RESOLUTION EXPRESSING OFFICIAL INTENT REGARDING CERTAIN CAPITAL
EXPENDITURES TO BE REIMBURSED FROM PROCEEDS OF AN OBLIGATION TO BE
ISSUED BY THE CITY OF CANTON, FULTON COUNTY, ILLINOIS.
WHEREAS, the City Council (the "Corporate Authorities") of the City of Canton, Fulton County,
Illinois (the "City"), has developed a list of capital projects (the "Projects") described in Exhibit A hereto;
and
WHEREAS, all or aportion ofthe expenditures relating to the Projects (the "Expenditures") (i) have
been paid within the 60 days prior to the passage of this Resolution or (ii) will be paid on or after the passage
of this Resolution; and
WHEREAS, THE City reasonably expects to reimburse itself for the Expenditures with the proceeds
of an obligation:
NOW, THEREFORE, BE IT AND IT IS HEREBY RESOLVED BY THE CITY COUNCIL OF
THE CITY OF CANTON, Fulton County, Illinois as follows:
Section 1. Incorporation of Preambles. The Corporate Authorities hereby find that all of the
recitals contained in the preambles to this Resolution are full, true and correct and does incorporate them
into this Resolution by this reference.
Section 2. Intent to Reimburse. The City reasonably expects to reimburse the Expenditures with
proceeds of an obligation.
Section 3. Maximum Amount. The maximum principal amount of the obligations expected to
be issued for the Projects is $36,000,000.
Section 4. Retention of Underwriter and Bond Counsel. The Board does hereby determine and
declare its intention to retain First Midstate Inc., Bloomington, Illinois, as underwriter and Chapman and
Cutler, LLP, Chicago, Illinois, as bond counsel with respect to the proposed issuance of said obligation.
Section S. Ratification. All actions of the officers, agents and employees of the City that are in
conformity with the purposes and intent of this Resolution, whether taken before or after the adoption hereof,
are hereby ratified, confirmed and approved.
Section 6. Severability. If any section, paragraph or provision of this Resolution shall be held
to be3 invalid or unenforceable for any reason, the invalidity or unenforceability of such section, paragraph
or provision shall not affect any of the remaining provisions of this Resolution.
Section 7. Repeal. All resolutions or parts thereof in conflict herewith be and the same are
hereby repealed and this Resolution shall be in full force and effect forthwith upon its adoption.

EXHIBIT A
Description of Capital Projects
The following wastewater improvements are recommended by City officials and Maurer-
Stutz, Inc. and are estimated to cost approximately $12.7 million.
West Side Wastewater Treatment Facility
o Installation of flow meters and samplers
o Installation of a grit tank
o Installation of a 4.99 mgd biological (secondary) treatment unit
o Modifications to the existing bar screen, raw sewage pumps, tertiary filter
system, sludge pumping station
o Installation of raw sewage force main and gravity sewer
o Conversion of existing aeration tanks to aerobic digesters
o Conversion of gravity thickener to secondary clarifier
o Reconditioning of secondary clarifier
o Administration/Laboratory building
o Maintenance building rehabilitation
o Site improvements
o Sludge handling study
o Sludge removal
o Installation of a disinfection system for excess flow facility
Kilroy Sewage Lift Station
o Removal of existing station
o Installation of a new sewage lift station
Bradley Corners Sewage Lift Station
o Modification to existing pumps and motors
East Side Excess Flow Facility
o Installation of a disinfection system
The following water improvements are recommended by City officials and Maurer-Stutz,
Inc. and are estimated to cost approximately $23.3 million.
• Raw Water Supply
o Installation of either an intake structure or radial collector well to obtain
raw water
o Installation of a raw water pumping station
o Installation of a raw water transmission main to transport raw water from
the Banner site to the existing water treatment plant
• Rehabilitation of Existing Water Treatment Facility
o Rehabilitate existing raw water intake structure and accelators
o Rehab or install new raw water pumps, high service pumps, climate
control, electrical wiring, and controls
o Install new lime slaker, filter piping gallery, chemical feed systems
• Water Treatment Plant Upgrade
