Zoom attendance was made available. TREASURER’S REPORT Treasurer Wilkinson reported that the city has been receiving the property tax payments. November will be the final month the city will receive any payments. Treasurer Wilkinson reported that the revenue from sales tax has been up, as reflected in the report. Motion and second were made by Alderpersons Chamberlin/Lovell to approve the Treasurer’s report. DISCUSS, CONSIDER AND VOTE ON A NEW BANK ACCOUNT FOR THE ARPA FUNDS. Treasurer Wilkinson reported that the City just received the first half of the American Rescue Plan funds in the amount of $918,000.00. The money will be deposited with the Bank of Farmington since they offered the best interest rates. The second half of the ARPA funds should be received in 12 months. DISCUSS, CONSIDER AND VOTE ON A RESOLUTION FOR AT&T DEDICATED INTERNET AND VOICE BUNDLE AGREEMENT – RESOLUTION #5334 Treasurer Wilkinson explained that this was voted on a few weeks ago for the changes in the 911 center. This item is to bring the agreement to council for those services previously approved. Motion and second were made by Alderpersons West/Nelson to approve the resolution and place it on file. DISCUSS, CONSIDER AND VOTE ON A RESOLUTON ADOPTING REVISED PERSONNEL POLICIES FOR THE CITY OF CANTON RELATED TO COVID 19- RESOLUTION #5335 Attorney Jump explained that a copy of the draft policy was discussed with the bargaining units and has been implemented effective October 1, 2021. Attorney Jump would have the authority to amend the policy should the CDC change their guidance on any policies pertaining to covid 19. COMMUNITY & INDUSTRIAL DEVELOPMENT ALDERPERSON JOHN LOVELL, CHAIRMAN UPDATE FROM SRPED COLE MCDANIEL Cole McDaniel reported that the dining and shopping guides are available at the partnership office for anyone interested in receiving a copy. th Midwest Cedar, LLC--- located at 406 South 5 Avenue (former Alexander Lumber). The front portion of the building is being leased out to IDOT and is being used for the work on Rt 24 currently taking place at the Banner bridge. The showroom of the same building is being leased out to Kyle Bainter who owns a retail UTV/ATV business. Midwest Cedar is using the remainder of the 31,000 square foot facility for their business operations. thnd Pippin Dome Sports & Recreation—located at 400 South 5 Avenue. Will be opening a 2 location in Canton this winter. The target date is to open in November. It will operate under the name of “Out Hustle Training Facility. The Out Hustle Training Facility will feature 7000 square feet of indoor space that can be used for a variety of sports training and fitness activities. Keefer Financial- Renovation of the former Casey’s gas station next to HyVee is nearly complete. Sarah and her team will be planning to make the move in October. Arby’s--- Last update is that development team has sold this location to a group from Texas that operates Arby’s Franchises. Lofts on Main—Located at 130 North Main. Officially opened at the end of September and already had their first guests this past weekend. Mr. Pizza Dude--- mobile pizza business that plans to set up 2-3 times a week for lunch in Canton. CKDC Enterprises, LLC DBA Line-X of Canton IL--- New business that will be owned and operated by Kiley Davis-Crouse- This project will require construction of a new building and will be located at 71 East Alder Road behind the Davis Ford dealership The building will be approximately 7200 square feet in size. It will have a full-service collision center and line -X has gained notoriety for their spray—in -bed liner system in recent years, and is a well known and franchised brand in the US DOWNTOWN REVITALIZATION UPDATES 54 North Main—Gabe Barton and Mandy Kosowsk- Georgia Rae’’s Boutique & Barton Payroll & Tax Services. Gab and Mandy are continuing their renovation, and hope to be open before the holiday season begins. 71 East Side Square- Formerly Scrapbook Dreams is under contract with plans being developed for a full renovation. 52 east elm and 56 East Elm- Meng En Wang. The Wang’s currently own and operate China Inn Buffet located at 56 East Elm. They currently lease the property, but ow the building next door (52 East Elm). They are looking to make a transition from the restaurant business and open an Asian stye coffee and pastry shop at 52 East Elm after completing their renovations. The TIF nd redevelopment agreement 2 reading takes place on the 10-5-2021 agenda. 46 North Main- Fuller’s Jewelry- The renovation project is underway at Fuller’s Jewelry. A new roof and lighting have been completed, new carpet and some additional interior work will be taking place over the next 2-3 weeks. 15 East Side Square- Jenna Howard & Drake Crumb. Opening Kobolds & Kabnets, Cards & More at 15 East Side Square (formerly Great Clips). This property is owned by CFC Properties/Cook Group and one that is very exciting to get a business owner in. CFC has renovated the property and been a great partner as we have been trying to get Jenna and Drake’s new business venture established. 158 East Elm- Janet Raistrick—Janet has purchased 158 East Elm (formerly Jim’s Barber Shop) and is planning to do a renovation of the building to open her business Just Donuts. She will be making homemade, hand cut donuts, right here in downtown. 113 N Main Street—Jason Snook—Jason has been working over the last few months to find a location for his new business. After several weeks of business planning and searching, he has come to an agreement with CFC Properties to lease a property in Fulton Square that is currently vacant. 113 North Main- Formerly Advance America nd 42 North 2 Avenue—Eric Duffield--- Eric has been working to secure a location for a resale nd clothing store in Canton, and recently put 42 North 2 under contract. The renovation has begun and will continue over the next several weeks. OTHER ECONOMIC DEVELOPMENT NEWS & UPDATES  Rural Economic Development Innovative Initiative  Back 2 Business Grant Program  Rebuild Illinois Main Street and Downtown Capital Grant Program PUBLIC WORKS, WATER & SEWER ALDERPERSON ANGELA LINGENFELTER, CHAIRMAN PUBLIC SAFETY AND TRAFFIC ALDERPERSON ANGELA HALE, CHAIRMAN STREETS AND GARBAGE ALDERPERSON JEFF FRITZ, CHAIRMAN LAKE, BUILDINGS AND GROUNDS ALDERPERSON GREG GOSSETT, CHAIRMAN MAYOR COMMUNICATION WALKING TRAIL Utility Director Joe Carruthers explained that signage is up at the trail heads for the new trail near Canton Lake. Maps will be put up in the next week. The public is encouraged to go out to see the new trail. COVID SAMPLING PROGRAM The University of Illinois and the Illinois Department of Public Health reached out to the city in regards to the early detection of covid in a wastewater stream. This type of study started in New York and overseas before it came to our area. Samples are used to monitor covid action- because it is found in wastewater. Canton was 1 of 8 communities picked in Illinois to start. A sampling program is generated 2 days per week. Samples are sent to the University of Illinois. This program has expanded and currently over 20 communities in the area are participating. Data was provided for the first time just last week from the findings. (After participating for approximately 10 months) The data is being shared with the department of public health. The data is used to project outbreaks. The data did show the spike that the city recently saw with the number of covid cases.
