Council Chambers at the Historic Depot, 50 North 4t" Avenue, Canton, Illinois.
Public Safety & Traffic Chairman Alderman Eric Schenck said he would relinquish
his meeting to Public Works, Water & Sewer Committee to go first.
ALDERMEN IN ATTENDANCE -Eric Schenck, Joe Berardi, Larry Sarff, Craig West,
David Nidiffer, Kevin Meade, Jason Strandberg, Sonya Lewis. Absent -None.
Others in attendance -Mayor Rodney W. Heinze, City Clerk Nancy Whites, City
Attorney Chrissie Peterson, Police Chief Jeff Fritz, Fire Chief Bonnie Cremer, Public
Works Director Clif O'Brien, City Engineer Keith Plavec, Water Treatment Supt.

PUBLIC WORKS, WATER & SEWER -Alderman Jason Strandberg, Chairman.
Ash Street Phase 2 and Phase 3 Bid results.
City Engineer Keith Plavec gave out a Bid Sheet with a list of the Bidders and the
amount they bid. The following is that information.
Bid opening was Monday April 21, 2008 at 10:00 a.m. in City Hall Board Room.
Engineer's estimate $512,363.75. Laverdiere Construction bid $531,851.72; RA
Cullinan bid $518,088.38; Stark Excavating bid $459,038.60; and Wm. Aupperle &
Son bid $490,693.91. Keith said the work to be done is removal of blacktop, curb
& gutters, and sidewalks. Keith Plavec said the one approved has to be qualified
by IDOT. Keith recommended Stark Excavating as the low bidder. Keith
mentioned that Stark Excavating plans on using Advance Asphalt, and sells for
$120 a ton.
Alderman Berardi to refer on to Council meeting for consideration. Was duly
seconded by Alderman Strandberg. The motion carried by voice vote, and was
unanimous.
2008 MFT Maintenance Program.
City Engineer Keith Plavec said he and Public Works Director Clif O'Brien
recommended the amount of $212.356. Keith said this does not include the
Greenwood Cemetery roads. Ash Street will be taken out to the cemetery and
millings will be left for later on and they can be used for the cemetery. Keith said
the average the City receives in MFT funds is $32,000 a month.
Alderman Berardi made the motion to refer on to Council meeting for
consideration. Was duly seconded by Alderman Strandberg. The motion carried
by voice vote, and was unanimous.
Avenue CSanitary/Storm Sewer Pay Request No. 3
City Engineer Keith Plavec stated this is for Avenue C Sanitary Sewer and Storm
Sewer Improvements in the amount of the pay request is $111,546.49. Keith said
the project has gone very smooth and is on schedule. Keith is recommending the
pay request be paid.
Alderman Berardi made the motion to refer on to Council for their consideration.
Was duly seconded by Alderman Schenck. The motion carried by voice vote, and
was unanimous.
Canton WTP Clearwell Pay Request
City Engineer said this is from Leander Construction Inc. for Finished Water
Storage Facility in the amount of the pay request of $18,863.10.
Alderman Berardi made the motion to refer on to Council for their consideration.
Was duly seconded by Alderman Schenck. The motion carried by voice vote, and
was unanimous.
Zoning Officer position. (Not listed on the agenda.)
City Engineer Keith Plavec mentioned that his contract with the City as Zoning
Officer will expire May 1, 2008. Keith said he is more willing to continue at $3,000
a month. Have added a website for those wanting the forms that are needed.
Alderman Strandberg said what he has heard about Keith Plavec is all positive.
Alderman Sarff said Maurer Stutz Inc. is doing a find job.
Public Works Director Clif O'Brien said we are working on several things to help in
making improvements. The Aldermen wants this item to be placed on the May 1,
2008 Council meeting under New Business.
City Engineer Keith Plavec said he wanted to pose a question to all of you on the
secondary clarifier project at the wastewater treatment plant. (Keith had sent the
following information by email prior to the meeting.)
