A regular meeting of the Canton City Council was held on May 2, 2006 (2 meeting) in

Council Chambers at 50 North 4 Avenue, Canton, Illinois.
PLEDGE OF ALLEGIANCE OPENED THE MEETING FOLLOWED BY THE
INVOCATION GIVEN BY NANCY WHITES CITY CLERK.
Mayor Heinze asked for roll call at 7:36 p.m. Present – Aldermen Jim Hartford, Joe
Berardi, Larry Sarff, Craig West, Les Carl, Kevin Meade, Rick Reed, Eric Schenck.
Absent – None.
ADOPTION OF ROBERTS RULES OF ORDER. Motion
and second by Aldermen
West/Hartford, to adopt Roberts Rules of Order to do business. Voice vote, motion
carried unanimously.
COMMUNICATIONS FROM MAYOR HEINZE.
Appointment of Interim Police Chief. Motion
and second by Aldermen Hartford/Carl,
the appointment of an Interim Chief position as referred by the Illinois Chief’s of Police
Association and using the linebacker approach be accepted. Discussion. Alderman
Berardi asked if the officer is certified? Mayor Heinze mentioned that he has gone
through PTI training. Alderman Berardi asked if anyone had checked with retired Police
Chief Bob Molleck and Michael Elam, if they were interested? Mayor Heinze said he
had not! Roll call. AYES – Aldermen Schenck, Reed, Meade, Carl, West, Sarff,
Berardi, Hartford. NAYS – None. 8 AYES, 0 NAYS, 0 ABSENT. Motion carried.
Motion
and second by Aldermen Sarff/Carl, the appointment of William Doster retired
Lt. Colonel of the State Police at a salary of $5,000 a month, and expenses for motel
room, for 3 to 6 months, and reimbursed for one tank of gas a week. Discussion.
Alderman Schenck did not want to pay the gas to Springfield every day. Mayor Heinze
said he will be available Monday May 8, 2006. Alderman Meade stated that the mayor
has the right to make appointments, a little disappointed in the fact that Michael Elam
was not approached since he does belong to the Illinois Chief of Police Association.
Mayor Heinze said he checked out William Doster and found nothing negative. Roll call.
AYES – Aldermen Hartford, Berardi, Sarff, West, Carl, Meade, Reed, Schenck. NAYS
– None. 8 AYES, 0 NAYS, 0 ABSENT. Motion carried.
Appointments of Aldermen to committees, Commission Members, salary ranges for
Full Time Appointive Personnel and Part-Time Appointive Personnel. Motion
and
second by Aldermen Meade/Reed, to add Kathy Luker Budget Director to the salary
range of $20,700, and accept the salaries as listed by Mayor Heinze. Discussion. City
Clerk Nancy Whites mentioned this has to be done by a Resolution/Ordinance. Roll call.
AYES – Aldermen Schenck, Reed, Meade, Carl, West, Sarff, Berardi, Hartford. NAYS
– None. 8 AYES, 0 NAYS, 0 ABSENT. Motion carried.

Zoning Commission, Police Pension Board, Liquor Control Commission, Canton Pride

Motion
and second by Aldermen Meade/West, the appointments of the Aldermen to the
committees be confirmed. Discussion. Alderman Schenck said that there is no cross
section of the Aldermen sitting on the committee’s as they don’t have representation on
all committee’s. Mayor Heinze said he thought of that, and stated that 2 members of the
4 member committee is a quorum. Mayor Heinze said he also wants to get the committee
of Long Range Planning up and going. Voice vote, motion carried unanimously.

Two receipts of Grants.
Mayor Heinze said that Senator George Shadid helped the
City to receive the grants for $50,000. The mayor said he asked his assistants for fixing
the city hall air conditioner, Alderman Schenck has been asking for a Comprehensive
Plan and received $20,000 for helping to get it done. The checks are now in the bank,
and thanks to Alderman Schenck and Alderman Carl for the air conditioner repair.

Mayor Heinze said he
wants Don to tell the City if we could greatly benefit by the mine. Alderman Meade said
he wants to use caution when it comes that close to our water shed. And is there any
committee that can work with us for having some sort of a town hall meeting? Don said
the mining company has to file an application with his department and also with the
county clerk in the county they will be working. Our public hearings are for the citizens

to comment on the application only. You’re asking to educate the public and if we can
participate in this? Don recommended having Economic Development Director Mark
Rothert to send a letter to his company asking for a public meeting to discuss mine issues.
Don also mentioned that the City of Astoria did use, don’t know if they still do, but a
final cut for their lake, you may want to talk with them. Alderman Meade said, we need
to talk with anyone who has a mine coming this close to there water shed. Alderman
Reed asked Don how long they monitor the site? Don said a permit is issued, bonds are
issued and released, and during this time we are present once a month. And once a
quarter we look at everything, every aspect of the law. The truck traffic we don’t deal
with, only what the law allows.
Mayor Kenneth Fuller from Banner.
Kenny thanked the council members for
endorsing Route 24. This will be good if we can get the road widened, it will enhance
Canton and Banner. Kenny said that Senator Ray LaHood wants this done.
NEW BUSINESS:
ORDINANCE – AMENDING THE CANTON CITY CODE PERTAINING TO
USE OF PUBLIC SEWERS.
First reading, read by title.
RESOLUTION – CONCERNING ALLEGED UNSAFE BUILDING. (LOCATED
AT 108 EAST ELM STREET, THE FORMER NELSON BUILDING.)

Nancy Whites mentioned that the resolution was passed in March on the 21 day of 2006.
The former city attorney did not think this had been sent to council.
EXECUTIVE SESSION – NEGOTITIONS, GRIEVANCE & PERSONNEL – TO
DISCUSS POLICE CONTRACT. Motion
and second by Aldermen Sarff/Reed, to go
into executive session to discuss Police Negotiations. Roll call. AYES – Aldermen
Hartford, Berardi, Sarff, West, Carl, Meade, Reed, Schenck. NAYS – None. 8 AYES,
0 NAYS, 0 ABSENT. Motion carried.
The regular scheduled Council Meeting adjourned for executive session at 8:45 p.m.
The meetings of the executive session for Police Negotiations are on file in the office of
the City Clerk for review.
The Executive Session for discussion of Police Contract adjourned into open session at
8:54 p.m. for the purpose of adjourning the meeting.
