Alderman Hartford chaired the meeting in the absence of Alderman Eric Schenck.
Police Report.
Police Chief Donald Edwards mentioned the call load had increased from
last year and the report writing remained the same. The Traffic Accidents had a
significant decrease, 32 for 2006 and 41 for 2005, and 59 for 2004. Officers conducted
the second of three tobacco compliance checks which are funded by a grant from the
Illinois Liquor Commissions. Twenty-seven businesses were checked. Only only one
sold a tobacco product to a minor, this person was cited for the offense.
Telecommunicators Tess Link and Kelly Watson taught the lst graders at Lincoln School
about 9-1-1. The program “9-1-1 for Kids” was a pilot project to teach younger children
when and how to use 9-1-1. The program was well received and the telecommunicators
are planning to continue with this training to reach children in all the schools.
Alderman Berardi mentioned to Police Chief Don Edwards of a call about 2 Pit Bull
Dogs not on a lease on Keeling Court. Alderman Berardi mentioned he wants report on
West Locust Street progress. City Attorney Jim Elson mentioned Zoning Officer Clark
Wilson is taking pictures everyday. They will be going to court this Friday. Alderman
Carl said he had a complaint after hours, and ask what procedure is in place? Police
Chief Don Edwards said the officer does not know the history of the animal only the
animal control officer does, so they don’t respond. The call is by the watch commander,
if the dog is vicious they get some one out there.

Police Annual Report.
Don Edwards reported that the Crime Index is composed of
selected offenses and used to gauge fluctuations in the volume and rate of crime reported
to law enforcement. The crime classifications were selected because they were
considered to be the most serious and the most commonly reported crimes occurring in
all areas of the nation. We experienced overall a 7.5% decrease in the crime rate this past
year. The most significant of these was the offense of Criminal Sexual Assault and
Theft. Regarding the Sexual Assault offenses, none of these were what we commonly
refer to as “street crimes.” In all the cases there was some type of relationship between
the victim and the offender.
Last year the Police Department had a total of 1,373 criminal offenses reported. Officers
arrested a total of 931 persons for criminal and ordinance violations; 786 adults and 145
juveniles. Ninety-four were for the above index crimes. Two hundred eighty-one of
these arrests were for outstanding warrants. In 2004 there were 1,518 criminal offenses.
One thousand forty-two (1,042) arrests were made, 923 adults and 119 juveniles.
Drug Enforcement. There is one officer permanently assigned to the West Central
Illinois Drug Task Force. Last year our officers assisted the Task Force in serving 4
search warrants on the residences of persons suspected in the trafficking of illicit drugs.
To date, nine persons have been arrested as a result of these cases. The officers arrested a
total of sixty-three persons for drug related offenses this past year.
In 2005 officers arrested 199 persons for alcohol related offense. Seventy-five of which
were for Driving Under the Influence of Alcohol.
Service Calls are requests for police assistance not directly related to criminal activity.
These calls often involve quality of life issues but generally do not require a written
report. Last year officers responded to 7,817 service calls. During the previous year
officers responded to 6.616 such calls. This was an increase of 18.2%.
The Police Department’s Communications Center is also a PSAP (Public Safety
Answering Point) for the Fulton County Emergency Telephone Service Board of 9-1-1.
Last year telecommunicators answered 5,371 9-1-1 calls. Fortunately, not all of these
required a response or dispatch of emergency services.
Traffic. This past year officers handled 472 traffic accidents, a decrease of 9.2% over
the previous year. Seven accidents involved pedestrians and five involved bicyclists.
There were one hundred-three persons injured and no fatalities. Officers issued a total of
1,254 traffic citations, 310 were due to traffic accidents.
Police Chief Donald Edwards reported that they had no driver license offense.

