In the audience was Jason Myetich from Maurer-Stutz Inc., Rachel Rose. News media of John Froehling from the Daily Ledger, Mark Bixler from WBYS, and Denise Bankes from The Democrat. Public Safety & Traffic Alderman Eric Schenck Police Report. Police Chief Jeff Fritz highlighted his report as follows- ^ The Police Department for a fee of $400.00 per year, is a member of the State of Illinois Central Management System. As a member, the Department is able to procure used and excess equipment at reduced or no cost from the Law Enforcement Support Office in Springfield. During this month, the Department obtained eleven (ll) ballistic helmets, 14 military backpacks, two (2) wool blankets for the jail cells, and two (2) used Automated External Defibrillators all for no cost. The Automated External Defibrillator units are the Powerheart AED G3 models, which brand new, retail for $3,300.00 per unit. This is equipment the Department has not had until now and provides the Department with advanced lifesaving devices that will be in patrol vehicles providing officers the technology to respond to emergency cardiac arrest situations in the community if the need arises. Fire Chief Jeffrey Fritz highlighted his report with the following - ^ An analysis of the NFPA 1710 Response Time Compliance Report shows that 132 (82%) of our alarms required compliance. As you recall, NFPA 1710 requires that we arrive at the scene of an emergency alarm within five (5) minutes of being dispatched 90% of the time. Of the 132 responses requiring compliance, we were in compliance of 98 or 74.2% the alarms. 29 (18%) of the alarms did not require compliance. These are generally service calls or calls that are later determined compliance was not required. Such instances would be an EMS alarm that only required lifting assistance. The following is a summary report of the calls for the month. ^ On December 6, a fire at 598 Old West Vine Street extensively damaged atwo-story home. The family noticed smoke within the home and called 911. FireFighters arrived and found heavy smoke coming from the second story. The seven occupants had evacuated the home. Flames came from the eaves and an upstairs window of the home. Off duty firefighters were called into assist with the incident. Fire crews did an interior attack and quickly extinguished the fire on the second floor. The fire which originated in the roof area surrounding awood-burning stove chimney extended between the rafter spaces into wall and roof area voids of the upper floor. ^ On December 2nd the Aerial Tower responded to assist Lewistown Fire Department with a mutual aid fire in the 285 of South Main Street in Lewistown. The fire originated in the Zemple building but spread to Dan's TV, a two story building south of the Zemple Building. Wind speeds of 35 to 40 miles-per-hour hampered efforts to control the fire. The fire spread through wall openings into the adjacent building. Canton's Tower supplied and Aerial Stream into the roof area of the two story building and brought the fire under control. Page 2 of 8 MECHANICAL COMMITTEE JANUARY 22, 2008 ^ Canton is included in a $1,000,000 Grant received by Fulton, Peoria, Woodford, Tazewell and Knox County. The competitive grant which was received from the National Telecommunications and Information Administration in conjunction with the U.S. Department of Homeland Security is designed to help enhance emergency communications. The 25% matching funds required were provided by the Emergency Telephone Systems Board. I attended several LEPC meetings designed to determine the needs of the County. The meeting determined ways to enhance the chances of being awarded the intemperate communication grant. Joining with other County Agencies improved the changes of being awarded the grant. ^ I attended a presentation at the Highway Department about the Geographic Information System. The meeting briefly explained the capabilities of the Geographic Information System. These presentations are designed to try to determine the needs of Fulton County and how the systems capabilities can be used within the County. ^ The spouses of Canton Firefighters organized a Christmas party at the Canton Fire Department. Those who gathered consisted of a combination of firefighters, retired firefighters and their families. Santa made an appearance and handed out gifts to the children, as seventy people enjoyed