A regular meeting of the Canton City Council was held on November 21,

2006 in Council Chambers, 50 North 4 Avenue, Canton, Illinois.
PLEDGE OF ALLEGIANCE OPENED THE MEETING, FOLLOWED BY
THE INVOCATION GIVEN BY MAYOR ROD HEINZE.
Mayor Heinze asked for roll call at 6:30 p.m. Present – Aldermen Joe
Berardi, Jim Hartford, Craig West, Larry Sarff, Kevin Meade, Les Carl, Eric
Schenck, Sonja Lewis. Absent – None.

be accepted and placed on file. The motion carried by voice vote, and was
unanimous.

voice vote, and was unanimous.
BILLS FOR OCTOBER. Motion
and second by Aldermen Meade/Carl,
all bills properly authorized be paid. Roll call. AYES – Aldermen Lewis,
Schenck, Carl, Meade, Sarff, West, Hartford. NAYS – Aldermen Berardi.
7AYES, 1 NAYS, 0 ABSENT. The motion carried by voice vote, and was
unanimous.
TREASURER’S REPORT. Motion
and second by Aldermen West/Carl,
the Treasurer’s Report, to be accepted and placed on file. The motion
carried by voice vote, and was unanimous.
BUDGET REPORT. Motion
and second by Aldermen Carl/Meade, the
Budget Report to be accepted and placed on file. Discussion. Kathy Luker
made a remark that most expenses are around 50% at six months, some
funds were actually below 50%. Mayor Heinze asked how much more
money was brought in than was spent? Kathy Luker replied so far this year
to date it is $366,000.00. The motion carried by voice vote, and was
unanimous.

Council Action
Pay Request #4 Leander Construction. Motion
and second by
AldermenCarl/Hartford, to approve the pay request #4 to Leander
Construction in the amount of $40,416.90. Roll call. AYES – Aldermen
Berardi, Hartford, West, Sarff, Meade, Carl, Schenck, Lewis. NAYS –
None. 8 AYES, 0 NAYS, 0 ABSENT. The motion carried by voice vote,
and was unanimous.
Renewal of Service Agreement MMI. Motion
and second by Aldermen
Carl/Sarff to approve American Meter Company for Utility Service
Agreement for the meter reading hardware Mini Mobile in the amount of
$1,795.00. Roll call. AYES – Aldermen Lewis, Schenck, Carl, Meade,
Sarff, West, Hartford, Berardi. NAYS – None. 8 AYES, 0 NAYS, 0
ABSENT. The motion carried by voice vote, and was unainmous.

COMMUNICATIONS FROM MAYOR HEINZE –
The Salvation Army asked the City of Canton to ring bells at Hy-Vee in a
competition with WBYS. The money that was brought in was $207.59 from
WBYS and $422.60 from the City of Canton. The Salvation Army gave
Christmas CD’s to those who helped ring the bells. The volunteers were
Nancy Whites, Jim Hartford, Eric Schenck, Les Carl, Rod Heinze and Craig
West. The Mayor complimented the Salvation Army for all they do for the
community.

ORDINANCE – ANNEXING CERTAIN TERRITORY TO THE CITY
OF CANTON, FULTON COUNTY, ILLINOIS BELONGING TO
ROBERT AND CONNIE BROWN, AND LOCATED AT 20 MARLEE
DRIVE, CANTON, ILLINOIS. Motion

and second by Aldermen Sarff/West, to place the ordinance on its passage.

DEVLIN AND TIFFANY BRANCHFIELD.

CONSTRUCTING, IMPROVING AND EQUIPPING CERTAIN
FACILITIES FOR GRAHAM HOSPITAL ASSOCIATION, AND
ILLINOIS NOT-FOR-PROFIT CORPORATION; AUTHORIZING
THE EXECUTION OF A MEMORANDUM OF AGREEMENT BY
AND BETWEEN THE CITY OF CANTON, FULTON COUNTY,