Mayor Heinze asked what percent of DUI convictions? Don said about 95%, due to plea
agreements.
Fire Report.
Fire Chief John Stanko highlighted his report with the following. On

January 11 he attended a meeting of the Local Emergency Planning Committee (LEPC).
Work is continuing to hold a functional disaster exercise later this year. The exercise
will include a number of local, county and state agencies. It will be designed to test the
operational readiness of the various response agencies that will be participating in the
drill. This drill will also satisfy the requirements to exercise our Emergency Operations
Plan (EOP), which is currently under review by Fulton County ESDA. Once approval
has been received from Fulton County ESDA, our plan will be submitted to IEMA for
their approval. John hopes to have our EOP ready for approval later this spring or early
summer.
The City’s Fire Truck has been repaired and put back into service. The loaner fire truck
from the Pekin Fire Department will be returned. The truck was loaned at no charge.
John said he appreciated Chief Chuck Lauss and the City of Pekin’s understanding of our
circumstances and their generosity for the loan of the fire apparatus.
City Attorney Jim Elson mentioned that the police department has spent many hours
attempting to locate said Brian Campbell over the more than 15 years since his arrest.
The property in question is $267.00 in United States currency. That said currency was on
the person of Brian Campbell when he was arrested on Feburary 27, 1989 by Canton
Police officers. That in case #89-0444, said Brian Campbell was found guilty of
unlawful use of a weapon and unlawful possession of cannabis. At the time of arrest his
address was 600 S. Perry, Attica, Indiana. As recently this past year, calls to Indiana
produced an address, but upon mailing notice to him, the same was returned as “moved,
left no forwarding address.” Jim said the funds can now be transferred to the City.
Police Chief Donald Edwards said the funds would be deposited an earmarked for the
Confidential Fund for drug enforcement.
Alderman Hartford/Berardi recommend to council for their consideration.

STREETS & GARBAGE

Public Works Director Clif O’Brien said the work
needing done is just inside the apron. The City sent a letter to IDOT to repair and they
refused. Clif said the work would be under $1,000.

said that stop signs should be installed on all four corners of the 15 and Myrtle

intersection. Stop signs should be installed on all four corners to the 15 and Ash Street

intersection. Widen 15 Avenue to provide a center turn lane, parking and sidewalks.
The cost would be $100,000 with 30% coming from the contingency fund, and
th
recommend be done next year. Maurer Stutz Inc. Keith Plavec mentioned that 15 and
th
Ash show justification for a 4 way stop sign. A three-way stop at 15 and Ash, lets wait
th
until IDOT agrees. On 15 and Myrtle lets also wait on IDOT. Clif O’Brien said he
wanted to put aside some of the Motor Fuel Tax funds this year to use next year on this
project. Alderman Hartford/Berardi permission for council to give direction to Clif
O’Brien to work on this issue.
Greenwood Cemetery.
Cliff O’Brien, Keith Plavec looked at the roads and thought
they could use MFT funds. Keith and Clif will get together and report back to council
with a proposal, and the funds charged by Maurer Stutz Inc. would be done under their
retainer. Mayor Heinze suggested they also meet with the cemetery board as they are
willing on their own to do things, but they get frustrated.

Alderman Berardi chaired the committee in the absence of Alderman Rick Reed.
Resolution adopting new Lakeshore Lease.
City Attorney Jim Elson said the changes
are for the cost of rent which reads..I will pay to the City a sum of money representing ten
percent (10%) of the equalized assessed valuation of the land portion for real estate tax
purposes. The assessed valuation for improvement shall not be considered in the
calculation. The equalized assessed valuation from the Quadrennial Reassessment shall
be used to make the calculation, thus rental rates will be readjusted as necessary every
four years.
The next change is Transfer, and it reads…I understand I may not assign or transfer this
lease or any interest in it although I may mortgage my leasehold. Similarly the lease
may not be transferred by a mortgagee, receiver, trustee in bankruptcy or other
representative of me or my estate nor may it be transferred by operation of law, legal
process or any other means whatsoever without the written consent of the City, which
consent will not be unreasonably withheld. No part of the leased premises may be used
by any person other than me, my family guests, and employees without the written
consent of the City. City Attorney Jim Elson remarked that he would like to have the
City Council adopt this Lakeshore Lease next week. Aldermen Berardi/Hartford agreed
referred to council.

