Alderman Les Carl, Chairman
Bills.
Alderman Berardi ask for a report of what has been spent on Bell,
Boyd & Lloyd, and Vandewalle. SRPED Mark Rothert explained that
Alderman Meade was the designated liason between the council members
with Bell, Boyd & Lloyd. Mark said cost up to date for Bell, Boyd & Lloyd
is $30,000. Alderman Carl ask Mark for a report for the council meeting.
Mark also mentioned that Vandewalle contract comes up for renewal in
September 2006. They have a contract for $5,000 which is their fee. No
grant funding is available. Staff members and myself will have a
teleconference this week, and will come to council with a report.

and second by Aldermen West/Sarff, sending bills to council for
their approval. Voice vote, motion carried unanimously.
Treasurer’s Report.
Kathy Luker, City Treasurer reported that revenue
was high this time as she received the first property tax payment in June.
The expenses in all departments were high as their was 5 pay periods.
Health Care Fund has a positive balance of $5,838.00. Contingency Fund
amount spent this month was $42,283.00. The fireworks cost the city
$500.00 and was paid from the General Fund, as this was not budgeted this
year.

The IH TIF Account was zero, but right after that Kathy said she received a
check of $9,421.10 from Fulton County for property taxes. She had to pay
from last months bills that was IH TIF $2,313.02, from the General Fund.
She wants to reimburse the General Fund that $2,313.02. Alderman Carl
said to Kathy that it is illegal to pay for the fireworks out of the General
Fund. Kathy said she knows that. Alderman Sarff questioned about
transferring the funds now, or waiting until the second installment of
property taxes are paid.
Motion
and second by Aldermen Carl/Sarff, the City Treasurer be allowed
to transfer from the IH TIF Account to the General Fund $2,313.02, and
referred to council for their consideration. Voice vote, motion carried
unanimously.
Motion
and second by Aldermen Sarff/West, to accept the Treasurer’s
Report. Discussion. Alderman Berardi ask Kathy Luker the city treasurer
what bank has the Working Cash fund? Kathy ask which account, as she
has a CD and money market. Kathy said the CD is with Bank of
Farmington, and she believes the money market is with the Wells Fargo
Bank in Canton. Voice vote, motion carried unanimously.
Alderman Berardi wants to reserve the right to talk about the Treasurer’s
Report under line item 11. Alderman Carl said would be alright.
Budget Report.
City Treasurer Kathy Luker reported that according to the
Illinois Statutes (65ILCS 5/8-2-9.5), an amount not to exceed 3% of the
equalized assessed value of property subject to taxation by the municipality
may be accumulated in a separate fund for the purpose or purposes of
specific capital improvements, repairs, and/or replacements of specific types
of municipal equipment or other tangible property, both real and personal, to
be designated as the “Capital Improvements, Repair or Replacement Fund”.
As Budget Officer I would like to suggest opening separate depreciation
accounts for the General Fund along with the current Garbage Fund
depreciation account. This is separate from the Water and Sewer Bond
depreciation account.

The Auditor’s advise the General Fund depreciation account total should not
exceed $300,000.00 for the fiscal year. Since we are depreciating
approximately $55,000.00 for the Garbage Fund for the year, the other
depreciation accounts of the General Fund should not total more than
$245,000.00. My suggestion is to have the department heads in the General
Fund, which includes Administrative, Police, Fire, Streets, Garbage and
Building & Grounds, submit requests to the City Council/Finance
Committee for capital improvements, repairs, and/or replacements of
equipment or other tangible property from these depreciation accounts.
These depreciation accounts would be established with monies from the
General Fund reserves.
Alderman Berardi ask what is the value of the state statutes? City Attorney
Chrissie Peterson answered the municipality is an administrative body and
you only have the power designated by the State Statute. So you need to
comply with the State Statute. The repercussion with that are the taxpayers
file against the city for not following the appropriate documents. Alderman
Berardi remarked that he wants to talk about the Budget in item number 11.
Alderman Berardi said, when you put this together Kathy, how did you
come up with it? Was it suggested by the auditor, or did you meet with the
Finance Committee and talk about submitting to the administrative people in
our city? Kathy said she had actually thought about this in February because
she knew we were building up our reserves and depreciation. Great idea for
the future on not having to borrow but having the funds there ready when
you need a vehicle repaired or equipment.
Alderman Berardi ask Kathy if she had met with the Finance Committee on
this at all? Kathy said, not until right now! Alderman Berardi said, or any
individual prior to this? Kathy ask, about the depreciation account?
Alderman Berardi said about this particular article that are submitting
tonight? Kathy said, no! Do you mean has anyone seen this before now?
Alderman Berardi, yeh! Kathy answered she showed it to Alderman Carl
this very morning because he is ahead of Finance.
Alderman Carl said the advantage of having a depreciation account is better
budgeting and eliminates borrowing in the future. Certainly think this is

