HomeMy WebLinkAbout11-07-06 City Council Meeting Minutes CITY OF CANTON COUNCIL MEETING th Tuesday November 7, 2006 – 6:30 p.m. th Historic Depot, 50 North 4 Avenue, Canton, IL A regular meeting of the Canton City Council was held on November 7, th 2006 in Council Chambers, 50 North 4 Avenue, Canton, Illinois. PLEDGE OF ALLEGIANCE OPENED THE MEETING, FOLLOWED BY THE INVOCATION GIVEN BY NANCY WHITES, CITY CLERK. Mayor Heinze asked for roll call at 6:30 p.m. Present – Aldermen Joe Berardi, Jim Hartford, Craig West, Larry Sarff, Kevin Meade, Les Carl, Eric Schenck. Absent – Alderman Rick Reed has resigned his position as of October 31, 2006. MINUTES OF OCTOBER 17, 2006, COUNCIL MEETING. Motion and second by Aldermen Schenck/West, the minutes of October 17, 2006 Council meeting be placed on file as presented. The motion carried by voice vote and was unanimous. MINUTES OF OCTOBER 24, 2006, MECHANICAL COMMITTEE MEETING. Motion and second by Aldermen Hartford/Schenck, the minutes of October 24, 2006 Mechanical Committee meeting be accepted and placed on file. The motion carried by voice vote and was unanimous. COMMITTEE REPORTS: Public Safety & Traffic. Council Action None. Informational. Alderman Schenck mentioned that tomorrow the Liquor Commissioner will have a meeting with the liquor license holders. The commissioners are in the process of revising the liquor ordinance. The th meeting will be held at 9:00 a.m. at the Historic Depot 50 North 4 Avenue. 1 Alderman Schenck commented that he wanted the revised Ordinance on the Legal & Ordinance Committee agenda this month. We talked a couple weeks ago about $5,600 raised for ROKO the canine officer, and if additional funds come in we want to reinstate the fund so we can purchase a new canine officer. Streets & Garbage. Council Action None. Lake, Buildings & Grounds. Council Action None. Public Works, Water & Sewer. Council Action Jones Park.Motion and second by Aldermen Hartford/Schenck, that an ad-hoc committee be established with members of Mayor Rodney Heinze, Carol Kohler, Mark Rothert and any one the mayor wants on the committee. The motion carried by voice vote, and was unanimous. IMLRMA.Motion and second by Aldermen Hartford/Schenck, to allow for early payment of $195,288.35 to IMLRMA. The motion carried by voice vote, and was unanimous. Wells Fargo Charge Cards – unpaid balance.Motion and second by Aldermen Hartford/Carl, to pay the outstanding bills to the Wells Fargo Charge Card. Discussion. Alderman Berardi commented that bills from the former city treasurer were paid last year. City Clerk Nancy Whites commented that the bills that are outstanding are not from the former city treasurer, they are from the city employees. Alderman Carl suggested allowing only one credit card to each department head, and they would be responsible for making sure the bill is turned in to be paid. Roll call. OLD BUSINESS: ORDINANCE – AUTHORIZING AND DIRECTING THE TRANSFER OF FUNDS FROM THE WORKING CASH FUND TO THE HEALTH CARE FUND AND DIRECTING THE CITY TREASURER TO MAKE TRANSFERS AS HEREIN SET FORTH. Motion Second reading, read by title. and second by Aldermen Carl/West, the ordinance be placed on its passage. Roll call. AYES – Aldermen Schenck, Carl, Meade, Sarff, West, Hartford, Berardi. NAYS – None. 7 AYES, 0 NAYS, 0 ABSENT, 