RESOLUTION
The City of Canton, Fulton County, Illinois does resolve as follows:
BE IT RESOLVED that the City of Canton hereby adopts the Region V
goal of 10% involvement of Minority Business Enterprises in the Step I-Sewer
System Evaluation Survey, Combined Sewer Overflow Study and Sewage Treatment
Facilities Plan Project. This goal is adopted .for contractors, subcontractors,
and consultants on the projects and shall be included in all future advertisements
and specifications for the projects.
BE IT FURTHER RESOLVED that the City hereby affirms that it will
adhere to the EPA goal oriented policy found in the Federal Register of
December 26, 1978.

Agreement For Engineering Services
WHEREAS, the City of Canton, Illinois, hereinafter referred to as
the OWNER and Crawford, Murphy & Tilly, Inc., hereinafter referred to as the
ENGINEER entered into an Agreement for Engineering Services dated April 8, 1981,
hereinafter referred to as the Original Agreement, and;
WHEREAS, subsequent to executing that Agreement the OWNER has
passed a resolution adopting the Region V USEPA goal for involvement of
rinority Business Enterprises, and;
WHEREAS, this resolution also requires consultants to adopt this
Minority Business Enterprise goal;
NOW THEREFORE, it is mutually agreed that the Original Agreement
shall be amended as follows:
The attached Minority Business Enterprise (riBE) goal shall be
incorporated into and become part of the aforementioned.Agreement.
IN WITNESS WHEREOF, the parties hereto have made and executed
this Agreement as of the day and year indicated below.

MINORITY BUSINESS ENTERPRISE (PiBE) GOAL
1. The Engineer will make positive efforts to satisfy the MBE requirements
set forth in Section V.c(4) of the December 26, 1978 Federal Register.
2. The Engineer will strive to achieve the 10 percent MBE Goal established
by the Owner and will provide maximum opportunities for MBE participation,
notwithstanding the fact that the Engineer may have the capability to
complete the project without the use of subcontractors.
3. The Engineer shall submit to the Onwer the information required by Section
V.c(4) of the December 26, 1978 Federal Register in the following format:

4. If the Engineer fails to achieve the MBE goal, it shall provide documentation
of its good faith attempts to solicit ?iBE participation. This documentation
shall be presented to the Owner who in turn will forward it to U.S. Environ-
mental Protection Agency (USEPA). The documented evidence of good faith is
to include at least the following:
a. Documentation of efforts to solicit the participation of MBE Firms.
Such documentation should include, but is not limited to: List of
firms contacted, copies of solicitation letters, descriptions of how
contact was made, i. e., by mail, telegram, phone, personal visit, etc.
b. Documentation of whether any offers were received from MBE Firms.
c. Documentation of negotiation with MBE Firms from whom offers were
received.
d. In each subcontract specialty area in which an MBE proposal was
received, documentation of whether the subcontract was awarded to
the MBE Firm, including the dollar amount of the subcontract.
e. If the subcontract was not awarded to an MBE Firm, an eo;planation
of why the contract could not be awa red to the MBE Firm.
f. Any additional documentation supporting the Engineer's adherence
with the MBE positive efforts requirements.
