Alderman Eric Schenck
Mayor Rodney Heinze called the meeting to order at 6:30 p.m.
Aldermen in attendance – Eric Schenck, Joe Berardi, West, Carl, Meade,
Strandberg, Lewis. Absent – Larry Sarff.
Others in attendance: Mayor Rodney W. Heinze, City Clerk Nancy Whites,
City Treasurer Kathy Luker, Interim City Attorney John McCarthy, sitting in
for Police Chief Jeffrey Fritz was Detective Dan Taylor, sitting in for Fire
Chief John Stanko was fireman Tom Shubert, Wastewater Treatment Supt.
Joe Carruthers, Water Treatment Supt. Greg Pollitt, Zoning Officer Clark
Wilson, Street & Garbage Supt. George Spahn, Video Services by Joe
Ginger. Audience – George Hall, Tye Reed, Rex Still from the Fulton
County Health Department, Daily Ledger representative John Froehling,
Pete Livers, fireman Mark Moravek.
Police Report.
Detective Dan Taylor was sitting in for the Police Chief
Jeff Fritiz who was in Peoria for a IDOT grant meeting. Last week was
National Memorial Week. The Rotary Club sponsored the “Policeman of
the Year” award. Joey Boggs won the award for Policeman of the Year and
Alvin Bartlet and Julie Moll won Auxiliary of the Year.
K-9 Halo and Officer Mark Freehill have finished their training last Friday.
The day Halo arrived in town the police department executed a search
warrant and recovering was over 3 oz. cannabis.
Fire Report.
Fire Chief John Stanko was on vacation and fire fighter Tom
Shubert sat in for him. The department has been doing some night testing
all of last week and will be done the end of this week.
The Elks Club had a free meal to honor all city employees on April 18.
West Nile.
Alderman Berardi wants to know the status of the creek on the
CSO progress for Village Square. Alderman Berardi then ask for George
Hall to address the committee for the Village Square group. George said he

use to live at 1215 E. Myrtle Street where the creek ran in his back yard.
Now he said he lives at 1245 Juniper Street. George said he sent a letter on
May 17 to Wastewater Treatment plant Supt. Joe Carruthers and a carbon
copy to Public Works Director Clif O’Brien, Mayor Rodney Heinze, and
Chairman of the committee former Alderman Jim Hartford about the CSO 5
that runs through the subdivision. And how the water in this creek should be
sampled. My questions are 1)What kind of procedure or traps are going to

be done for 11 & Myrtle? 2)How is the City going to create a notification
system? George further stated, if you do not advertise in the paper you
should notify the people in the area when it test positive for West Nile. And
you need to larvicide that stream. Wastewater Treatment Supt. Joe

Carruthers mentioned that spraying has been done at 11 & Myrtle and has
been larvicide yesterday. Five additional traps were placed out today. Gary
Roudebush has agree to allow the traps being set on his property that runs
into the creek bed.
Zoning Officer Clark Wilson mentioned that the caliber of spraying is
always on line. Dustin Pollitt and I have larvicide with us. We spray when
we see a pool of standing water. We work hand in hand with the Fulton
County Health Department.
Alderman Schenck ask who takes the lead on public education when we
have a hazard situation?
Rex Still from the Fulton County Health Department spoke about his
position of handling West Nile. Citizens have to take some responsibility
themselves of the problem when it occurs. Just to random spray will not
solve the problem. If the city council wants to establish another way of
communication, that is find with us.
Alderman Berardi said the people should be notified. Rex Still said, the city
needs to come up with a way for it to be done.
Mayor Heinze ask how far away from the site West Nile is do you spray?
Rex Still answered, some say 15 feet or even ½ mile area.
Alderman Strandberg asked, if what you want to do on notification is go
door to door? Alderman Berardi said, if you have a positive reading, tell
everyone where it is.
Alderman Schenck suggested a education campaign be done of what might
be a threat, and inform council.

Nothing listed on the agenda. Alderman Meade reminded the citizens of
Gabby Days on June 2 & 3.