something we should look into. Kathy Luker said the auditor had advised us
if we can, to have depreciation accounts for all our funds. Best thing to
follow auditor suggestion to look at your last year’s depreciation amount
was, and it was $300,000 for General Fund and not go over that amount.
Alderman Kevin Meade arrived at the meeting at this time 6:47 p.m.
Alderman Berardi stated, what value does the Illinois State Statute have for
us? Alderman Carl said why! We don’t follow it anyway!
Motion
and second by Aldermen West/Sarff, allow depreciation account
and suggested items from the department heads up to $245,000, and refer to
council for their consideration. Voice vote, motion carried unanimously.
Defibrillator purchase.
Fire Chief John Stanko mentioned that in about
twenty (20) months, Medtronic will discontinue service and support for our
two primary LifePak 300 automatic external defibrillators (AEDs). One
unit is ten (10) years old while the other is eleven (11) years old. Both
defibrillators have served us well and have been instrumental in saving many
lives. I have budgeted to replace the oldest AED this year and plan to
replace the other AED next fiscal year prior to the discontinuance of service
and support. After researching various manufacturers and models, I would
propose purchasing a Medtronic LifePak 1000. This is a new model that
was just released in the past few months. It is built upon an expandable
platform so that it may be upgraded in the future, if needed. There would be
at least a 50% reduction for the cost of our service contract for the new
AED. The service contract provides for regular maintenance, semi-annual
calibration, batteries, parts and labor. Cost of the LikePak 1000, related
supplies, software and training, is $3,249.00. They are offering a $300
trade-in allowance for our old AED. Total cost with trade-in would be
$2,949.00.
Motion
and second by Aldermen Sarff/West, authorization to purchase a
LifePak 1000 automatic external defibrillator from Medtronic at a total cost
of $2,949.00. Discussion. Alderman West ask if any grants available?
Fire Chief John Stanko mentioned none that he was aware of. Voice vote,
motion carried unanimously.

New vehicle and used vehicle for water department.
Greg Pollitt said he
is seeking permission through the state bid program of a new 4 wheel drive
truck which replaces one that was totaled last fall. Insurance payment was
$5,500 and will use that for this new vehicle cost. The used vehicle in the
meter department we’re currently using is a 1994 Crown Vic we got from
the Police Department. Works for us, but we need a mid size vehicle to take
the mini mobile system around in the winter time. That vehicle moves the
1994 Crown Vic to the Lake Patrol duty. It has 165,000 miles on it. Would
like permission to seek quotes on a used vehicle through local dealers.
Alderman Carl asked what price are you looking for? Greg Pollitt answered
no more than $12,000.
Motion
and second by Alderman Sarff/West, bring prices back to council
and low mileage on used vehicle instead of a new vehicle. Voice vote,
motion carried unanimously.
Animal Shelter Water Line.
Alderman Carl said two questions we need
to answer and that is the money will be spending for a 10 inch line at
$42,000. Suggested reversing that decision and going with 6 inch line at a
cost of $15,000 as this amount is budgeted. In my opinion we can not afford
to speculate on future development in the area.
Alderman Carl said his second item is the county has paid $5,000, and the
city ask from them was $9,000. Do we want to accept $5,000 and stay with
a 10 inch line, or do we go with 6 inch. Alderman Carl ask Clif O’Brien to
speak. Clif said he has all permits and has right-of-ways. Point he needed to
ask council to make, you need to make a decision.
Alderman Berardi said we need to keep in mind why we wanted to put the
10 inch line in. We can’t be short sided here an let money be the driving
factor. When I feel the money has not been handled properly to begin with.
Keith Plavec from Maurer Stutz Inc. commented, originally they said 4 inch
line, we said we have set a minimum request of 6 inch line. We said 10 inch
was for future expansion and looping to bring water to the Southwest area of
Canton to help water pressure for St. David and Dunfermline.
Alderman Carl said we can not spend all of our reserve. Will be criticize
severally by the auditor if we let that reserve fund get to low. And I think
$100,000 is too low.