the carry in potluck meal held December Stn ^ The Canton Rotary Club exchange student Renato Gomez spent an afternoon at the Canton Fire Department. Firefighters explained their duties, showed Renato the personnel protective gear, equipment used, and apparatus within the fire department. Fire Hose Replacement. ^ Fire Chief Bonnie Cremer requested authorization to purchase the 5- inch supply line hose and adapters from Municipal Emergency Services at a total cost of $9,094.00. Page 3 of 8 MECHANICAL COMMITTEE JANUARY 22, 2008 ^ Bonnie gave the following report -during the annual hose testing of all fire hose, had several sections of 4-inch supply line fail. The large ^ supply line which is ten years old has met its life expectancy. Therefore, additional supply hose is expected to fail during the year through normal use and the next annual testing cycle. ^ Insurance Services Organization requires each apparatus to carry 1200 feet of supply line. To achieve this requirement additional supply hose needs to be purchased. I propose replacing the supply line on one apparatus with 5-inch line since a significant number of hose sections need to be purchased. ^ The purchase of 5-inch supply fire hose and adapters provides for the City's future water supply demands with the department's limited manpower. ^ MOTION: by Aldermen Strandberg/Lewis, approve the request of 5- inch supply line hose and adapters from Municipal Emergency Services at a total cost of $9,094.00, and refer to council. The motion carried by voice vote, and was unanimous. Squad Car -Video Camera. ^ Police Chief Jeffrey Fritz requested to replace two in-car video systems. The department currently has four DocuCam Vhs sytems of which two, the DocuCam IV, are not functioning properly and the manufacturer has discontinued repairing that model. Jeff is wanting to purchase two In-Car Digital Video Systems integrated into a Rear View Mirror. The entire Digital Video System is integrated into a rear view mirror complete with Color Monitor, GPS, Covert Rear Camera, 900 MHz Audio Transceiver, Internal Microphone and Speaker. The cost for these Digital Video Systems is $7,990.00, plus shipping and handling costs of $60,000, for a total cost of $8,050. Paged 4 of 8 MECHANICAL COMMITTEE JANUARY 22, 2008 ^ MOTION: by Aldermen Strandberg/Lewis, approve the purchase of two Digital Video Systems at $7,990.00, plus shipping and handling at a cost of $60.00, for a total cost of $8,050.00. from Digital Alley of Leawood, Kansas; and refer to council. ^ The motion carried by voice vote, and was unanimous. Streets & Garbage Alderman Jason Strandberg East Side Church of Nazarene Alley. ^ Keith Plavec, from Maurer-Stutz Inc. was asked to review this alley request of having it vacated. Keith said they are wanting to add on to their present building as they have purchased the house behind the church. The alley does have a line going through and is owned by AT&T, and the City does not have any utilities in the alley. AT& T had told the church earlier they wanted $4,000 to remove their pole that sits in the alley. If the city vacants the alley they have to grant AT&T an easement. Keith said in his opinion -the city's right-of- way stays. ^ The church already knew the price was $4,000 to remove the pole, they were wanting the city to negotiate on reducing the cost. Question is do you want to? Keith also suggested to vacate the whole alley, not part of the alley. ^ Alderman Sarff asked Keith, how much would it cost for him to do the easement documents? Keith Plavec answered, the estimate is around $2,000, but would check with AT&T to disconnect utility on the west end. ^ Alderman Strandberg said he would talk with them about what took place here tonight. The committee of Public Safety & Traffic adjourned at 6:53 p.m. Page 5 of 8 MECHANICAL COMMITTEE JANUARY 22, 2008 Lake, Buildings & Grounds Alderman Sonya Lewis Canton Master Plan Update. ^ Rachel Rose was hired by the city as A student from the Western Illinois University. She came here in early September and worked from October, November & December on the Master Plan for the Canton Lake area. Rachel said she targeted three areas of concern. ^ The first concern is the campground overhaul, old boat dock needing lots of repair, and to utilize the old beach area as something else. ^ The shower house is not up to code, there is no handicap accessibility. The