in Council Chambers at the Historic Depot, 50 North 4 Avenue, Canton,
Illinois.
PLEDGE OF ALLEGIANCE OPENED THE MEETING FOLLOWED BY
THE INVOCATION GIVEN BY NANCY WHITES, CITY CLERK.
Mayor Heinze asked for roll call at 6:30 p.m. Present – Aldermen Sonya
Lewis, Eric Schenck, Les Carl, Larry Sarff, Craig West, Jim Hartford.
Absent – Aldermen Kevin Meade, Joe Berardi.
MINUTES OF COUNCIL MEETING HELD ON DECEMBER 19,
2006. Motion
and second by Aldermen West/Hartford, the minutes of
December 19, 2006 be accepted and placed on file. The motion carried by
voice vote, and was unanimous.
MINUTES OF MECHANICAL COMMITTEE MEETING HELD ON
DECEMBER 26, 2006. Motion
and second by Aldermen
Hartford/Schenck, the minutes of December 26, 2006 be accepted and
placed on file. The motion carried by voice vote, and was unanimous.

Council Action
Ballistic Vest 6 Armor Express Halo Level IIIA. Motion
and second by
Aldermen Schenck/Hartford, to approve the purchase of six (6) Armor
Express Halo Level IIIA vests from the Ray O’Herron Company of
Danville, Illinois in the amount of $1,824.44. Roll call. AYES – Aldermen
Hartford, West, Sarff, Carl, Schenck Lewis. NAYS – None. 6 AYES, 0
NAYS, 2 ABSENT. Motion carried.
Upgrading of Recording /Video Security System. Motion
and second
by Aldermen Schenck/Lewis, to approve the purchase of one (1) 16 –
Channel DVR with PC interface, CD backup 120 fps. 5OO GB storage for
the Communications Center in the amount of $4,999, and paid from the
Depreciation Account; also Two - 20” Flat panel CCTV System Monitors,
Two - Black & White Dome Cameras, One – Color In-Wall Dome Camera,

and One Recordable DVD Drive for the total amount of $2,536.000 and
paid from the Bell Jar Fund. Roll call. AYES – Aldermen Lewis,
Schenck, Carl, Sarff, West, Hartford. NAYS – None. 6 AYES, 0 NAYS, 2
ABSENT. Motion carried.
Personal Protective Equipment Purchase. Motion
and second by
Aldermen Schenck/Sarff, to approve the purchase of one (1) set of personal
protective equipment in the amount of $1,709.70 from Municipal
Emergency Services. Roll call. AYES – Aldermen Hartford, West, Sarff,
Carl, Schenck, Lewis. NAYS – None. 6 AYES, 0 NAYS, 2 ABSENT.

COMMUNICATIONS FROM MAYOR HEINZE – Oath of Office to
fireman Robert Moravek.
Mayor Heinze asked for Fire Chief John
Stanko to give information on how to become a fireman in the City of
Canton. Mayor Heinze then asked for Robert Moravek to mentioned his
work schedule of how he got here tonight. Then City Clerk Nancy Whites
gave the oath to Robert Moravek.

Mayoral Appointment – Comprehensive Plan. Motion
and second by
Aldermen Sarff/West, the appointments be confirmed for the
Comprehensive Planning and Steering Committee of Alderman Kevin
Meade, Alderman Eric Schenck, GM Mechanical Steve Joachim, Mid-
America National Bank Kevin Stephenson, Carol Davis, Radio Shack Karen
Maurer, SRPED Mark Rothert. Roll call. AYES – Aldermen Lewis,
Schenck, Carl, Sarff, West, Hartford. NAYS – None. 6 AYES, 0 NAYS, 2
ABSENT. Motion carried.
Mayoral Appointment – Jones Park/Spoon River Drive. Motion
and
second by Aldermen Carl/West, the appointments be confirmed for the Jones
Park and Spoon River Drive Ad Hoc Committee of Public Works Director
Clif O’Brien, Alderman Jim Hartford, SRPED Mark Rothert, Mayor’s
Secretary Carol Kohler, Business owner Shirley Franzoni. Discussion.
Alderman Sarff asked if any of those new members are on the Spoon River
Drive Association? Mayor Heinze said he believed they were not. He also
said he was not opposed to the suggestion. Alderman Sarff said someone
from Canton should be named to this committee. Motion and second agreed
on the additional appointment of Norma Wheeler who is the representative
for Canton Spoon River Drive and Alderman Sonya Lewis to the committee.
Roll call. AYES – Aldermen Lewis, Schenck, Carl, Sarff, West, Hartford.
NAYS – None. 2 ABSENT. Motion carried.
OLD BUSINESS:
ORDINANCE – RE-ZONING CERTAIN PROPERTY OF MAX T.
KUMER, TRUSTEE OF THE KUMER CONSTRUCTION TRUST,
DATED AUGUST 14, 2003, TO AN R-2 ZONING CONFIGURATION.
Motion
Second reading, read by title. and second by Aldermen Hartford
/Sarff, the ordinance be placed on its passage. Roll call. AYES – Aldermen
Lewis, Schenck, Carl, Sarff, West, Hartford. NAYS – None. 6 AYES, 0
NAYS, 2 ABSENT. Motion carried. Ordinance being #1896.
RESOLUTION – APPROVING AN AGREEMENT FOR PIPELINE
CROSSING WITH KEOKUK JUNCTION RAILWAY COMPANY
AND APPROVING PAYMENT. Motion
Second reading, read by title.

and second by Aldermen Hartford/Sarff, to send the resolution to the Legal
& Ordinance Committee. Discussion. Alderman Hartford commented that
City Attorney Chrissie Peterson had mentioned to him that she called them
several times for the new resolution to change the dollar amount of $500.00
to $1.00. The new resolution has yet to be received. The motion carried by
voice vote and was unanimous.