Currently, we have 6 potential bidders. Two of the bidders, who travel across the
United States and have past experience in rehabilitation or replacement of
secondary clarifiers are non-union bidders and do not meet the City's BAT
requirements. The other four potential bidders (Leander Construction, Laverdiere
Construction, G.A. Rich, and Denton Gunther) meet the BAT requirements but
probably do not do as much of this type of work as the other two bidders. We
have received calls from the two bidders that do not meet the BAT requirements ,
stating that they do not meet the requirements and may not bid the project. I
would like to know if the City would allow these two Contractors to submit a bid
and consider them for the project, or if the City is going to standby the BAT
requirements.
My opinion would be to allow them to bid and look at the numbers. The City has
the option of waiving the BAT requirements. The problem for them is that they
are investing time and money on putting together a bid that they may not even
have a chance at obtaining if the City decides only to allow BAT certified bidders.
I would like to know the Council's thoughts on this project so we can direct the
bidders appropriately. Unfortunately, this is one of the last water/wastewater
projects that is going to Finance versus Public Works, so I have sent this email to
everyone for consideration. We have apre-bid meeting tomorrow and would like
to be able to provide them with an answer.
Alderman Sarff ask Keith if this is called for in the bid? Keith answered, it is
required in the bid.
Alderman Meade said we have rules in place, and should stick by them.
Alderman Nidiffer said that's the rule, stay with it.
City Engineer Keith Plavec said he would probably refer to Leander Construction
as a sub contractor. We can't tell them what to do, but we can give them
information.
Alley at 626 North 10t", Ron Babcock. This issue was over look for discussion.
Larry's Pizza on the square, Pam Stasen-concerns outside rail and tables.
Pam mentioned that Steve Love never came in to talk to her about her fence.
(Steve is blind.) Pam offered to move her fence in by 1 foot, if she could keep the
fence.
City Attorney Chrissie Peterson mentioned that the present owner Sam Pubelo
had applied for the permit to allow eating outside and the fence. Council
approved the request. The business next door is the same. They have a fence but
do not eat outside. We don't have an outdoor permit process of what is sold
outside.
Alderman Meade commented that the fence is the same, just the ownership has
changed. He agree this business is great for outdoor use.
Alderman Berardi commented that the ownership is the responsible person. We
made the commitment to allow the fencing outside to the owner. It is the same
owner, Pam is renting the building.
Alderman Sarff said he disagreed, Council needs to know the business has
changed and has a new occupant.
Alderman Strandberg said it is the city's sidewalk, and I really like what Sam Puelo
has done there.
Alderman Nidiffer said it is an asset and the Aldermen need to keep that review
process.
Alderman Strandberg thought it should be referred to Legal & Ordinance
Committee to discuss permits.
Alderman Schneck ask, does it go to land owner or occupant? Could it be either
one?! It could also be a former permit, and left open to owner/tenant!
Alderman Berardi made the motion to approve Larry A's request for the fence at
the Pizza business on North Main Street. Was duly seconded by Alderman
Schenck. Discussion. Alderman Nidiffer wanted to know if the permit is for a
time period? Mayor Heinze answered that the City Attorney can write a permit to
be reviewed by the Legal & Ordinance Committee. Voice vote, motion carried
unanimously.
The Public Works, Water & Sewer Committee adjourned at 7:46 p.m.
PUBLIC SAFETY & TRAFFIC -Alderman Eric Schenck, Chairman
Police Report.
Police Chief Jeffrey Fritz highlighted his report with the following -
Major Crimes/Incidents:
The Special Operations Division arrested three (3) 16-year old Canton Juveniles
for committing two (2) business burglaries as well as numerous vehicle burglaries
and Criminal Damage to Property over $300.00.
Public Relations and Public Interest:
On March 19, 2009 the Canton Police Department, in conjunction with the
SADD/SWAT Students and other law enforcement and emergency service
agencies, participated in a Mock Car Crash presentation for the Canton High
School students to promote teen safe driving. Jeff mentioned this is the first one
in Canton and they received a grant from Safe Teen Driving.
