HomeMy WebLinkAbout08-15-06 City Council Meeting Minutes A regular meeting of the Canton City Council was held on August 15, 2006 th in Council Chambers, at the Historic Depot, 50 North 4 Avenue, Canton, Illinois. PLEDGE OF ALLEGIANCE OPENED THE MEETING, FOLLOWED BY THE INVOCATION GIVEN BY CITY CLERK NANCY WHITES. Mayor Heinz asked for roll call at 6:30 p.m. Present – Aldermen Joe Berardi, Jim Hartford, Craig West, Larry Sarff, Les Carl, Eric Schenck, Rick Reed. Absent – Kevin Meade. BILLS FOR JULY. Motion and second by Aldermen West/Reed, the bills properly approved be paid. Roll call. AYES – Aldermen Reed, Schenck, Carl, Sarff, West, Hartford, Berardi. NAYS – None. 7 AYES, 0 NAYS, 1 ABSENT. Motion carried. TREASURER’S REPORT. City Treasurer Kathy Luker mentioned that Motion there are no changes for her report. and second by Aldermen Carl/West, to accept the Treasurer’s Report. Voice vote, motion carried unanimously. BUDGET REPORT. City Treasurer Kathy Luker gave the following comments – She would like to thank every department head and all city personnel for the positive feedback she has received regarding the budget analysis reports, invoice history reports, and year-to-date listings. Having implanted the reports on a monthly basis since May 2005, the reports have been extremely helpful in determining where we stand as far as budgets and comparisons. Also, positively working together as a team, the entire City of Canton employees including department heads, city employees, mayor and city council have been important to the outcomes of the budgets and finances. Thank you all for your support and commitment this past year to getting the books back in order, efficiently with the assistance of these reports, so that we can effectively plan for the city’s future. Motion and second by Aldermen Hartford/Reed, the minutes of August 1, 2006 be accepted and placed on file. Voice vote, motion carried unanimously. MINUTES OF AUGUST 8, 2006 CLERICAL COMMITTEE. Motion and second by Aldermen Sarff/West, the minutes of August 8, 2006 Clerical Committee be accepted and placed on file. Voice vote, motion carried unanimously. COMMITTEE REPORTS. Finance. Council Action Wireless Outdoor Warning Siren Activation.Motion and second by Aldermen Carl/West, to convert five (5) outdoor warning sirens to wireless operation through Ragan Communications at a cost of $7,800 plus shipping cost. Roll call. AYES – Aldermen Berardi, Hartford, West, Sarff, Carl, Schenck, Reed. NAYS – None. 7 AYES, 0 NAYS, 1 ABSENT. Motion carried. Fire Station Renovation. The fire station renovation was referred to Lake, Building & Grounds Committee from last weeks Clerical Committee meeting. Legal & Ordinance. Council Action None. Community & Industrial Development. Public Hearing for Mining of Coal. Motion and second by Aldermen Sarff/Reed, to have the city attorney on city letter head write to the Department of Natural Resources to hold a Public Hearing. Voice vote, motion carried unanimously. Negotiations, Grievance & Personnel. Council Action None. COMMUNICATIONS FROM MAYOR HEINZE. Concrete Work @ IH Site. City Attorney Chrissie Peterson said that ITE will be coming to Canton on Thursday to do some site work. Possibility the City of Canton will not have to break any concrete. OLD BUSINESS: ORDINANCE – AMENDING SECTION 6-4-2(K) (GENERAL REGULATIONS AND LICENSING: ANIMAL CONTROL OFFICER) OF THE CANTON MUNICIPAL CODE. Second reading, Motion read by title. and second by Aldermen Reed/Schenck, the ordinance be placed on its passage. Roll call. AYES – Aldermen Reed, Schenck, Carl, Sarff, West, Hartford, Berardi. NEW BUSINESS: ORDINANCE – PROVIDING FOR A FOUR-WAY STOP AT THE INTERSECTION OF FIFTEENTH AVENUE AND EAST MYRTLE STREET IN THE CITY OF CANTON, FULTON COUNTY, ILLINOIS.Motion First reading, read by title. and second by Aldermen Hartford/Berardi, to suspend the rules to place the ordinance on its passage at first reading. Roll call. AYES – Aldermen Berardi, Hartford, West, Sarff, Carl, Schenck, Reed. NAYS – None. 7 AYES, 0 NAYS, 1 ABSENT. Motion carried. Motion and second by Aldermen Hartford/West, to suspend the rules for placing the ordinance on its passage. Roll call. AYES – Aldermen Reed, Schenck, Carl, Sarff, West, Hartford, Berardi. NAYS – None. 7 AYES, 0 NAYS, 1 ABSENT. Motion carried. Ordinance being #1881. ORDINANCE – PROVIDING FOR A THREE-WAY STOP AT THE INTERSECTION OF FIFTEENTH AVENUE AND ASH STREET IN THE CITY OF CANTON, FULTON COUNTY, ILLINOIS. First Motion reading, read by title. and second by Aldermen Hartford/Berardi, to suspend the rules for the purpose of placing the ordinance on its passage at first reading. Roll call. AYES – Aldermen Berardi, Hartford, West, Sarff, Carl, Schenck Reed. NAYS – None. 7 AYES, 0 NAYS, 1 ABSENT. Motion carried. RESOLUTION – HIGH SCHOOL STUDENT SENATE PARADE ON SEPTEMBER 22, 2006.Motion First reading, read by title. and second by Aldermen Sarff/Carl, the resolution be adopted. Voice vote, motion carried unanimously. Resolution being #3767. RESOLUTION – APPROVING A SUBORDINATION AGREEMENT WITH THE ILLINOIS DEPARTMENT OF TRANSPORTATION FOR THE SUBORDINATION OF SURFACE RIGHTS FOR PUBLIC ROAD PURPOSES, AND AUTHORIZING AND DIRECTING THE MAYOR AND CITY CLERK OF THE CITY OF CANTON, TO EXECUTE SAID AGREEMENT ON BEHALF OF THE CITY OF CANTON.Motion First reading, read by title. and second by Aldermen Carl/Hartford, the resolution be adopted. Discussion. Alderman Berardi asked where this will be located? Zoning Officer Clark Wilson mentioned that it was across from Wal-Mart which would be Mar-Lee Drive, the area would have to have a signaled intersection when Wal-Mart builds the super mart. Motion and second withdrawn, and the resolution be held over to the next council meeting. EXECUTIVE SESSION - NEGOTIATIONS, GRIEVANCE & PERSONNEL – TO DISCUSS PERSONNEL. Motion and second by Aldermen Sarff/Reed, to go into executive session to discuss Personnel. Roll call. AYES – Aldermen Berardi, Hartford, West, Sarff, Carl, Schenck, Reed. NAYS – None. 7 AYES, 0 NAYS, 1 ABSENT. Motion carried. The regular scheduled Council meeting convened to go into executive session at 7:01 p.m. Mayor Heinze declared a five (5) minute recess before going into executive session. Those staying for the executive session was the 7 Aldermen, Mayor, City Attorney and City Clerk. The minutes of the executive session for discussing Personnel are on file in the office of the City Clerk for review. The executive session for Personnel adjourned into open session at 7:55 p.m. Adjournment. Motion and second by Aldermen Hartford/Reed, to adjourn the regular scheduled council meeting. Voice vote, motion carried unanimously.