1 resigned. Motion carried. Ordinance being #1883. ORDINANCE – AMENDED BUDGET ORDINANCE. Second reading, Motion read by title. and second by Aldermen Carl/Hartford, the ordinance be placed on its passage. Discussion. Alderman Schenck wanted to know if the canine fund is part of the amendment? City Treasurer Kathy Luker answered that the amendment was completed before this discussion. Roll call. ORDINANCE – AMENDING SECTIONS 5-9-1 THROUGH 5-9-5 (SMOKE DETECTORS REQUIRED FOR ALL RESIDENTIAL STRUCTURES) AND DELETING SECTIONS 5-9-6 THROUGH 5-9-8 OF SAID ORDINANCE OF THE CANTON MUNICIPAL CODE. Motion Second reading, read by title. and second by Aldermen Hartford/Schenck, the ordinance be placed on its passage. Roll call. AYES – Aldermen Schenck, Carl, Meade, Sarff, West, Hartford, Berardi. NAYS – None. 7 AYES, 0 NAYS, 0 ABSENT, 1 resigned. Motion carried. Ordinance being #1885. ORDINANCE – AMENDING SECTION 3-3-14-1 (A) (VIDEO GAMING MACHINES) OF THE CANTON MUNICIPAL CODE. Motion Second reading, read by title. and second by Aldermen West/Meade, the ordinance be placed on its passage. Roll call. AYES – 3 Aldermen Berardi, Hartford, West, Sarff, Meade, Carl, Schenck. ORDINANCE – AUTHORIZING THE SALE OF MUNICIPALLY OWNED REAL PROPERTY LOCATED AT 102 EAST ELM STREET, CANTON, ILLINOIS.Motion Second reading, read by title. and second by Aldermen Meade/Hartford, the ordinance be placed on its passage. Roll call. AYES – Aldermen Schenck, Carl, Meade, Sarff, West, Hartford, Berardi. NAYS – None. 7 AYES, 0 NAYS, 0 ABSENT, 1 resigned. Motion carried. Ordinance being #1887. COMMUNICATIONS FROM MAYOR HEINZE – Mayoral Appointments. Mayor Heinze presented the name of Jolena Trone Motion as a part-time custodian, and to begin November 20, 2006. and second by Alderman Meade/Carl, the appointment be confirmed. Roll call. AYES – Aldermen Berardi, Hartford, West, Sarff, Meade, Carl, Schenck. NAYS – None. 7 AYES, 0 NAYS, 0 ABSENT, 1 resigned. The motion carried by voice vote, and was unanimous. Mayor Heinze stated that Alderman Reed had taken a managerial position at Caterpillar, so he had to resign his position of Alderman. Mayor Heinze appointed Sonja Lewis to replace Alderman Rick Reed. Motion and second by Aldermen Carl/Meade, the appointment be confirmed. Roll call. AYES – Aldermen Schenck, Carl, Meade, Sarff, West, Hartford, Berardi. NAYS – None. 7 AYES, 0 NAYS, 0 ABSENT, 1 resigned. Motion carried. Oath Of Office was then given by City Clerk Nancy Whites to Alderman Sonja Lewis. Sonja then took her seat on the City Council. NEW BUSINESS: ORDINANCE – ANNEXING CERTAIN TERRITORY TO THE CITY OF CANTON, FULTON COUNTY, ILLINOIS BELONGING TO ROBERT AND CONNIE BROWN, AND LOCATED AT 20 MARLEE DRIVE, CANTON, ILLINOIS. First reading, read by title. 4 ORDINANCE – AMENDING SECTION 6-9-10 (AUXILIARY POLICE FORCE; POWERS) OF THE CANTON MUNICIPAL CODE. Motion First reading, read by title. and second by Aldermen Schenck/Carl, to suspend the rules to place the ordinance on its passage. Alderman Meade ask why the suspension? Alderman Schenck commented that the ordinance is out of compliance and this will bring into compliance with state law. Roll call. AYES – Aldermen Berardi, Hartford, West, Sarff, Meade, Carl, Schenck, Lewis. NAYS – None. 7 AYES, 0 NAYS, 0 ABSENT, 1 resigned. Motion carried.
