Police Chief Jeffrey Fritz highlighted his report. Major Crimes/Incidents: On February 5, 2008 the Canton Fire and Police Departments were dispatched to 1045 East Chestnut Street in reference to a house fire. Canton Fire Department investigators determined to be an Arson. Also they determined the home had been burglarized and numerous items and furniture in the house had been destroyed. On February 23, 2008 Police responded to the Circle K Gas Station 405 S. Main Street in response to a citizen report that one of the glass front doors had been broken out. Upon arrival it was discovered that a burglary had occurred. K-9 "Halo" was used to track and locate the suspect. The suspect was arrested for Burglary and Criminal Damage to Property over $300.00 On February 29, 2008 the Special Operations Division, with assistance from the Patrol Division, arrested a Canton female for Unlawful Possession with intent to Deliver a Controlled Substance (Crack Cocaine). This female was 1 in possession of 1/2 ounce of crack cocaine. The Special Operations Division subsequently obtained a search warrant for an apartment at the Siesta Motel where both female and male both living at that residence were arrested and charged with Unlawful Possession of a Controlled Substance, Unlawful Possession of drug Paraphernalia, and endangering the life/health of a child. The female was babysitting aone-year-old child causing the endangering of life/health of a child charge. Community Policing Repots: Ward 1-Liaison: Sergeant Howarter Observed no properties requiring any attention at this time. Sent a letter to Alderman Berardi and Alderman Strandberg advising them of the upcoming annual "Spring Sweep" and offering them the opportunity to tour the Ward with him to identify any current code violations. Ward 2 -Liaison: Lieutenant Richards There has been little activity in the Ward. There was only one complaint on Avenue A in reference to a nuisance on the property. That complaint resulted in a verbal warning. A problem with speeding vehicles has been identified on 4th Avenue. Also, there have been a number of vehicles parking in fire lanes at local businesses, as well as vehicles parked facing the wrong direction (left wheels to curb) on the residential streets. These issues will be addressed with some enforcement details. Ward 3 -Liaison: Sergeant Nichols The Special Operations Division and Hard Entry and Arrest Team executed two search warrants at residents where complaints of drug activity were occurring. There were 17 parking citations issued to abandoned vehicles and snow-covered vehicles that were parked in the street in violation of the snow removal ordinance. The following is a summary of criminal/police activity in the Ward during the month of February: Burglaries/Thefts: 9 Criminal Damage to Property 5 Traffic Accidents 7 Animal Complaints 20 Public Service 1 Traffic Stops 19 2 Police Chief Jeffrey Fritz said this is how he would like the reports to be written. Ward 4 -Liaison: Lieutenant Putman He is in the process of scheduling a meeting for the residents of Ward 4 at the Fulton County Health Department. He is planning to have the Street Superintendent, at the meeting to address concerns and questions that may arise about streets, alleys, and homes within the Ward. In addition, he is arranging for Fulton County Crime Stoppers to be represented at the meeting. There presence will be to inform the public that if they have a crime related problem they can call Crime Stoppers anonymously, and also, to attempt to solicit people who would be interested in joining the Fulton County Crime Stoppers board. On February 19, 2008 Tobacco retailers were inspected for the second of three rounds of compliance checks funded by a grant awarded by the Illinois Liquor Control Commission's "Kids Can't Buy `Em Here" Tobacco Enforcement Program. A total of 19 tobacco retailers were inspected and two were found to be in violation of the law by selling tobacco to a minor. Those in violation were Uselton Oil Company at 501 S. 5th and Smokers Paradise at 631 N. Main Street. The cashier at both establishments was cited for Unlawful Sale of Tobacco to a Milnor, which carries a first time offense fine of $20,000. The Illinois Department of Transportation, Division of Traffic Safety, has awarded the Canton Police Department two "Holiday Mobilization" Grants. The Department received a grant to participate in the Memorial Day "Click It or Ticket" campaign, which takes place between May 16 and June 1, 2008. During this time Canton Police Officers will be working seatbelt enforcement details. The