A regular meeting of the Canton City Council was held on February 6,

2007in the Council Chambers at 50 North 4 Avenue Canton, Illinois.
PLEDGE OF ALLEGIANCE OPENED THE MEETING FOLLOWED BY
THE INVOCATION GIVEN BY NANCY WHITES CITY CLERK.
Mayor Heinze asked for roll call at 6:30 p.m. Present – Aldermen Joe
Berardi, Jim Hartford, Craig West, Larry Sarff, Kevin Meade, Les Carl,
Sonya Lewis. Absent – None.
MINUTES OF COUNCIL MEETING HELD ON JANUARY 16, 2007.
Motion
and second by Aldermen West/Sarff, the minutes of January 16,
2007 Council meeting be accepted and placed on file. The motion carried
by voice vote, and was unanimous.
MINUTES OF MECHANICAL COMMITTEE MEETING HELD ON
JANUARY 23, 2007. Motion
and second by Aldermen Hartford/Lewis,
the minutes of January 23, 2007 Mechanical Committee meeting be accepted
and placed on file.
COMMITTEE REPORTS:
Public Safety & Traffic.
Council Action
Motion
and second by Aldermen Schenck/Berardi, to approve purchasing a
new K-9 in the amount not to exceed $7,000 and the cost of training the
officer for 10 weeks at $1,000, and paid from the Asset Forfeiture Fund and
State Farm Grant. Discussion. Alderman Schenck commented that Roko
the current K-9 has had several surgery’s on his back, and may not be very
active in the future. Roll call. AYES – Aldermen Lewis, Schenck, Carl,
Meade, Sarff, West, Hartford, Berardi. NAYS – None. 8 AYES, 0 NAYS,
0 ABSENT. Motion carried.

Council Action
Development of Master Plan for Canton Lake “Parkway.” Motion
and
second by Aldermen Schenck/Hartford, to hire Phillips & Associates
Architects Inc. for up to $5,000 of Lake Development Funds to solicit input
from as many sources as possible to develop preliminary ideas, sketches, and
perhaps site plans for the development over a long period of time for the
Canton Lake. Discussion. Alderman Schenck mentioned that improvements
can be made along the west shore line at a cost of $1,000.00. Alderman Carl
wants to use the funding to make improvements to the camp ground area.
Alderman Berardi said he wants the Park District to join in having the
greenway trails all through this area. Alderman Berardi suggested sending
the request to the Finance Committee. Alderman Carl said this is not a
budgeted item. City Treasurer Kathy Luker said there was $40,000 in the
Lake Improvement account for this fiscal year. Alderman Sarff said he sees
both sides and kind of agrees with Alderman Schenck. We need someone
who has various sources to determine priorities, as we don’t have anybody
on staff that can take this on, and I will be supporting Alderman Schenck’s
proposal. Roll call. AYES – Aldermen Hartford, Sarff, Schenck Lewis.
NAYS – Aldermen Berardi, West, Meade, Carl. 4 AYES, 4 NAYS, 0
ABSENT. Mayor Heinze voted NAY to break the tie vote. Motion defeated.
Cost of Feasibility Study from Maurer Stutz Inc.

mentioned to figure the cost of a preliminary engineering study for 20

Avenue and 11, connecting road via lake watershed, be refered to the
Finance Committee.
Submit application for C-2000 program through Illinois Department of
Natural Resources. Motion
and second by Aldermen Schenck/Hartford, to
submit an application for the C-2000 program to the Department of Natural
Resources of a Forestry and wildlife habitat site for Canton Lake Robin
Hood watershed. Alderman Schenck said we are eligible for a $9,000 grant

program. by Alderman Carl/West, amend the motion to have both
this site and the western site to be included in the application. Alderman
Schenck said the forester did not look at the western shore line and the cost
is $7.00 an acre for that forest plan. Roll call. AYES – Aldermen Lewis,

AYES, 0 NAYS, 0 ABSENT. Motion carried.
Voting on the motion to submit an application for the C-2000 program to the
Department of Natural Resources of a forestry and wildlife habitat site for

COMMUNICATIONS FROM MAYOR HEINZE-
Mayor Heinze
mentioned that the snow removal ordinance states “It shall be unlawful to
park any vehicle on any public street in the City at any time within twelve
(12) hours after a snowfall of three inches (3”) or more has occurred.” The
city needs to plow the streets, and you will be in violation if you don’t
remove your car. Police Chief Jeffrey Fritz said after the twelve hour time
limit then you can park back on the street.
Employee Correspondence. Mayor Heinze said he received a retirement
letter from Fire Chief John Stanko. Retirement date has not been set but
would hope the new chief would be hired before June, 2007. John plans to
work for MABAS and will do some driving for them but will continue to
live in Canton. John thanked former Mayor Donald Edwards for having
faith in him to appoint him as the Fire Chief. The letter noted the
accomplishments made by John since becoming the chief. John mentioned
that he has 32 years of service with the city and 8 years as Fire Chief. John
plans to work for MABAS when he retires from the city. John mentioned
we have truly great fire fighters. All fire fighters were at the City Council
meeting and also John’s wife Pat to offer their support to him.
Congratulations John, thank you for your excellent service to the City of
Canton and the very best to you.
OLD BUSINESS:
ORDINANCE – PURSUANT TO ARTICLE 65 ILCS 5/5 et.seq. OF
THE ILLINOIS COMPILED STATUTES DIRECTING THAT THE

QUESTION “SHALL THE CITY OF CANTON, ILLINOIS ADOPT
THE MANAGERIAL FORM OF MUNICIPAL GOVERNMENT?” BE
PLACED ON THE BALLOT FOR DETERMINATION BY THE
CITIZENS OF CANTON, ILLINOIS AT THE NEXT GENERAL
ELECTION.Motion
Second reading, read by title. and second by
Aldermen Berardi/Carl, the ordinance be placed on its passage. Roll call.
AYES – Aldermen Lewis, Schenck, Carl, Meade, Sarff, West, Berardi.
NAYS – Alderman Hartford. 7 AYES, 1 NAY, 0 ABSENT. Motion
carried. Ordinance being #1897.
NEW BUSINESS:
RESOLUTION – DESIGNATING ONE (1) HANDICAP PARKING
SPACE AT 61 WEST ELM STREET CANTON ILLINOIS.

unanimous. Resolution being #3783.
RESOLUTION – REQUESTING CLARIFICATION OF THE
STATUS OF THE BNSF RAILWAY FROM MAPLE STREET
WITHIN THE CITY OF CANTON, ILLINOIS TO BRERETON,
ILLINOIS. Motion
First reading, read by title. and second by Aldermen
Hartford/Meade, the resolution be adopted. The motion carried by voice
vote, and was unanimous. Resolution being #3784.