concrete is cracked, the electrical needs an overhaul as well. Not enough power for the present RV sites and suggested to allow 20 additional sites, making then 60 sites. At its peak, its in full capacity now. You need to draw more people. ^ No picnic shelter is available to the public at the old beach area. ^ SUGGESTIONS: Rachael suggested utilizing the old beach area where swimming use to be, for docking boats for a fee, and utilizing the building that was used for a bath house. Needs upgraded as well. ^ Utilize land around the lake, lot of opportunity, will discuss further ideas for best way to use that land. ^ She will incorporate a focus group that will begin meeting in February, an later on the public will be invited as well. ^ DISCUSSION: Alderman Sarff said to Rachel, I like your outline for the course of action. Are you coming back to ask for increase fee schedule? Rachel said it might take 10 to 20 years to see the improvements and will be working on getting grant funding for some of the projects. ^ Alderman Schenck asked about grants being able for "green' technology. The Illinois Clean Energy Community Foundation. This will take a lot of funding to make this viable. ^ Mayor Heinze asked Rachel if she is working on her master's degree? Rachel answered, this work is her assistantship program at WIU. Page 6 of 8 MECHANICAL COMMITTEE JANUARY 22, 2008 Public Works, Water & Sewer Alderman Jason Strandberg Kilroy Lift Station Liquidated Damages & Final Completion. ^ REPORTING: Keith the subcontractor for Leander Construction will be in Canton from Texas January 24, Thursday, at 9:00 a.m. Keith will give a report to council for the February 5th meeting of the status of action to Leander Construction of 10 day notice. ^ City Attorney Chrissie Peterson said the City of Canton is holding $61,000 retainage for liquidated damages of $28,000 be taken out of the final payment. ^ Keith said that a employee from Leander Construction was at the Council meeting last week, he also was in Keith's office assuring they will get the job done. ^ DISCUSSION: Alderman Strandberg asked, is this the first time for Leander Construction being not diligent? Public Works Director Cliff O'Brien commented that there was another project of the City's they were not. ^ Alderman Stranberg said he felt more comfortable about the decision of February 5th deadline. ^ MOTION: by Aldermen Strandberg/Schenck, forward this to February 5th Council meeting before a decision is made. The motion carried by voice vote, and was unanimous. Resolution -State of Illinois Federal Suplus Program. ^ DISCUSSION: Alderman Strandberg commented that the resolution states -the City of Canton has limited fiscal resources available for the procurement of heavy-duty construction equipment, vehicles, commodities, and other property. The State of Illinois' Federal Surplus Program offers a variety of surplus property at approximately 5-25 percent of the acquisition value, effectively reducing program costs by acquiring items that have been used to their life expectancy or property that must be replaced for safety or economic reasons. Page 7 of 8 MECHANICAL COMMITTEE JANUARY 22, 2008 ^ Police Chief Jeffrey Fritz commented after being ask to do so by Alderman Strandberg -The State Law Enforcement pay $400 for annual fee, which is only for Police. With the Federal Surplus there is no annual fee. If you have adopted a resolution it applies to any department in the City. Jeff said he would have a resolution for later on this issue. Alderman Sarff ask Greg Pollitt the Supt. of the Water Department the level of the Canton Lake and if the wells are turned on? Greg answered, the level of the lake is 53 inches and is gaining due to the run off and the pumps are not on. It cost $.40 cents per 100 cubic feet to run the pumps. The Public Works, Water & Sewer committee adjourned at 7:17 p.m. Alderman Sarff asked for five minute recess before going into executive session. EXECUTIVE SESSION - NEGOTIATIONS, GRIEVANCE & PERSONNEL COMMITTEE TO DISCUSS - PUBLIC WORKS CONTRACT AND FIRE CONTRACT. The executive session began at 7:30 p.m. for discussion of Negotiations of the Public Works Contract and first meeting of the Fire Contract. The executive session adjourned into open session at 7:43 p.m. The regular scheduled Mechanical Committee meeting adjourned at 7:44 p.m. (There was no motion second taken to adjourn.)