Lake, Buildings & Grounds
Alderman Sonya Lewis
Improvements & repairs to city owned building at the lake area.
Alderman Carl mentioned the “outhouse” is unusable and needs to be
replaced, as a tree fell on it.. Last year we had a budget of $40,000 in lake
development funds. We have $24,000 remaining. I would like to see us use
that $24,000 for improvements to the lake area. He wants a pavilion to be
built by the old boat dock, electrical upgrades to the camp grounds, place
benches along the lake road periodically. A lot of the lake you can’t see
because a lot of the trees have fallen, and they block the view of the lake.
Two years ago the University of Illinois marked the unwanted trees. The
city did nothing. Would like to see a program started to see the lake by
removing those trees. The $24,000 could do all this work.
Motion by Alderman Carl/Lewis, designate $24,000 to improve the lake area
by constructing a new outhouse, build a new pavilion by the old boat dock,
electrical upgrades to the campground area, benches periodically along the
lake road with funding that is remaining. Discussion. Alderman Schenck
wants to tear the old out house down, get recommendations from staff or
Maurer Stutz Inc., whether be a good sight or another site. Alderman Carl
said the funds are restricted funds, the are for lake use only. Water
Treatment Supt Greg Pollitt said it makes sense to rebuild there as the tanks
are there, all other things needed are there, and the concrete also is there.
Need to bring up to code when building. Alderman Carl mentioned that
when the old one was built AutoBaum donated most of the work. The city
had to pay very little for construction. Alderman Lewis mentioned, the city
sign just as you come in to the lake area is needing repairs. Alderman
Schenck wanted to know where the plan was for the pavilion? Know one
knew. Alderman Schenck said that last year he recommended a proposal for
Maurer Stutz Inc. to draw up a “Master Plan” for the lake area at a cost of
$5,000. Alderman Schenck said to start by the out house being torn down,
replace, revisit the rest of improvements, see if enough funds, an make it a
priority of what we do next. Mayor Heinze said you can come up with a

plan after you begin the work. Alderman Carl said the problem is we have
done nothing.
Alderman Schenck offered an amendment to the motion, lets start by the out
house being removed, contract to replace it, use constructional guidelines for
the most recent outhouse, and visit the remaining items that Alderman Carl
had pointed out in his motion. No second was offered. The amended
motion failed.
The original motion and second carried by voice vote, was not unanimous,
as Alderman Schenck voted no.
Alderman Schenck said he had talked with Western Illinois University
Recreation Park & Tourism group, to offer a suggestion to invite them to
come to the next Clerical Committee meeting, to develop a “Master Plan”
for the lake area. This “Master Plan” would set priorities we want to do for
the lake area, and to develop funding strategy. This could be a graduate
student project, which could cost very little for the city. Lets do this way
rather than “hodge podge”.
Alderman Carl said he had noticed the “recycling center” and was very
dismayed when he seen the condition. Shingles, plastic bottles plastic bags
were littering the area. The signs says, “no dumping”. Feels will loose to
citizenry if it isn’t stopped. Alderman Lewis said she had talked with Public
Works Director Clif O’Brien about the problem, so he is aware of it.

Public Works, Water & Sewer
Alderman Kevin Meade
Jetter Truck.
Alderman Meade said the truck will do the cleaning of the

city sewers. The cost will be somewhere around $250,000. and
second by Aldermen Schenck/Strandberg, for Clif O’Brien to seek amount
of cost for the jetter truck. Discussion. Alderman Meade said we have an
October 2008 deadline for cleaning and televising the areas. The motion
carried by voice vote, and was unanimous.
Motion
and second by Aldermen Schenck/Strandberg, to go out for bids to
do additional monitoring of that sewer shed. Discussion. Alderman Carl
wanted to know how many feet this will be? Wastewater Treatment Supt.

Joe Carruthers said 1/3 of Kilroy Lift Station is completed. The majority is

yet to be done. Alderman Carl ask if the funds could come out of Bonding
money? City Treasurer Kathy Luker said they could. Wastewater
Treatment Plant Supt. Joe Carruthers said, the intent is to have the whole
sewer shed televised and looked at to remove the sanitary sewer connection
that are on the storm collection system. This is not for the whole system,
will come back for more funding. Joe said he could find out those exact
figures and how many feet will be done. Alderman Meade said the rough
guess is $200,000. The motion carried by voice vote, and was unanimous.
Citizens comments.
George Hall reported that only $3,000 in cost was all

that was spent to clean that area of 11 & Myrtle. Since that first time, no
action has been done since out there. If you don’t start your cleaning by
next month or so, you will not get done by 2008. If you don’t meet this

date, you’ll have to treat 11 & Myrtle. It will out weight your expenses on
televising and cleaning. If you don’t do the televising and cleaning you will
not know how much money you will need in your budgets.
George ask if city employees get to use city vehicles for personal use?
Mayor Heinze ask, what is personnel use? George said, most city’s have a
policy.
Alderman Meade said some employees are on call as Public Works Director
Clif O’Brien’s vehicle goes home with him. George remarked, if your not
reporting on their W-2’s you are in trouble, as this increases the liability on
the city. You need a city logo on each vehicle. Alderman Berardi ask for a
“Point of Order” and told George to address his remarks to the chairman.
Aldermen Meade told George Hall we can find out answers and will bring
the information to the next Mechanical Committee meeting. George told
Alderman Meade that would be find.
The Public Works, Water & Sewer Committee adjourned at 7:45 p.m.
The Mechanical Committee meeting adjourned at 7:45 p.m. without a
motion or second.
