PLEDGE OF ALLEGIANCE OPENED THE MEETING, FOLLOWED BY THE INVOCATION GIVEN BY NANCY WHITES, CITY CLERK. Mayor Heinze asked for roll call at 6:30 p.m. Present – Aldermen Eric Schenck, Joe Berardi, Larry Sarff, Craig West, Kevin Meade, Jason Strandberg, Sonya Lewis. Absent – Alderman Les Carl, who resigned due to ill health on June 29, 2007. Others present – Mayor Rodney W. Heinze, City Clerk Nancy Whites, City Treasurer Kathy Luker, City Attorney Chrissie Peterson, Police Chief Jeffrey Fritz, Fire Chief John Stanko, Public Works Director Cliff O’Brien, Wastewater Treatment Supt. Joe Carruthers, Water Treatment Supt. Greg Pollitt, Keith Plavec engineer Maurer Stutz Inc. and Joe Ginger Video Services. In the audience – Tye Reed, Chris Jump, and one lady by the name Janice, she works for Representative Mike Smith. News media of Journal Star-Jenny Freeman, Dailey Ledger-John Froehling, WBYS-Mark Bixler, Democrat-Wendy Martin. MINUTES OF COUNCIL MEETING HELD ON JUNE 19, 2007. Motion and second by Aldermen West/Lewis, the minutes of June 19, 2007 Council meeting be approved as presented and placed on file. The motion carried by voice vote, and was unanimous. MINUTES OF MECHANICAL COMMITTEE MEETING HELD ON JUNE 26, 2007. Motion and second by Aldermen Meade/Schenck, the minutes of June 26, 2007 be approved as presented and placed on file The motion carried by voice vote, and was unanimous. COMMITTEE REPORTS: Public Safety & Traffic. Council Action None. Streets & Garbage. 1 Council Action rd Bids for Ash Street Improvement from N. Main to 3 Avenue for Phase II.Motion and second by Aldermen Meade/Sarff, to reject acceptance of the low bid by Laverdiere Construction for Ash Street Improvement of Phase II, in the amount of $302,502.60. Discussion. Keith Plavec from Maurer Stutz Inc. said he had talked with the contractor yesterday about his bid and due to amount of entrances and power poles was why the bid was so high. Keith then recommended putting out for bid as Phase III this fall for spring letting. Roll call. AYES – Aldermen Lewis, Strandberg, Meade, West, Sarff, Berardi, Schenck. NAYS – None. 7 AYES, 0 NAYS, 1 ABSENT. Motion carried. 8 Projects for the Enterprise Park from Mark Rothert and Keith Plavec.Motion and second by Aldermen Meade/Schenck, to have cost estimates of the 8 projects for the Enterprise Park, from Mark Rothert SRPED, and Keith Plavec to work with SRPED and his cost to be within the retainage fee. Roll call. AYES – Aldermen Schenck, Berardi, Sarff, West, Meade, Strandberg, Lewis. NAYS – None. 7 AYES, 0 NAYS, 1 ABSENT. Motion carried. Lake, Building & Grounds. Council Action Posting of rules and regulations at both boat docks and entrances in to the lake area. Alderman Lewis stated that discussion had been held on Motion how to post the regulations. and second by Aldermen Lewis/Meade, to allow the posting of rules and regulations at both boat docks and entrances into the lake area. Discussion. Alderman Strandberg ask if we decide what the cost is? Alderman Schenck mentioned that the Double T has examples of what the rules and regulations can be mounted on. Mayor Heinze ask Alderman Schenck if he would be receptive working together on this? Alderman Schenck said he would be willing to work with the Public Works Department for the signage. Roll call. AYES – Aldermen Lewis, Strandberg, Meade, West, Sarff, Berardi, Schenck. 7 AYES, 0 NAYS, 1 ABSENT. Motion carried. Canton Lake Master Plan from WIU. Discussion was not held. 2 Public Works, Water & Sewer. Council Action Central Illinois Energy water rates.Motion and second by Aldermen Meade/Sarff, authorize City Attorney Chrissie Peterson, Public Works Director Clif O’Brien, and Keith Plavec engineer from Maurer Stutz Inc. and Alderman Kevin Meade, to begin negotiations with Central Illinois Energy. The motion carried by voice vote, and was unanimous. COMMUNICATIONS FROM MAYOR HEINZE – th Bid Opening report for 15 Avenue. Keith Plavec engineer with Maurer Stutz Inc. three bidders – Laverdiere Construction, R. A. Cullinan, and Otto Baum. The engineer’s estimate was $235,150.00. The low bidder was R. A. Cullinan