second grant the Department received was for participation in the Labor Day "You Drink & Drive, You Lose" campaign, which takes place between August 15 and September 1, 2008. Canton Police Officers will be coordinating with Illinois State Police District 14 for a roadside safety check during that time period. Future Events Scheduled: The Canton Police Department will be hosting a Teen Police Academy commencing on April 2, 2008. The Teen Police Academy is designed to provide the participants with a working knowledge of the Canton Police Department. It will consist of a series of four classes held once a week on 3 Wednesday evenings for two hours. The classes will provide an overview of the various areas of law enforcement. It is and educational and informative program that allows teens the opportunity to interact with officers and learn about the issues that affect law enforcement efforts in Canton. Most classes will be taught by members of the Canton Police Department in their various areas of expertise. In addition, participants will also be able to do ride-along with a police officer. Police 2007 Annual Report. Police Chief Jeffrey Fritz highlighted his report. On behalf of the men and women of the Canton Police Department. He thanked the Mayor and all City Council members for their support and assistance in providing us with the resources to serve and protect our community. Also, I want to thank all the police department employees for their hard work and commitment to the City of Canton. Notables Alarm Calls 140 Animal Complaints 1,281 Disorderly Conducts 582 Domestic Disputes 444 Suspicious Persons 505 Suspicious Vehicles 308 Traffic Accidents 546 The Crime Index is composed of selected offenses and used to gauge fluctuations in the volume and rate of crime reported to law enforcement. We experience only a 2.4% increase in the index crime rate this past year compared to the 4.3% increase in calendar year 2006. The most significant of these increases were the offenses of Criminal Sexual Assault and Arson. During the same period, we experienced significant decreases in Robberies, Motor Vehicle Thefts, and Aggravated Assault/Battery offenses. Last year the Police Department had a total of 3,400 criminal offenses reported. Officers arrested a total of 1,260 persons for criminal and ordinance violations, 1,117 adults and 143 juveniles. Sixty (60) arrests were for the index crimes. Three hundred fourteen (314) of these arrests were for outstanding warrants. In 2006 there were 1,921 criminal offenses. A total of 1,064 arrests were made, 943 adults and 121 juveniles. 4 At the end of 2006, we withdrew our officer assigned to the West Central Illinois Task Force and re-assigned him to our Special Operations Division to enhance drug investigations at the local level. This program has been successful as evidenced by a 53% increase in drug-related arrests this year over the previous year. Police Department Overview The Canton Police Department is comprised of 23 police officers, 15 civilian employees, and an Auxiliary force of 10 officers. There is the Chief of Police, four Lieutenants, four Sergeants, and 14 patrol officers. The civilian employees consist of 6 Telecommunicators, 1 Code Enforcement/Animal Control Officer, 2 Secretaries, and 6 School Crossing Guards. The structure of the Police Department consists of four divisions: Administrative, Patrol, Special Operations, and Communications. Fire Report. Fire Chief Bonnie Cremer highlighter her report. Fire alarms decreased by 28.6% while EMS alarms increased by 28.6% compared to our responses in February 2007. On February 5th a fire at 1045 E. Chestnut Street was reported. Firefighter's found the home filled with smoke and indications that the home's front door had been broken open. Bonnie said she applauded the efforts of working together with the police detectives and the Illinois State Police Crime Scene Detective. A garage fire was reported at 542 South 6th Avenue and found smoke coming from the first and second floor of the garage. An occupant reported that everyone was out of the garage. The second floor of the structure had been occupied by two children and their mother. The mother reported the smoke when she awoke to find fire in the northeast corner of the garage's second floor where she was living with her two children. The mother tried to extinguish the fire and received smoke inhalation and minor burns by Fulton County Ambulance then taken to Graham Hospital. The structure received $10,000 damages. A back porch fire at 320 S. Avenue A was jointly investigated by a fire investigator