Alderman Hartford mentioned that a decision was made before of a 10 inch
line, your going to cut off our future if you go with 6 inch line, we agreed to
it, and we should stick with it.
Motion
and second by Aldermen Sarff/West, to do a 10 inch line and accept
$5,000 funds from Fulton County Board. Voice vote, motion carried
unanimously.
Greenway Trails.
Alderman Carl said he put this on the agenda as we
need to let the Park District know what amount the city will pay on the
project. Alderman Meade said someone has to come before this body and
ask for the funds before we offer them. Until we are presented with a
request, we do nothing.
Hoke Ridge Estates.
Kevin Williams said the new name in a few weeks
will be Red Oak Estates. Kevin said that a few weeks back when I attended
a committee meeting Alderman Carl turned this request to the City Attorney
Chrissie Peterson to do court house checks on easements on the property.
There is a easement listed on the plat book for the 30 inch storm sewer and
my earlier proposal, banks don’t loan on removal of sewers. There is not an
easement showing on a 8 inch sanitary sewer, and I am looking for some
assistance. Wanting support of 8 inch sanitary sewer.
City Attorney Chrissie Peterson said she searched the titles back as far as
possible. What is actually shown on the plat is a 27 inch storm sewer. There
are other easements and right-of-ways listed on the plat. But there is no
easement for a sanitary sewer. There may be an issue with this particular
subdivision because as it was subdivided in 1979. Ironically council
adopted a subdivision ordinance act where all easements and right-of-ways
are to be listed on the plat. A judge would say you deal with it! Not sure he
would make us pay for it.
Public Works Director Clif O’Brien said not sure this is city’s sewer, think
was put in by the church.
Alderman Schenck said we helped the Dairy Queen water line, there was no
easement and it was our water line.
Alderman Sarff commented that it was our advantage to move that water
line for Dairy Queen.

Alderman Carl said does it make any difference if it is our line or their line?
Who is responsible? Chrissie Peterson said if our line, there is no easement
on file.
Cliff O’Brien suggest waving the building permit fee and he would do
something that would not cost the city a dime. Clif said he could remove the
8 inch sanitary sewer at a cost of $5,760.00 which is almost half of $21,000
by destroying it. We would just have our time in it.
Keith Plavec said we need to work with the other property also.
Alderman Hartford said he likes the idea of crushing the sewer and waving
building permit fee, shows were willing to help.
Mayor Heinze said that Kevin is a businessman looking for in-kind help.
Alderman Sarff asked who will own the new sewer? Kevin Williams said it
would be his ownership and his service.
Alderman Meade said we have several unanswered questions but his motion
would be

together a viable option of what he thinks we can do, and also city attorney
if we can establish ownership of that line if it does make a difference by the

next council meeting. Kevin Williams said proposals will be on July 21.

Canton 2006 MFT Maintenance Program Bids.
Keith Plavec of Maurer
Stutz Inc. mentioned bids came in to day from Laverdiere Construction of
$189,583.22; and RA Cullinan bid $112,464.90. Keith recommended the
low bid from RA Cullinan and to take the necessary steps with IDOT.

and second by Aldermen Sarff/West, to accept the low bid from RA
Cullinan in the amount of $112,464.90 as recommended. Voice vote,
motion carried unanimously.
Investments Water/Sewer Bonds.
Alderman Berardi ask Alderman Carl
if he was aware of the provision for the Public Investment Act Senate Bill
155? Alderman Carl said he was not. Alderman Berardi said what that
does it specifically states that a policy establishes at least quarterly written
reports of investment activity by public agencies, government bodies and
chief financial officer. This is a state statute. I want to know where my
copy of the City of Canton investment policy is? Suppose to have quarterly
written reports. I have been here 14 months and have not had one. Don’t

