Mayor Rodney W. Heinze opened the meeting at 6:30 p.m.
Public Safety & Traffic
Alderman Eric Schenck, Chairman
Police Report.
Police Chief Jeff Fritz reported that complete sets of maps
are not included in your copies as we are having trouble with the computer.
Alderman Carl said the complaints by citizens for the animal control officer
was not in the report. Jeff mentioned that would be made available, and
apologized for the inconvenience, as some Aldermen had the report and
some did not.
Fire Report.
Fire Chief John Stanko mentioned that there were 24
simultaneous alarms during the month of October. Included in the
simultaneous responses is one occasion where we experience three alarms at
the same time as well as one occasion we received four alarms at the same
time. These situations represent a disturbing trend and result in delayed
responses along with a delay in the delivery of services. An analysis of the
MFPA 1710 Response time Compliance Report shows that 107 (77.5%) of
our alarms required compliance.

On October 3, we had the final meeting of the Community Preparedness
Planning Process to finalize our draft Emergency Operations Plan. Will be
working to complete our MIMSCAST document on Canton’s compliance
with NIMS. This is another requirement for the city to continue to be
eligible for any type of federal grant. Once that document is completed, our
EOP will be submitted for final review.
The governing fire chiefs of the Region 9 Technical Rescue Team met on

October 31 in Havana. Our team has also been asked to participate in the
statewide team validation exercise in June 2007. We were originally
scheduled to validate in June 2008, but have been moved up due to the
completion of training by team members.
Alderman Meade asked about the ISO rating, if received yet? John Stanko
said it is a waiting game.
Assignment Change.
Police Chief Jeff Fritz commented that he is
requesting to re-assign Officer Keith Grant from the West Central Illinois
Task Force back to the Canton Police Department effective January 1, 2007.
His reasons for wanting to make this change are as follows:
Fulton County Sheriff’s Department is removing their agent as of November
2, 2006 due to manpower constraints. This is leaving just Officer Grant and
one other agent in the task force, which I feel will not be beneficial to the
Canton Police Department or the City of Canton.
Officer Grant currently has several active high profile drug cases with the
West Central Illinois Task Force. It is beneficial to the Canton Police
Department for Officer Grant to keep those cases due to possible asset
seizures. Will have a stronger argument and leverage for those cases being
transferred to the Canton Police Department.
Officer Grant will be undergoing surgery on December 11, 2006 for hand
injuries sustained in an off-duty accident, requiring him to be off work for
approximately two weeks and then on light duty for another two weeks.
I will be submitting a proposal in the next fiscal year budget for additional
personnel to form our own local drug enforcement unit.
The Illinois Criminal Justice Authority recently announced that the federal
funding was cut by 20% effective October 1, 2006. If Keith Grant were
removed from the Task Force, the City of Canton would then be absorbing
that additional $1,611.66 of salary per month for the four (4) remaining
months of this fiscal budget.
Alderman Schenck mentioned that on next years Budget the chief and I
talked about putting together a proposal for upgrading the Drug Task Force.
Motion
and second by Aldermen Berardi/Hartford, to accept the
recommendation of the assignment change. The motion carried by voice
vote, and was unanimous.

Streets & Garbage

Ordinance Amending Section 9-10-2 (Parking by Handicapped
Drivers.)
Police Chief Jeff Fritz commented that the ordinance for
Handicapped Drivers raises the fine of not less than two hundred fifty
dollars ($250.00) nor more than three hundred fifty dollars ($350.00) for
each offense. This makes the fee more compatible with the State of Illinois.
Motion
and second by Aldermen Hartford/Berardi, the ordinance referred to
council for consideration. The motion carried by voice vote, and was
unanimous.
Resolution Designating a Handicap Parking Space at 23 North Main
Street.
Police Chief Jeff Fritz mentioned that the resolution designates a
handicap parking space at 23 South Main Street. Jeff said he and Chrissie
Peterson the city attorney have talked about the ordinance and the resolution.
Motion
and second by Aldermen Schenck/Berardi, the resolution referred
to council for consideration. The motion carried by voice vote, and was
unanimous.

Public Works, Water & Sewer

Potential Resolution Establishing Sewer Maintenance Schedule.
Keith
Plavec of Maurer Stutz Inc. mentioned that most cities have no cleaning of
their sewers annually. We need to ask ourselves how much money can we
set aside on a needed basis? This resolution is just to get started on this and
we don’t have to do this resolution, and we can do what ever the city desires.
Alderman Berardi suggested having a budget as opposed to a resolution.
And we need to think about picturing the whole scope of things.
Then Alderman Berardi mentioned that the City has not heard anything yet
about the thirteen (13) violations with the IEPA.
Alderman Schenck mentioned that the City does not know the amount spent
on the bonding at this date.
Keith Plavec said the key is if we have enough money for that first payment.
Alderman Meade ask Public Works Director Clif O’Brien about if doing on
a regular basis of cleaning the sewers of the equipment needed? Clif said a
cleaning truck cost $250,000 and a camera truck cost $500,000.

Ethanol Plant.
Keith Plavec explained that at 20 Avenue where the city’s
water main is located, the railroad wants a pipe line agreement with the city
annually at a cost of $540 for the first year and $500 for the lease agreement
thereafter of what they consider the cost of CPI. Keith said he has made
attempts to have the fee reduced, but was not successful, so Mayor Heinze
will attempt to try and get the cost reduced.
Alderman Carl wants this issue on the Public Works, Water & Sewer
committee agenda next month.
