Motion and second were made by Alderperson Hale/Lovell to table item 1 listed as discuss,
consider and vote on bids for lots 12-20 of Old Beach Addition to Canton Lake. Item #9 listed on
the legal and ordinance committee as discuss, consider and vote on amending title 3, chapter 8
(intoxicating liquors) of the Canton Municipal code to allow for a brewery and/or winery license
will be discussion only.

DISCUSS, AND CONSIDER THE BIDS FOR LOTS 12-20 OF OLD BEACH ADDTION TO CANTON
LAKE
Jed Rhoades, Royce Jones and John Davis were at the meeting to address any questions
regarding their bids for lots 12-20 of Old Beach Addition to Canton Lake.
Alderperson Lingenfelter asked for clarification on the comment from Jed Rhoades that was
made at the previous meeting on the length of time he was working on the development plans
at the lake. Jed previously commented that he worked on the development plans for the last
12 months. Jed further explained that he came to the city last year to start the conversation.
Jed and Royce brought the idea of purchasing the property and the development to the City last
yea r.
Jed further stated that he would make copies to provide to everyone for the financial impact
statement. Jed explained that a financial impact statement is simply an educated guess. The
proposal includes offering nine individual lots-with a guarantee of 5 lots that could be
developed.

The city received an offer from Hitchcock Scrap Yard for the generator that is no longer working.
Hitchcock will weigh the generator so payment can be issued on a per ton basis.

The proposed agreement was reviewed by both Attorney Jump and all suggested modifications
were made in the final agreement.

accounting services.

DISCUSS, CONSIDER AND VOTE ON AN ORDINANCE AMENDING THE DUTIES OF THE CITY
TREASURER UNDER SECTION 1-11-12 OF THE CANTON MUNICIPAL CODE. (1ST READING)
DISCUSS, CONSIDER AND VOTE ON AN ORDINANCE AUTHORIZING AND DIRECTING THE
PURCHASE OF CERTAIN REAL ESTATE LOCATED ON OR NEAR LOCUST STREET FROM AMEREN
ILLINOIS COMPANY. (1ST READING)
Ameren reached out to Attorney Jump regarding the property on Locust Street that is adjacent
to the property that the city already owns. There is currently a lease that the city has from
Ameren that some of the public works department uses. The agreement is for the City to
purchase this property for$1.00
DISCUSS, CONSIDER AND VOTE ON AMENDING TITLE 3, CHAPTER 8 (INTOXICATING LIQUORS)
OF THE CANTON MUNICIPAL CODE TO ALLOW FOR BREWERY AND/OR WINERY LICENSES (1sT
READING
Attorney Jump explained that the amendment will allow for a class MB (Micro Brewery) and a
class W (Winery) liquor license. The license would allow for on premise consumption of alcohol.
This would include beer, wine and spirits. It would allow for the sale at retail of beer for off
premise. Many micro- breweries will sell growlers. They would need to provide proof that they
have the authority to produce either beer or wine.
Attorney Jump will work with the developer's attorney on the liquor license requirements.
The council will be able to determine the number of licenses that will be allowed within the city.

which would require a street closure on Holly Street between 4t" and 5t"Avenue.

DISCUSS,CONSIDER AND VOTE ON A SPECIAL EVENT LIQUOR LICENSE AND ROAD CLOSURE FOR
THE TASTE OF CANTON TO BE HELD SEPTEMBER 26, 2021.
The event will be located downtown with a road closure to have both the west and the east
streets around the square closed for food vendors and business booths. There will be a
designated area in the parking lot directly across from City Hall for liquor. White Oaks will be
submitting their liquor license application to the city. Approval will be pending receipt and final
approval of the liquor license application.

liquor license and road closure for the Taste of Canton to be held September 26, 2021 pending
receipt/approval of the liquor license application.

ADJACENT HOMEOWNERS.
Engineer Plavec spoke to the park district director Jon Johnson and received confirmation that
they will not be utilizing the area and did not see any problem vacating the right of way. The cost
of the survey to vacate the alley is approximately $550.00. Attorney Jump said the city would
need a formal ordinance to vacate the road on Cass & Avenue E. Attorney Jump said he could
draft the ordinance and have the owner pay the cost of the survey instead of having the city incur
the expense.
Motion and second were made by Alderperson Fritz/Lovell to propose to the homeowner that
they pay for the cost of the survey and to authorize Attorney Jump to draft an ordinance to bring
back to the next meeting.

DISCUSS, CONIDER AND VOTE ON AN ORDINANCE ANNEXING LAKE CANTON (Vt READING)
A draft ordinance was prepared for the annexation and the plats were at the meeting for
everyone to review. Notices will be sent out to the township officials. A notice of the hearing
will also be provided. Once the ordinance is adopted the ordinance and plats will be recorded,
appropriate notice will be provided and the area will be annexed into the city. All of the area
being annexed is owned by the City of Canton and nobody is inhabiting any of the area being
annexed. The area being annexed is primarily the lake and the lots that are part of the bidding
process.

BOOK SIGNING
On July 24, 2021 from 10:00am to 2:00pm at the historic depot there will be a public book signing.
The book is about the history of the first railroad in Fulton County.
Mayor McDowell thanked retired city employee Chuck Jarvis for all of his working painting and
doing some repair work at the depot.
CITY-WIDE CLEANUP
The City-wide cleanup days will be held September 8-11th. The hours will be extended this year
so it will be available longer over the weekend.
46th ANNIVERSARY OF CANTON TORNADO
Friday, July 23, 2021 is the 46th anniversary of the tornado that devastated Canton.