have investment policy and this bill was signed into law in 1998, and
became law in 2000. I don’t see how we can disgust any investments for
water/sewer bonds until we have a portfolio that’s required by law in front of
us. The factors are quite extensive. In meeting with the city treasurer she
said she deposited $6 million in all the local banks as a public relation, rather
then take them to higher percentage rate. I think she was confused on what a
local bank is. We have 2 local banks, Ipava State Bank which we did not
ask to participate on these bond investments and we have Mid America.
Wells Fargo is a branch bank and so is The National Bank. Soon as that
money $2 million hit that bank it’s out of our account. What I looked at is
someone with a little more knowledge than myself, together it made a lot of
sense to myself and other people who invest money. For example the City
Treasurer invested $2 million in The National Bank which is a branch bank
at 4.45%. Which should net the City of Canton $89,000 investment. The
City Treasurer than invested another $2 million with Wells Fargo at a much
lower rate of 4.25% which netted the City of Canton $85,000. So there was
a net loss of $4,000. Now from there she invested another $2 million in
Mid America Bank at a substantial smaller interest rate of 4.05%. Then
what that give the city was $81,000 and for the total investment there was a
loss of $12,000. So there was a 4/10’s point difference. I have not talked to
anybody that thought this was a good deal. And you being in the banking
business over 30 years, you would not do that to your family, and you would
not do that in your business. Now, my knowledge of the conversation I had
with the city treasurer if she attempted any negotiation of any kind with the
branch banks. Now when the topic of the Ipava State Bank being part of the
community, the school district does invest in the Ipava State Bank. She said
she does not consider them a local bank. Well, there strictly in Fulton
County. What I thought was even more astounding to me was even if we
did include those other banks there is an Investment Act Section 30-0CS
235/2.10, it clearly states the city treasurer could enter into agreement with
these banks on the difference of the interest rate and that institution could
then pay the senior citizens of Canton the difference of the $12,000. So we
lost twice! So what I’m saying before we discuss the treasurer’s report and
the budget report and investments, I want what the State Statute calls for, I
want to know where the Investment Policy is and I want to see the written
reports. Alderman Berardi said he wanted to know who the third party

person is holding the collateral on those loans. Who holds the collateral and
the third party administrator is by State Statute? I want to know what
investment that is allowable, who is responsible? The state requires this an
we don’t have a policy. So we are in essence according to the city attorney
not complying with the state statute. None of us have a portfolio and a
report.
Alderman Carl ask for the city attorney to respond.
City Attorney Chrissie Peterson said she has never been asked about the
Investment Policy Act.
City Treasurer Kathy Luker said she has the Investment Policy resolution

number 3375 that was adopted on May 20, 1997. Kathy then read from
Resolution #3375 and gave highlights of the resolution.

Third party safekeeping is required for all securities purchased by a
broker, and not held by the City Treasurer. To accomplish this, the
securities can be held at the following locations:
A Federal Reserve Bank, or its branch office.
At another custodial facility – generally in a trust
department through book-entry at the Federal Reserve,
unless physical securities are involved.
Those who can sign are the mayor, clerk and treasurer.
Alderman Berardi ask Kathy where is the quarterly report? Kathy Luker
said she did not know as she was following in the tracks of the person in the
past. What was before?

Alderman Sarff said don’t know of anything before 1983 when I first came
here. And don’t remember this being an issue and being brought up by an
auditor.
Alderman Berardi said it came into law in 1998.
Alderman Meade said sure we would find in the code book other things not
doing. Been here since 1987. And to bring up tonight, to bring a report,
where is my report and no one was aware of or knew we had to do a report.
Alderman Berardi said this is not my responsibility and we are breaking the
law.
Alderman Meade nobody was aware of this need for a report, and you have
to give her sometime.
Mayor Heinze commented, I’d like to know if we’re making an exhausted
study of the complied statute to do improvement to the system, or trying to
embarrass somebody. If it was me, which it is not! I would have gotten
with Kathy and ask her for it. And she would glady do this, and next week
you’ll search for another law.
Alderman Berardi said, he was elected to do this, I was not elected to sit here
and raise my hand and adhere some wild theme about why we don’t adhere
to the state statute. And yes, you as elected official should know this better
then me.
Mayor Heinze said, when I see your truck facing the wrong direction on a
side street should I call the police and have them give you a ticket?
Alderman Berardi, yes, I have gotten a ticket from the police.
Mayor Heinze, yes, because you were parked on a crossed walk.
Alderman Berardi, how do you know that?
Alderman Carl asked for this to stop and Kathy Luker ask if she could give
her report.
City Treasurer Kathy Luker said it would be nice to know the section of the
state statute.
Kathy said a statement was raised of the investment of the Water/Sewer
Bond monies. We received $26,656,266.56 from our First Midstate
Bonding Company to a new Illinois Funds Money Market account on
10/20/05. As Treasurer (not Budget Officer), I am charged with investing
these funds into the safest and most secure accounts for the City. I
contacted three local banks, which the City has borrowed from in the past.
Each was asked for a bid for investment of 2 million dollars. When I

