ORDINANCE NO. 4244
AN ORDINANCE AMENDING THE DUTIES OF CITY TREASURER UNDER
SECTION 1-11-12 OF THE CANTON MUNICIPAL CODE
WHEREAS, the City of Canton, Fulton County, Illinois (the "City") is an Illinois non-
home rule municipal corporation, established in accordance with the constitution of the State of
Illinois of 1970;
WHEREAS, Title 1, Chapter 11 of the Canton Municipal Code (the "Code") contains
provisions related to the City Treasurer's duties in relation to the City's budget, appropriation and
levy (See Code § 1-11-12);
WHEREAS, the City Council of the City of Canton has determined that it is necessary
and in the best interest of the City to amend and update the duties of City Treasurer and amend
Section 1-11-12 of the Code following recent revisions to Title 1, Chapter 25 (Ordinance No.
423 8);
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF CANTON, FULTON COUNTY, ILLINOIS AS FOLLOWS:
Section 1. That the City hereby finds as fact the recitals set forth above and incorporates said
recitals herein as though fully set forth.
Section 2. That Section 1-11-12 of the Canton Municipal Code is hereby amended by replacing
said Section 1-11-12 in its entirety to state the following:
1-11-12: BUDGET,APPROPRIATION AND LEVY:
If not appointed as the Budget Officer, it shall be the duty of this office to assist the Budget
Officer in preparing the City's budget for all city departments and offices. In the
implementation thereof, this office shall have the further power and duty to assist in
administering all necessary bookkeeping procedures, assure compliance with the budget
and recommend implementation of cost cutting measures in all departments. It shall be the
further duty of this office to assist the Budget Officer in preparing the drafted budget herein
contemplated within sufficient and reasonable time prior to approval of the budget by the
City and to thereafter make the same available to the Mayor and each member of the City
Council, and with copy thereof to be filed with the city clerk of this city. It shall further be
the duties of this office to ensure that applicable deadlines are being met for purposes of
adopting the annual budget. In the interest of the budget and control of the finances of the
City,it shall be the further duty of this office to timely prepare, or assist the Budget Officer
in preparing, the annual levy ordinance of the City for presentment to and adoption by the
corporate authorities of the City.
Section 3. That all ordinances or parts thereof in conflict with this Ordinance are hereby expressly
repealed.

Section 4. If any part or parts of this Ordinance shall be held to be unconstitutional or otherwise
invalid, such unconstitutionality or invalidity shall not affect the validity of the remaining
provisions of this Ordinance.
Section 5. That this Ordinance shall be in full force and effect from and after its passage and
approval as provided by law.
