maps of the trail are now available. The city is currently applying for an
ADA grant to install a fishing pier. The deadline to submit the grant is December 31, 2021.