received the quotes from the three banks, they were within .40% of each
other quoting 4.05%, 4.25% and 4.45%. Since they were so close to each
other, I decided to invest in Canton and deposited $2 million into each with a
l year CD. The remaining $20 million dollars stayed at Illinois Funds
earning 3.6%.
I gave this action thorough consideration. Due to arbitrage (IRS LAW) with
the bond issuance (which means that we cannot earn “on average” more than
the 4.8118% we are paying out in interest expense for the bonds), if we go
over 4.81%, we will be assessed penalties, interest, and be required to pay
back any monies over that rate. Since the $20 million invested at Illinois
Funds fluctuates, which is has, now over 5.157%, I felt that the 4.05%,
4.45% range on the CDs was an excellent way to offset the possible higher
rates while also is investing in our community.
I feel that the citizens of Canton deserve to have a portion of the bond
issuance monies on deposit locally. These banks pay property taxes, sales
taxes, utility taxes, and income taxes and for City Services such as water and
sewer and make loans for housing, automobiles, etc. in Canton. Also,
spreading the monies across the three banks from whom we have borrowed
is good for the City’s future investing and borrowing.
I did not pursue investing all $6 million in any one bank primarily because
one bank would possibly not have been able to cover security pledges of $6
million and the interest rates would have been lower on one deposit of $6
million. I could have invested the entire $26 million at Illinois Funds but
choose not to.
Alderman Berardi said what does this all mean what you gave out? In the
first place I feel the citizens of Canton rather have portion of the bond issue
on file local. Four million is left that night and those aren’t local banks,
only possible money stayed in the city was Mid America National Bank.
Did not ask Ipava State Bank. And another thing, the banks pay property
tax, income tax, sales tax and so do we citizens. And we reserve the right to
have the money invested, and should not be as one person sees it but as a
group see’s it. And if we have the portfolio then council can say this is
where we want the money deposited. In our conversation nobody said to

invest all money the 6 million we said the fudiciary responsibility was to
pursue the park district, and the $12,000, which you can do legally.
Kathy Luker said what!? I don’t know what your talking about?
Alderman Berardi said I’m not the treasurer but I’m smart enough to read
the Investment Act.
Kathy said she would check that out.
Alderman Berardi said to Kathy, you can give that little smile, but you can’t
give the senior citizens center their money.
$100,000 request for Contingency Funds TV sewer lines.
Clif O’Brien
Public Works Director was asked to give his comments. Clif mentioned that
$10,000 was earmarked to TV the sewer system in the East end of town off

of 11 & Myrtle. We have problems we have to deal with now at 6 and 7
with the sewer. If we dig it up to remove the rootball the sewer is broken

and it will collapse. At 7 Avenue the sewer is under a house. Keith and I
talked to several contractors and will cost us by the foot and for a manhole.
Were back to an open trench and will squeeze through those houses at a cost
th
of $115,000 to fix this section. We need to put on fast track. At 10 and
Myrtle we dug a hole in the front yard of a resident to view the sanitary
sewer, due to elevation difference can’t get the camera through. What we
seen we did not like. Fixing is not an option, back to the west we’ll have to
set a manhole, secure 6 easements and do an open trench.
Keith Plavec from Maurer Stutz Inc. said his office will acquire the
necessary easements, and will design bids, and engineering. The engineer’s
estimate is $237,380.00 of what it will cost. Cliff said this is a public
health issue. Next Tuesday we need to make a decision.
Alderman Meade ask, when this is fixed, what does it do for the other
issues? Cliff O’Brien answered, will be putting in two manholes that will

help Angie Lyons house on 6 Avenue 90% of the time, but they will still
have the problems when we have heavy rains, as we still have to separate the
combined sewer system. We should set aside $100,000 a year for TV of our
sewers.
Alderman Meade asked, do we have expertise to do ourselves? Cliff said
would need a back truck that cost $350,000 TV truck cost much more,
system maintenance handles the infrastructure, would need a three man
crew.