of $234,023.64. Laverdiere Construction was approximately $1,500 over engineer’s estimate and Otto Baum was $120,000 over engineer’s estimate. This is not the type of work Otto Baum does day in and day out. R. A. Cullinan has the lowest bid and they are a good company, would recommend acceptance. Motion and second by Aldermen Sarff/Meade, to accept the low bid of R. th A. Cullinan in the amount of $234,023.64 for 15 Avenue improvements. Roll call. AYES – Aldermen Schenck, Berardi, Sarff, West, Meade, Strandberg, Lewis. NAYS – None. 7 AYES, 0 NAYS, 1 ABSENT. Motion carried. Jones Park Report. Mayor Heinze mentioned that Jones Park looks great this year. A number of caretakers serve on Monday - Jane Brewer & Mary Lou Kuchan, Tuesday – Jackie Trotter & Carla Murray, Wednesday – Sally Hart & Mary Virag, Thursday – Chris Brewer & Shellie Spencer, Friday – Phyllis Jarvis & Terry Meade. Carol Kohler did not list her name, but she also is their almost every Saturday. They water, weed, pick up trash, and sweep. The young people are respectful of the property. In the past there was vandalism in the park, now none. Aldermatic Communications. Mayor Heinze read the following letter of resignation from Alderman Leslie Carl. Dated June 29, 2007. Your Honor Mayor Heinze, with much regret and a heavy heart I feel I must resign my responsibilities as third ward Alderman, City of Canton, Illinois, because of health reasons. 3 I deeply appreciate the privilege of working with you Mayor Heinze and members of the Canton City Council. The citizens of Canton have been fortunate in having excellent department heads and staff working on their behalf. May God bless your endeavors in the future. Leslie Carl Mayor Heinze mentioned that Les called us friends, and we call him our friend. He was a great alderman, and was the finance chairman for many, many years. He was a joy to work with him. Citizens would be very proud of him taking care of your money, as he never wanted to waste your money. He was easy to work with and cooperative. I will appoint someone with the Aldermen’s advice and consent in the future. Motion and second by Aldermen Sarff/Strandberg, to reluctantly accept Alderman Carl’s resignation. Roll call. AYES – Aldermen Lewis, Strandberg, Meade, West, Sarff, Berardi, Schenck. NAYS – None. 7 AYES, 0 NAYS, 1 ABSENT. Motion carried. OLD BUSINESS: None. NEW BUSINESS: RESOLUTION – ASCERTAINING THE PREVALING RATE OF WAGES FOR LABORERS, MECHANICS, AND OTHER WORKMEN EMPLOYED IN ANY PUBLIC WORKS BY THE CITY OF CANTON. Motion First reading, read by title. and second by Aldermen Sarff/Meade, the resolution be adopted. Roll call. AYES – Aldermen Schenck, Berardi, Sarff, West, Meade, Strandberg, Lewis. NAYS – None. 7 AYES, 0 NAYS, 1 ABSENT. The Resolution being #3814. ORDINANCE – AMENDING SECTION 6-4-2(L) GENERAL REGULATIONS AND LICENSING; REDEMPTION OF IMPOUNDED ANIMAL (IN CREATING SECTION 6-4-2 (R) (GENERAL REGULATIONS AND LICENSING; FEES) OF THE CANTON MUNICIPAL CODE.Motion First reading, read by title. and second by Alderman Schenck/Strandberg, to suspend the rules for passing the ordinance on first reading. Discussion. Alderman Schenck mentioned 4 that there is a need to get the animals moved up to the new facility, and there is a new rate structure on retrieving animals. Roll call. AYES – Aldermen Lewis, Strandberg, Meade, West, Sarff, Berardi, Schenck. NAYS – None. 7 AYES, 0 NAYS, 1 ABSENT. Motion carried. Motion and second by Aldermen Schenck/West, the ordinance be placed on its passage. Roll call. AYES – Aldermen Schenck, Berardi, Sarff, West, Meade, Strandberg, Lewis. Ordinance being #1907. th Mayor Heinze announced to recessed this meeting to Tuesday July 10, at 6:25 p.m. for the reason of voting on legal counsel to represent the City of Canton on the violations at the Wastewater Treatment Plant. Motion and second by Aldermen Strandberg/Lewis, to recess the council th meeting to Tuesday July 10 beginning at 6:25 p.m. to vote on hiring legal counsel. Roll call. AYES – Aldermen Lewis, Strandberg, Meade, West, Sarff, Berardi, Schenck. NAYS – None. 7 AYES, 0 NAYS, 1 ABSENT. Motion carried.