and a police detective. Bonnie attended a meeting of the Fulton County Health Department for the interoperability communications grant, details about the grant were 5 discussed. The grant will be run through Peoria and we will submit our approved expenses to them. Firefighter Mark Hanlin represented Canton Fire Department as he attended a Kankakee firefighter funeral. Firefighter Robert Moravek finished the inventory of the station's lighting system. The Fire Department is submitting a grant request through the Illinois Clean Energy Community Foundation for the building. It is designed to cut the cost of lighting within the building. February 26, Bonnie spent the day at the MABAS annual conference in Peoria. The conference has excellent speakers. Topics she listened to included 2007 San Diego Area Fires, Starcom 21 Radio System Orientation, Homeland Security Grant Programs for 2008, Ethanol Planning, and a segment on preplanning and organization regarding the recent Northern Illinois University shooting. Bonnie attended a live satellite teleconference on Virtual Terrorism Response Academy at the Fulton County Health Department, February 27. Personal Protective Equipment. Fire Chief Bonnie Cremer stated that she needed to replace the personal protective equipment for one firefighter. Global/MES has provided a quote of $1,835.00 for the personal protective equipment. This would be the same brand and material as is currently in use by the department. Alderman Strandberg made the motion to refer to council for consideration. Was duly seconded by Alderman Lewis. The motion carried by voice vote, and was unanimous. Fireworks Use Act -Ordinance Creating Title 5, Chapter 12. City Attorney Chrissie Peterson reported that in the ordinance it says that the Illinois Legislature amended the Fireworks Use Act effective July 25, 2005 and the Pyrotechnic Distributor and Licensing Act effective January 1, 2006, and said Amendments allow pyrotechnic displays only in villages, countries and municipalities that have passed ordinances allowing such displays and only in those locations. Chrissie further added that Fire Chief Bonnie Cremer, and firefighter Dan Neptun and herself put this ordinance togather. Chrissie said this ordinance only relates to consumer displays. 6 Alderman Strandberg made the motion refer to council for first reading. Was duly seconded by Alderman Lewis. The motion carried by voice vote, and was unanimous. The Public Safety & Traffic Committee adjourned at 6:55 p.m. Streets & Garbage Aldermen Jason Strandberg, Chairman Garbage Rate Increase to Residents. Public Works Director Cliff O'Brien and City Treasurer Kathy Luker, as requested by Council projected the cost of the City of Canton's garbage increases over athree-year agreement period with Waste Management. As a result, in order to offset the increase, they recommended to the City Council members aone-dollar ($1.00) per month increase to the 5294 residents whose garbage is collected. The breakdown is as follows: 2007-2008 $30 per ton @ 462 T per month =$13,860 = $166,320 per year. All yearly agreements expire on July 31st of that year. 2008-2009 $37 per ton @ 462 T per month =$17,094 = $205,128 per year. That is a $39,000 increase the first year. 2009-2010 $38.50 per ton @ 462 T per month = $17,787 = $213,444 per year. That is a $47,000 increase the second year. 2010-2011 $40,00 per ton @ 462 T per month = $18,480 = $221,760 per year. That is a $55,000 increase the third year. Increasing the amount $1.00 a month will offset the increased costs to the city. FYI -Residential waste disposal for Macomb, IL. Recently increased from $11.07 per month to 416.75 per month. Galesburg, IL. Residents pay $39,00 quarterly. East Peoria, IL. Fees are based on property taxes. From the research conducted the City of Canton with a $1.00 increase per month would seen appropriate. The City of Canton's current bi-monthly payment is $16.00. The increase will be $18.00 on a bi-monthly payment. 