Council Chambers, Historic Depot, 50 North 4th Avenue, Canton, Illinois,
for their regular meeting.
Aldermen Present -Eric Schenck, Joe Berardi, Jason Strandberg, Sonya
Lewis.
Absent -Aldermen Larry Sarff, Craig West, David Nidiffer, Kevin Meade,

Alderman Schenck asked for the Public Works, Water & Sewer committee
to go first because the people won't have to wait so long.

Ordinance -Home Occupation Permit for Ben/Allison Hendricks at 460
Old West Vine Street.
Discussion. Ben mentioned that he has been doing organic gardening that
he does now, and wants to be able to further his income by offering for sale
worms and minnows from his organic gardening.
City Attorney Chrissie Peterson mentioned that their home is further away
from the accessory building they plan to use for the sale of worms an
minnows. A Home Occupation is not permissible by our ordinances to
allow in an accessory garage.
Alderman Berardi mentioned that this scenario is not condition to our laws.
How does this relate to our Comprehensive Plan?
Zoning Officer Keith Plavec said, the Planning & Zoning Commission went
against our recommendation.
City Attorney said that traffic is one concern with boat pulling trailers and
there is a hill here at the bottom where people will have trouble seeing.

Ben said he has a long turn around, they won't have to back out into the
street.
Alderman Berardi mentioned that we are going to have them all over
Canton.
Canton Country Club Water Main.
Presentation -Zoning Officer Keith Plavec and Public Works Director
Cliff O'Brien presented an update for all of you on the water service
connections for the Golf View Villas.
The Council has previously approved the expenditure of funds to provide
water services to each of the 24 lots from the existing 6-inch water main on
the north side of Cypress Street.
Review of the existing water main easement for the 6-inch water main
revealed that the easement limits do not extend to the newly acquired right-
of-way along Cypress Street. There is an 8 foot gap between the south line
of the water main easement and the north right-of--way.
Cliff O'Brien and I recently met with Leonard Barnard to discuss purchasing
an easement to cover not only the existing easement, but also the 8 foot gap.
The easement would be 28 feet wide by approximately 1,273 feet long.
Leonard Bernard stated that the easement would cost the city $70,000.
Opinion: It is our opinion that the option of boring water services under
Cypress Street to service Golf View Villas be abandoned and the City install
a water main along the back of the 24 lots in an existing 10 foot utility
easement.
Cost: The approximate cost to install a 6-inch water main with 4 fire
hydrants utilizing City crews is $18,900.00. With the installation of a new
water main, and IEPA Water Construction Permit will be required.
We have estimated that it will cost $1,000 to prepare the necessary
documentation to submit to IEPA for a construction permit. Recall that the
original cost to bore services under Cypress Street was $7,000.00.
Recommend. We would recommend that the $19,900 be divided equally
between the 24 lots and added to the current water service connection fee
($262) fora 1-inch service. This would result in an additional cost of
$829.17 per lot for a total connection fee of $1,091.17 per lot.
Discussion. Alderman Berardi said this is now a different issue and
different contract.
City Attorney Chrissie Peterson said we approved Option 2 in the amount of
$57,672.00.

Zoning Officer Keith Plavec said we would now be adding an additional
$11,000 to that.
Alderman Berardi said we can also go for eminent domain if Barnard's don't
want to give an easement.
City Attorney Chrissie Peterson said that is an option, an independent
appraisal would have to be made to determine the value for the easement.
Decision: Alderman Joe Berardi, moved to have the city attorney Chrissie
Peterson to add addendum to the current Ordinance # 1917 Approving the
Implementation Plan for Golf View Villas Planned Unit Development. It
was duly seconded by Alderman Lewis.
The motion carried by voice vote, and was unanimous.
Industrial Park Si~na~e -Mark Rothert SRPED Economic Director.
Presentation: Mark Rothert the Economic Development Director for
SRPED did a recap of Canton Enterprise Industrial Park Sign that was
presented last week from Byron Tindall. Cost is $11,100 and the old sign
will be removed and the electrical will be brought up to code with light
sensitive timers for powering on and off the sign.
Tonight I have a proposal from Ricky Signs who has done lots of work for
the City. Will be a double faced internally illuminated custom fabricated
sign display. Dimensions -Height 13.7 feet, Width - 11 feet, Depth - 1.75
feet. Sign Material -Fabricated Aluminum, welded, CAD/CAM Routed
displays, Sprayed on Mathew Acrylic Polyurethane finish/paint designed for
display signs, internal steel support mounts. Mounted on steel tubes secured
4 feet in the ground, with concrete base. Purchase prize $14,960.00.
Mark recommended Ricky Signs as the sign is well made, and simple
enough, they will not remove the existing sign.
Decision: Alderman Berardi made the motion to purchase a sign for
Canton Industrial Park from Ricky Signs at the cost of $14,960.00. It was
duly seconded by Alderman Schenck.
The motion carried by voice vote, and was unanimous.

Vacating an Alley by Nazarene Church

Discussion. Keith Plavec of Maurer-Stutz Inc. said that AT&T will work
with the church which will remove some of the cost for the city. City cost
will be around $300 to have a draft of the document and will back charge to
the church.
City Attorney Chrissie Peterson said she will have to publish the legal notice
and it will be 15 days before the ordinance can be presented for first reading.
Decision: Alderman Strandberg made the motion to have an ordinance
drafted. It was duly seconded by Alderman Berardi.
The motion carried by voice vote, and was unanimous.