Alderman Berardi said that Keith Plavec, Clif O’Brien and Alderman
Berardi, Joe Carruthers met with the IEPA today. Will be receiving a letter
from them because of the CSO’s. Were in a hot seat. Clif O’Brien said he
did not feel that way after the meeting. Joe Carruthers said that IEPA will
eventually turn the city to long term CSO plan. Will have to do study,
cleaning, repair, TV of our complete collection system throughout the town.
Alderman Meade stated that we have absolute problems of what we need to
fix. Time to put a plan together, that says this is where the plan is and where
the money will come from.
Alderman Schenck said we have spent $10,000 TV the sewer system and
found $237,000 of serious problems that we need to address. We have
$159,000 available to do something with. We need real soon to have some
serious discussion for strategic financing of these things.
Alderman Carl said we need to decide on earmarking $100,000 and also do
the work that has to be done. If we agree to TV at a cost of $100,000, we
may find a more serious problem will have to repair.
Alderman Meade said we need to fix the pressing problem we found and do
no more TV of lines until these are fixed.

Alderman Sarff ask, what impact does this have on 11 Avenue? Can’t see
IEPA coming in as long as we have a plan. If we spend $100,000 could
probably find more problems.

and second by Aldermen Sarff/Meade, to have a plan for the amount
of $237,000 by next council meeting. Discussion. Alderman Sarff said the
$100,00 needs to be used on this problem. Mayor Heinze said this is a
problem we have to take care of. Voice vote, motion carried unanimously.

Legal & Ordinance
Alderman Craig West, Chairman
Vicious Dog Ordinance.
Mr. & Mrs. Little said they have concerns about
the new ordinance just from what she has read through the media. We own
a pit bull, there are twenty different breeds and most are mistaken as a pit
bull. We are against the ordinance as all dogs have teeth, and any dog can
bite. This will punish our dogs.

City Attorney Chrissie Peterson said she wished she had known that you
needed a copy of the proposed ordinance as it eliminates that breed of dog.
Alderman Schenck handed out his draft of changes he suggested be made to
the ordinance before its passage next week. The following is his
recommendation…That section 6-4-4 (Leash for Dangerous Dog or Other
Animal; Exemptions; Injunction: Nuisance) be amended by replacing
“Dangerous Dog” with “Vicious Dog” and by replacing “Other Animal”
with “Other Dangerous Animal” each time it occurs in the section.
City Attorney Chrissie Peterson was asked to give a report on Canton Court
Day.
The judged ordered the clean-up tomorrow of the Livingston property by the
City as he is fed up.
Other property owners still in the court system, and working to getting them
cleaned up.
Continuing with workman comp cases.
Alderman Berardi asked about a policy for bird flu. Fire Chief John Stanko
mentioned that the Fulton County Health Department received a grant to
allow them this exercise.

Update proposed strip mining.
SRPED Mark Rothert said that he has
been in contact with Capitol Development. An ad-hoc committee was
formed with the townships that are affected by this mining operation.
Should have some information in the next couple of months.
Mark Rothert mentioned that he was allowed $20,000 to write up a
Comprehensive Plan. The city of Macomb budgeted $75,000 and there bids
are due this Friday.

Alderman Schenck thought that if $25,000 comes in from a bid we could
reject all proposals and ask Tri County Regional Planning & Zoning what
can they do for this amount of money!
Petersen Project – Fence.
Mark Rothert said Petersen Health has received
bids and have selected a contractor. The next thing is transferring the deed
over. We need to deed over the southern parcel as they are given an option
to protect their interest. City Attorney Chrissie Peterson said she would
have to do an addendum.
Clif O’Brien said he was asked by Mark Petersen to get figures for a fence.
A chain link cost $24,000, and wood fence under $20,000 from Ohuliha.
Will need to bid as these are estimates. The fence will be placed from
Maple to Pine of 850 feet of fencing.

and second by Aldermen Sarff/Carl, to have bids opened at Finance
Committee next month. Voice vote, motion carried unanimously.
Alderman Carl has tickets for a raffle from the West Side Association of a
quilt.
Mark Rothert gave update on Wal-Mart Super Store. Bids on hold came in

to high. The executive level of Wal-Mart will meet on August 7. Mark
said he has offered his assistance for a new site selection. They said that is
to premature at this time.
Music in the park July 22 with Nathan Taylor. Begins at 6:30 p.m. in Jones
Park.
Canton Night with the Peoria Chiefs for July 28. Tickets available at
Chamber of Commerce office and Mels Sporting Goods.
WBYS has a diamond hunt on the diamond for that night.
Farmers Market held on Saturdays from 7:00 a.m. to 12 noon, been a lot of
good success.
Cruise Inn report not complete as all receipts are not in.

The regular scheduled Clerical Committee meeting convened into executive
session at 9:03 p.m. and did not adjourn in open session when the executive