7 City Treasurer Kathy Luker mentioned that the tippage fees will increase from the landfill. This could help pay salaries, landfill fees and MFT for the next three years. Kathy said she appreciated Alderman Sarff asking to review this. Alderman Strandberg made the motion refer to council and to be affective for the increase on garbage bills August 1. The motion carried by voice vote, and was unanimous. Nazarene Church Alley. City Engineer Keith Plavec mentioned that Maurer Stutz Inc. drew the plat for vacating of the alley and was completed today. Keith said he will send the invoice for payment to the church. They have agreed to pay for the plat. City Attorney Chrissie Peterson mentioned that she then after 15 day notice would have an ordinance to vacate the alley for the City Council to approve. The Public Safety & Traffic Committee adjourned at 7:04 p.m. Lake, Buildings & Grounds Alderman Sonya Lewis, Chairman Informational. Alderman Lewis mentioned that the three informational focus groups have been completed and she has asked for Rachel Rose to come to the council meeting next week to give a report. Alderman Schenck mentioned that Teska & Associates are in town tonight for the streetscape plan. The Lake, Buildings & Grounds Committee adjourned at 7:05 p.m. Public Works, Water & Sewer Alderman Jason Strandberg, Chairman City Internet Server Proposal. Alderman Meade mentioned that several companies had been asked for quotes. The only one responding was TimbukTech. Lincor and Mid Century were asked to submit a quote. Scott Brown gave the following of what TimbukTech is offering the City of Canton for their computer maintenance and what the problems are: Scott mentioned that e-mails are not coming through, there are no securities, no anti virus plan, no back up system, the system does not work between s departments, the building has one drive throughout the building, has to be reboot almost everyday, can't e-mail anyone in the building, server is not functional. TimbukTech company will take care of all of this, and offered a service contract of $19,719.95 to make those repairs. Scott offered the following for follow up maintenance - IT BASIC ITSS BASIC: 23 workstations, 2 servers, Offsite Backup, $75.00 Per Hour Service Charge $774.00 Monthly IT PROFESSIONAL ITSS PROFESSEIONAL: 23 Workstations, 2 Servers, Offsite Backup, $70 Per Hour Service Charge, 4.17 Hours Service Included $1,060.00 Monthly IT PREMIUM ITSS PREMUlVI: 23 Workstations, 2 Servers, Offsite Backup, $65.00 Per Hour Service Charge, 16 hours Service Included $1,540.00 Monthly Scott said the new system will be fully HIPPA compliance. Off set back up on all plans to the Macomb office to help maintain during disaster. Includes spam, will give training, will do weekly exams, anti virus update, City will have access to our 10 employees, will update to prolong life of the computers, can use system from home. There are two computers out of date and will have to be replaced. Alderman Berardi said he had a problem with using the computer at the city building in their homes, because if someone leaves. Scott said the security password has to be changed, if tempered with it will disconnect. Alderman Lewis also did not want the availability from home. City Attorney Chrissie Peterson said she has to be able to use her computer from work at her home when she is off work. Alderman Sarff asked if this is for the city building only? Scott said if you want to add the fire department you can. Alderman Berarid said should be for all departments and we need to know the cost. Lets take a look at IT Premium for 6 months, and stated he wants to have the remote access. Scott agreed to the remote access Scott said you can opt out any part of the plan within 30 days. 9 Alderman Strandberg asked for references. Alderman Berardi made the motion to refer council the IT Professional and remote access, and for 6 months. Was duly seconded by Alderman Schenck. The motion carried by voice vote, and was unanimous. Waste Management Agreement for Discussion. Alderman Schenck made the motion refer to council of accepting the Waste Management Agreement. It was duly seconded by Alderman Berardi. The motion carried by voice vote, and was unanimous. Greenwood Cemetery. City Attorney Chrissie Peterson said the cemetery was deeded to the city. There has been on going discussion about issues of one employee. The Board is advisory. Chrissie wants to open up for discussion. City Treasurer Kathy Luker said she has given extra money to them since she has been here. The city has put on a new roof for the mausoleum, and spent $20,000 of MFT for roads. Alderman Berardi said he asked if possible to bring the cemetery department to the public works department to save money? Public Works Director Clif O'Brien said he has to hire two employees to work on the sewer plant truck that will keep them busy for 5 years. Alderman Sarff said has to be negotiated with the Public Works as the head sexton at the cemetery is not in the bargaining unit. We should sell the cemetery as we are not in that business. Alderman Meade said we have a moral obligation to maintain the cemetery to those who have their love ones in there. City Treasurer Kathy Luker