Police Report
Presentation by Police Chief Jeffrey Fritz highlights in his report.
Highlights -The Special Operations Division is in the planning stages of
creating a mock reenactment of the MidAmerica National Bank Armed
Robbery that occurred in December of 2006 to be broadcast on local cable
television and other media outlets in an effort to generate new leads to help
solve this crime.
Fire Report
Presentation by Fire Chief Bonnie Cremer of highlights in her report.
Highlights -One vehicle fire during the previous month was located at 1577
East Myrtle Street and was caused by the carburetor back firing and no
damage amount was listed. The first building fire, located at 475 East Ash
Street was found to be caused by an electrical problem. The estimated loss
was set at $5,000.00. The second building fire was reported at 726 East Ash
Street. Heavy smoke was showing upon arrival of fire personnel. A box
alarm was requested bringing off duty personnel in to assist. The cause is
still under investigation by the department. The estimated loss was set at
$6,000.00.
A vehicle that drove off a 40 foot ravine at the end of West Pine Street and
into Big Creek provided a challenging traffic accident for firefighters during
one of the coldest nights in January. The temperature was three degrees
below zero as they assisted two female patients while standing in Big Creek
as the cold water ran over firefighters boot tops.

Attended a Black Hawk Firefighters Conference at Sauk Valley Community
College January 5th and 6th. The classes Bonnie participated in were Grant
Writing and "The Art of Reading Smoke."
Western Area Career Systems in coordination with Spoon River College
presented "Eighth Grade Reality Store" at Spoon River College. Students
are encouraged to learn about different careers possibilities prior to entering
high school.
Firefighter/Inspector Daniel Neptun completed certification for Fire
Prevention Officer through the Office of the Illinois State Fire Marshall,
Division of Personnel Standards and Education.
Bonnie attended an Excel class at Spoon River College Canton technology
Center January 14th and January 16.
Attended a Technical Rescue Leadership meeting at Macomb with Assistant
Chief Tom Shubert. The meeting included the fire chiefs from Macomb,
Monmouth and Galesburg.
Attended the MABAS meeting that was held in Astoria. In that meeting
training through the State Fire Marshall's Cornerstone program was
discussed.
January 27th and the 28th the annual ladder testing was conducted. American
Test Center performed the ladder testing for us. All ground and aerial
ladders were tested with no significant problems found.
Annual Fire Report
Highlights of the report made by Fire Chief Bonnie Crmer.
The number of responses in 2007 were down by 28 calls from 2006. Fire
incidents were up by 15 calls and medical calls were down by 43.
During 2007, there was a drastic increase in fire losses due primarily to the
loss of two business near the square. The fire at the Robert Zook property
located at 144 North Main Street had a fire loss of $340,000 and the fire at
Feasters located at 100 North Main Street had a fire loss of $600,000. The
combination of two incidents accounted for 70.9% of the tota12007 fire loss.

Fire losses during 2007on other fire incidents amounted to $385,350, an
increase of 21.4% from the total fire loss for 2006.
Fires near the square were severe and created a large loss. Both buildings
were razed after the incidents. The fact that each fire was contained to the
building of origin was a huge accomplishment.
Emergency Medical calls were down lightly during 2007. The call load is
still high and simultaneous alarms numbers are significant.
The addition of a full time fire fighter/inspector position receives cost
sharing support though the Staffing for Adequate Fire and Emergency
Response (SAFER) grant program.
There were 197 alarms that were simultaneous with one or more other
alarms. This was a decrease of 10.05%.
Bonnie thanked Kayma Duncan the secretary for her putting this report
together.
Fire Department Budget Overview
Fire Chief Bonnie Cremer mentioned of replacing Squad 1 and Squad 2 with
a Special Response Apparatus.
She explained the different areas of expertise that firefighters specialize in
and how this Special Response Apparatus will be used to assist firefighters
in serving the citizens of the Community.
Alderman Schenck thanked both chiefs for their reports.
Police Department Budget Overview
Police Chief Jeffrey Fritz mentioned his goals an showed his budget for
2008 - 2009.
"Quality of Life" - We dedicate our efforts to reducing crime and the fear of
crime.
Progress -Removed office from West Central Illinois Task Force.
Enhanced training and development of the Search Warrant Entry Team.
Operation Charlotte's Web - 15 arrests (6 Federal charges, 9 State charges.)
Created Police Department Web Page.

Ward Liaisons toured wards identifying and addressing code-related
violations.
Expanded the G.R.E.A.T. Program to include the Families Component.
Proposed, drafted, and enacted Beverage Alcohol Sellers and Servers
Education and Training.

Discussion of Lease Agreement for City owned Zink Farm w/Michael
Krulac.
Alderman Berardi said the city should go ahead and sign the agreement with
Michael Krulac for next year. Probably should make a new agreement and
should be as a bid.
Alderman Lewis mentioned the Canton Lake Master Plan Committee is
going to have their first meeting March 6th at 6:30 pm. at the Historic Depot.

The second meeting will be March 13, at 6:30 p.m. at the Historic Depot.
The public is welcome to attend these meetings, and also those living in the
Lake Area are encouraged to attend.