As reported last year, Windshield Specialists has committed to donating a
percentage of their sales each quarter of calendar year 2007 to the Police
Department K-9 Fund. During this month they presented the police department
with a check in the amount of $505.00 for the fourth quarter of the year 2007. In
total, they have donated $2,005.00 to the Police Department K-9 Fund.
Future Events Scheduled:
During the months of June, July and August the Canton Police Department will be
increasing street patrols on weekend nights. Officers and Supervisors assigned to
Special Operations and Administrative functions will be assigned to work on a
Friday or Saturday night, in addition to the scheduled shift officers, in lieu of one
of their regularly assigned eight hour shifts. Police Chief Jeff Fritz mentioned this
will not cost any overtime pay.
Alderman Schenck mentioned that having 4 police officers as liaison in all of the
four wards is a very nice idea.
Police Chief Jeff Fritz thanked the Streetscape plan for the parking spaces they say
are needed at Chestnut and Main, which is a good suggestion as it is a safety
point.
Fire Report.
Fire Chief Bonnie Cremer highlighted her report with the following -
Fire alarms decreased by 37.8% while EMS alarms increased by 12.8% compared
to our responses in March 2007. The overall number of calls decreased by 2.1%
compared to last year.
The 10t" of March Canton Hazardous Materials team responded to a mutual aid
call from Cuba Fire Department for a hazardous materials incident. The incident
was a fatal traffic accident where diesel fuel was leaking from tanks of a semi-
truck. A pickup truck crossed the center line and struck the semi-truck. The
driver of the pickup was pronounced dead at the scene and the driver of the semi
escaped with only minor injuries. The semi truck cab was consumed by flames
and completely destroyed.
Power Save Units, the cost and savings of installing the units were explored.
March 4t", Vance Moore from Mores' Maytag Home Appliance Center provided
quotes for installation of the units at the Enterprise Park lift station, the City
Depot and Canton Fire Department.
Physical Agility test for new hires was held March 8t" at Canton High School.
Twenty-Two candidates participated in the agility. The hiring list has to be
updated every two years. The test was conducted by Canton's firefighters.
The five inch supply line was tested and placed into service on Tower 1.
Canton High School presented students education and awareness of the dangers
of drinking and driving. Canton Fire Department did extrication and victim
immobilization with a March 19 mock automobile crash in Big Creek Park as part
of the education process. This event coincided with High School Prom.
I attended a 2008 Assistance to Firefighters Grant Workshop at Galesburg the
evening of March 5t". Lori Lonbom a Fire Program Specialist provided a three
hour informative presentation about the Federal Emergency Management
Association grant program. Details of the Grant program steps and the priorities
given to this year's grant dollars were covered. The deadline to submit this year's
Assistance to Firefighter's Grant is April 6tn
Bonnie attended a Power Point class at Spoon River College Technology Learning
Center.
A grant application for lighting within the fire station was submitted to Illinois
Clean Energy Community Foundation. The application was for $3,636.00 of
lighting upgrade equipment which according to Galesburg Electric/Industrial
Supply Inc. would provide an estimated annual savings of $5,817.60.

STREETS & GARBAGE -Alderman Jason Strandberg, Chairman
Gabby Days.
Public Works Director Clif O'Brien suggested the week-end of June 21 & 22, 2008.
They will collect what remains beginning Monday, June 23rd and continue all that
week with the garbage pick-up schedule. Not picked up will be battery's, tires,
construction material, and no white goods. Committee agreed to the dates.
Clif O'Brien mentioned the City Auction will be held May 31, 2008 at 9:00 a.m. at
Gorsuch's Auction House 4t" and Hanlin.
The Streets & Garbage Committee adjourned at 8:28 p.m.
LAKE, BUILDINGS & GROUNDS -ALDERMAN SONYA LEWIS, CHAIRMAN
There was no items listed on the agenda and Sonya said she did not have anything
tonight to discussion.
The Lake, Buildings & Grounds Committee adjourned at 8:28 p.m.
The Mechanical Committee recessed for five (S) minutes to go into a Special
Council meeting. The time was 8:28 pm.
