Mayor Heinze asked for roll call at 6:30 p.m. Present – Aldermen Joe
Berardi, Jim Hartford, Craig West, Larry Sarff, Kevin Meade, Les Carl, Eric
Schenck, Rick Reed. Absent – None.

second by Aldermen West Hartford, the minutes of June 6, 2006 be accepted
and placed on file. Voice vote, motion carried unanimously.

Council Action
Update on Police Chief Selection.Motion
and second by Aldermen
Schenck/Hartford, to allow the expenditure for a reception at the Elks Club

July 7, 2006, and the expenditure for one night’s lodging for those
attending out of town for the six (6) candidates of Police Chief. Discussion.
Alderman Sarff asked Alderman Schenck if he knew the dollar figure?
Alderman Schenck said it would be less than $500.00. Roll call. AYES –
Aldermen Reed, Schenck, Carl, Meade, Sarff, West, Hartford, Berardi.
NAYS – None. 8 AYES, 0 NAYS, 0 ABSENT. Motion carried.

Council meeting 7-5-06
Tree in front of Catholic Church on East Chestnut Street and North
Second. Motion
and second by Aldermen Reed/Carl, for the city
employees to trim and top the tree, and if further action needs to be taken, to
bring the information to council. Discussion. Alderman Schenck mentioned
that there are only 15 trees downtown, but counted 42 in the immediate area.
Alderman Berardi mentioned that the trees in the downtown area were
donated by the Chamber of Commerce and Bill Cook, and he counted 44
trees. Alderman Hartford mentioned he had talked with members of the
church. They are not wanting the tree cut down, they are in favor of keeping
the tree.
Motion
and second by Aldermen Schenck/Berardi, the proposed action of a
certified arborist to give general assessment of suitability and technique of
the tree. Voice vote, motion carried unanimously.
Lake, Buildings & Grounds.
Council Action
Lake Dam Report.Motion
and second by Aldermen Berardi/Hartford, to
approve for Water Treatment Supt. Greg Pollitt to have Infra Red Diagnostic
to investigate voids under the concrete of the spillway, with a quote received
of $9,850.00. Greg said this was done before in 1997, and is payable under
the bonding issue. Roll call. AYES – Aldermen Berardi, Hartford, West,
Sarff, Meade, Carl, Schenck, Reed. NAYS – None. 8 AYES, 0 NAYS, 0
ABSENT. Motion carried.
Public Works, Water & Sewer.
Council Action
6” Trash Pump for Wastewater Treatment Plant. Motion
and second
by Aldermen Hartford/Carl, to approve the purchase of a 6” Trash Pump in
the amount of $2,400.00. Roll call. AYES – Aldermen Reed, Schenck,
Carl, Meade, Sarff, West, Hartford, Berardi. NAYS – None. 8 AYES, 0
NAYS, 0 ABSENT. Motion carried.

Request for $100,000 CSO study and TV project/rehab. Motion
and
second by Aldermen Hartford/Berardi, to use $100,000 from the
Contingency Fund to continue TV program of the sewer system.
Discussion. Alderman Meade said he knows this is an on going problem
and has been for years, we don’t know where the problem is, and we don’t
know the cost. I want to see a plan, and the cost.
Alderman Berardi said you TV the area and then find out what is the next
step. To give back to the Finance Committee stalls it, and the homeowners
are tired of it. I’m very upset, we have enough money, if not find it!
Alderman Berardi said he wanted to have two (2) people to speak.
Mayor Heinze told Alderman Berardi that the Council adopted an order that
before anyone could speak at the Council meeting they had to give the
mayor’s office a three (3) day notice, and this was not done.
Alderman Berardi thanked those who were in the audience wanting to speak,
for coming.
Alderman Schenck said the problem for this area is in the lines themselves
down to the Kilroy Lift Station. We need to TV those lines. We have
budgeted some funds to make improvements to the Kilroy Lift Station, lets
get this entire system up to speed.
Alderman Carl remarked that you have not utilized the Budget Director, you
need to meet with her to find out where the funding can come from.
Alderman Meade said this needs to go to the Finance Committee to find the
funding. We know we have to find a solution, and possibly this can be part
of the bond issue. Lets find the answer of where the money will come from.
Alderman Berardi said you don’t see the whole picture here. This is on
going. And don’t tell me because you sat and talked to the budget
administrator that she has any in-depth idea of what’s going on just because
she’s the budget director. It’s her first year on the job. And I don’t think she
has been a budget administrator anywhere else. And we want to talk about
how our money is invested.
Alderman Schenck said he sees no reason for this to go back to the Finance
Committee because this is in the budget. It is budgeted for these kind of
things. And I’m in favor of this.
Alderman Sarff said to the mayor, a ‘no’ vote is in opposition. Would it need
a motion to go to the Finance Committee if the motion fails?

Mayor Heinze said we have to go out for bid. And yes, this issue can be
added to the Clerical Committee agenda. Roll call. AYES – Aldermen
Berardi, Hartford, Schenck, Reed, Mayor Heinze. NAYS – Aldermen
West, Sarff, Meade, Carl. 5 AYES, 4 NAYS, 0 ABSENT. Mayor Heinze
voted AYE to break the tie vote. Motion defeated.
Motion
and second by Aldermen Sarff/West, to send to the Finance
committee the request for $100,000 from the Contingency Fund, and to have
the budget director look for other funds than the Contingency Funds. Roll
call. AYES – Aldermen Hartford, West, Sarff, Meade, Carl, Schenck,
Reed. NAYS – Alderman Berardi. 7 AYES, 1 NAY, 0 ABSENT. Motion
carried.
COMMUNICATIONS FROM MAYOR HEINZE.
Paying for Fire Works.
Mayor Heinze said the fire works display went
very well. I’m very happy to report we raised to date $10,100 of the total
cost of $10,500. We have struggle for years to raise the funds. I had to put
my selling back to work, I sold a product before, this was somewhat
different. The Mid America National Bank had a fund raiser and made
$1,700 for the funding of the fireworks. Maurer Stutz Inc. gave $1,000.
Nine different businesses gave $500.00 each. Five more people donated
$300.00 and Alderman Berardi was one of them and he gave $100.00.
Tammy Reed helped with the fireworks, Kent McDowell headed up the
parade, and Dr. Jason Lowe provided the entertainment free of charge. Jay
Smith from Canton Fire Fighters Local 1897 I.A.F.F., A.F.F.I., AFL/CIO
helped me raise some of the funds. ESDA donated their time. Police
Auxiliary also were volunteering, they do a super job.
Alderman Carl mentioned to Mayor Heinze that he was being modest about
his fund raising capabilities.
Appointments – Barbara Bryant and Diana Tucker.

mentioned that Shelley Courtney who worked in the Police Department as a

Secretary left for another position on June 30, 2006. Barbara Bryant
applied for the position and was accepted.

and second by Aldermen Sarff/Meade, to allow Barbara Bryant to
transfer to the Police Department as Secretary at a salary of $21,000. Voice
vote, motion carried unanimously.
Motion
and second by Aldermen Sarff/Hartford, the appointment of Diana
Tucker as Deputy Clerk/Treasurer at a salary of $21,000. Discussion.
Mayor Heinze said that this is the salary now, but these positions will be in
union bargain. Voice vote, motion carried unanimously.

Alderman Reed thanked everyone who took part of getting ‘Big Toot’

whistle to blow on the 4 of July. The Hope Head Start children took part in
blowing the whistle. We have to continue to send in donations, as the
whistle will need maintenance. Alderman Reed also thanked Clif O’Brien
for all the work he did on getting the whistle to work.