said the city levy's by law is $25,500 for the cemetery. The Aldermen decided to leave up to the mayor to appoint a committee. Send to Building & Grounds Committee in May. Leander Construction Application Payment #14 and Final for the Kilroy Pumping Station in the amount of $61,465.43. Keith Plavec mentioned that the liquidated damages are $28,400. Rick Roberts who works for Leander Construction mentioned that the equipment control package, there was no choice available. It was a minor off site and was very hard to track down. We requested it in September, success speaks for itself. Under no circumstances were these intentionally incurred. Alderman Strandberg said this is a tough decision, and wants to make the right decision. to Alderman Berardi said Leander is the general contractor, this is a contract. We did not have ITT on the job. The change order should have been asked for at the time. Alderman Strandberg made the motion to pay the final payment # 14 of $61,465.43, minus $2,000 engineer's cost. Was duly seconded by Alderman Schenck. Discussion. Alderman Schenck asked if this does not include the $28,400 for liquidated damages? Alderman Strandberg said it does not. The motion was by voice vote, and was defeated by 2 to 2 vote. Alderman Berardi made the motion to pay the original payment of $61,465.43 minus the $28,400 for liquidated damages. (making the amount to be paid $33,065.43) Was duly seconded by Alderman Schenck. Discussion. Alderman Berardi said a change order should have been negotiated at that time. Rick Roberts raised his hand to speak and Alderman Strandberg called on him. Alderman Berardi called for point of order. City Attorney Chrissie Peterson said that the chairman yielded the floor to someone from the galley to speak. Rick then stated, in September we ask for and tried to ask for substitution to get this done. Alderman Berardi said he disagreed with that. Wastewater Treatment Plant Supt Joe Carruthers said we have had alarm conditions. This is not an issue here of not getting repaired, or operation removing sludge out of the area. The alarms say the system has failed, but it hasn't. It's a programming issue. Does not cause any adverse affect. Alderman Schenck said we need recommendation from our engineer. Keith Plavec mentioned he stayed neutral until the liquidated damages came in. In my opinion, was designed by Maurer Stutz Inc., and the system will work as shown on these drawings. My opinion as the city engineer this integrator, as Clif O'Brien and I sat in on discussion should work. The engineer said will work, it is the integrator. Your issue is with Leander Construction. This system should work as set up. My opinion would be not to pay as far as the liquidated damages concern. I think it is wise of the city as you would have something on record that shows maybe your dissatisfied with this project and leave up to the committee to choose to do the full amount or a different amount. This should be to have projects in the future, and something on record. Alderman Strandberg said this goes to council with no recommendation as the vote was two to two. The motion was by voice vote, and was defeated. 11 Alderman Sarff said he wanted to have executive sessions on Monday March 31st negotiations with Public Works Contract at the city building with federal mediator. April 3rd at 5:30 p.m. attorney Beal's office for negotiations with Fire Department contract. BUDGET DISCUSSION. Alderman Meade mentioned the Budget still has deficit of $165,000 that leaves in city administrator and one police officer. Another option would be to take out the city administrator, that leaves a deficit at $89,000. Take out city administrator and one police officer leaves the deficit at $30,000. Alderman Meade said we can live with $165,000 deficit in the Budget but does not make City Treasurer Kathy Luker happy. Kathy said it did not! Alderman Schenck said he feels we have made progress. Alderman Meade said let's leave in the Budget the $165,000 deficit until we can discuss next week at the council meeting when the ordinance will be presented for first reading. Police Chief Jeffrey Fritz said the current list of eligible officers is about two years old. He said he has already talked to the Fire & Police Commissioners and it takes sometime before someone will be hired. Alderman Berardi mentioned that a recurring ad is in the Ledger of the officials and the mayor is in it. City Treasurer Kathy Luker said she would check into this. Kathy said would be best to have a balance budget as prudent and conservative person she is, as that is her goals.
