Mayor Heinze asked for roll call at 6:30 p.m. Present – Aldermen Joe
Berardi, Jim Hartford, Craig West, Larry Sarff, Kevin Meade, Les Carl, Eric
Schenck, Sonya Lewis. Absent – None.

missing and will be presented.) The motion carried by voice vote and was
unanimous.

Council Action
Emergency Operation Plan. Motion
and second by Aldermen
Schenck/Sarff, to adopt the Emergency Operation Plan as presented by Fire
Chief John Stanko. Discussion. John Stanko explained what the plan is
about. It is a operation plan for the city in event of emergency, and the roles
each of the officials would be assigned. Mayor Heinze mentioned that
Richard Fairburn of the State Police reviewed the plan and very few changes
were made to it. Richard also had mentioned how well it was put together
by the two chiefs. The motion carried by voice vote, and was unanimous.

AldermanHartford sent the GIS Mapping back to the

Spoon River Scenic Drive use of Jones Park 2007. Motion
and second
by Aldermen Hartford/Lewis, to approve the use of Jones Park for the Spoon
River Drive for 2007. The motion carried by voice vote, and was
unanimous.
COMMUNICATIONS FROM MAYOR HEINZE –
Canvass of the Votes. City Clerk Nancy Whites told the council
members that the Election Laws have changed on how the canvass is done
today. The County Clerk Jim Nelson does the canvassing and sends the
results to City Clerk Nancy Whites, and she then reports to council the
canvass. And City Council has to accept the report.

John Stanko Fire Chief, was asked to comment on the need for carbon
monoxide detectors by Mayor Heinze. John reported, a detector is to save
your life, as it is odorless, colorless, and people think they are sick with the
flu, actually sometimes it can be carbon monoxide. Roll call. AYES –
Aldermen Berardi, Hartford, West, Sarff, Meade, Carl, Schenck, Lewis.

RESOLUTION – APPROVING AN AGREEMENT BETWEEN THE
CITY OF CANTON AND ASFCME LOCAL 1372.

Alderman Carl asked for the department heads to review their budgets and
report to the Finance Committee meeting March 13, 2007 for some
respective cuts as the City is facing a deficit of $400,000.

PERSONNEL COMMITTEE – TO DISCUSS PUBLIC WORKS
NEGOTIATIONS. Motion

into executive session to discuss Public Works Negotiations. Roll call.

The regular scheduled council meeting convened for executive at 6:55 p.m.
Those invited to stay for executive session were all elected officials, City
Attorney Chrissie Peterson, Public Works Director Clif O’Brien, Water
Treatment Plant Supt. Greg Pollitt, Wastewater Treatment Plant Supt. Joe
Carruthers.
The regular scheduled Council meeting reconvened into open session at 7:39
p.m. to adjourn.