The Lake, Buildings & Grounds Committee adjourned at 7:07 p.m.
Public Works, Water & Sewer
Alderman Joe Berardi, Chairman
Responsible Bidder Ordinance.
Alderman Berardi said this is changing over to a
resolution. Alderman Berardi said the amount agreed upon is $100,000 and should be
part of the resolution. Alderman Carl wanted to know if this would also be for the home
builders? Alderman Berardi said it would not. Alderman Carl ask Keith Plavec if he
has ran into this. He said he had not but IDOT has just done one. Alderman Berardi
recommended the resolution be prepared for next council meeting. City Attorney Jim
Elson said it would not be ready by then as he has too much to do.
White Oaks Request.
Public Works Director Clif O’Brien said that Fire Chief John
Stanko had done a report and Clif said that MFT funds can be used. We will not black
top the alley, as we will be using concrete. It will be difficult as this is a pedestrian
alley. We will take out what is there, which this alley is in poor repair and will do in
house at a cost somewhere around $10,000. We will repair so water won’t collect, but
there will be one stair step down. Alderman Carl wanted to know the time frame? Clif
O’Brien mentioned this will be asked for in May from MFT funds, and this will be done
during this season of MFT work. Alderman Meade wanted to know the policy on
pedestrian alleys? Jim Elson said he did some research of about 4 hours and that passage
way was built in 1891. The old National Bank Building and all other businesses of 9 in
total, joined in the deed of those buildings facing the square. Which is a public alley.
IH 5 Sisters Trailer Court/Enterprise Park/water bill.
Alderman Berardi said he
needed to be brought up to date on Don Inmon. A resident has been out of water for two
weeks from Lot 23 & 25. Her meter froze up. Alderman Berardi said he did not
understand as we have got to get this problem solved. He owes $6,000 to the water
department on a water bill. City Attorney Jim Elson said he has an update. On March

11 the case will have a motion to dismiss based on the federal court ruling. The trial
will be later. We have added to the complaint the city’s outstanding water bill.
Pre-Annexation Agreement Robert K. Stufflebeam Jr. Lakeland Road.
Public
Works Director Clif O’Brien said this is in the Dal Bar Subdivision. Back when this
was originally done some residents did not want the city’s water. Alderman Berardi
wants this held over to his next committee meeting as he is not wanting to grant this Pre-
Annexation as he wants them to annex into the city.
Capital Purchases Water & Sewer Funds (Truck & Fire Hydrants).
Public Works
Director Clif O’Brien said he needs to purchase 12 new fire hydrants and the one truck
will be paid for from the Water & Sewer Funds. Will push back buying any other

trucks, and this one will have a snowplow on it. Will look at state purchasing and also
local purchasing, and we can go out for bids. Alderman Berardi said he recommend
referring to council on seeking a state bid.
All of the fire hydrants will deliver water, but some have a lot of age on them. Do you
want a quote or seal bids? Alderman Hartford said you need the 12 hydrants and agreed
to the purchase. Clif said he needed to know where to buy from. After the discussion
Clif said he would seek quotes on purchasing 12 fire hydrants and will have prepared a
report for the council meeting.
Water line to the Animal Shelter.
Alderman Carl wanted to know why the city is
involved? Public Works Director Clif O’Brien said the past administration agreed to do
this. Alderman Carl said it is not in the agreement. Clif said he talked with Gary
Grzanich and he seems to think so. Alderman Carl said we are to give them $10,000 a
year for 5 years. Cliff said it would cost $15,000 and would be a 6 inch line. Alderman
Berardi recommended for Cliff O’Brien, Keith Plavec and the mayor to work together
with Gary Grzanich.
The Public Works, Water & Sewer Committee adjourned into executive session at 7:45
p.m.
Mayor Heinze called for a 5 minute recess.

The Mechanical Committee went into Executive Session for the roll call vote at 7:53 p.m.
The Mechanical Committee came out of Executive Session at 8:20 p.m. No motion or
second was made to adjourn due to not having a quorum.
