RESOLUTION NO. 940
A RESOLUTION ENCOURAGING AND INVITING THE METROPOLITAN SANITARY
DISTRICT OF GREATER CHICAGO TO MINE AND RECLAIM GOB PILES AND
SLURRY AREAS IN FULTON COUNTY, ILLINOIS, AND, FURTHER, ENCOURAG-
ING AND INVITING THE METROPOLITAN SANITARY DISTRICT OF GREATER
CHICAGO TO JOIN WITH THE CITY AND WITH FULTON COUNTY IN CREATING
AN INDUSTRIAL PARK SITE ON THE WEST EDGE OF THE CITY OF CANTON.
WHEREAS, it has been made to appear that the current economic
climate has resulted in high levels of enemployment in the Canton
area; and,
WHEREAS, high interest rates and adverse economic conditions
have discouraged the continuation and expansion of industry and
business in the Canton area, with a resulting deterioration of
the local economy and tax base; and,
WHEREAS, the City of Canton, in a joint effort with the County
of Fulton, desires to encourage, increase and broaden industry and
business in the City of Canton, the Canton area, and all of Fulton
County; and,
WHEREAS, the Metropolitan Sanitary District of Greater Chicago,
hereinafter called the "District", owns real property located in
Sections 29 and 32 of Canton Township, Fulton County, Illinois,
commonly known as the "Gavenda Property", consisting of approx-
imately 628 acres situated at the Western limits of the City of
Canton, which property provides an ideal site for an Industrial
Park; and,
WHEREAS, the District has no present plans for the development
or utilization of said site and, therefore, may be willing to convey
all or part of said real property to the City of Canton, or, to the
County of Fulton, for purposes of industrial development, so long
as such conveyance would not isolate the remaining holdings of the
District or make impractical the District's utilization of other
properties; and,
WHEREAS, the City of Canton is agreeable that in the event that
District holdings in Fulton County are reduced as a result of the
conveyance of some or all of the proposed Industrial Park to the
City or to the County, to cooperate with any reasonable and en-
vironmentally safe plan of the District to utilize other present
District holdings for legitimate District activities, to include
mining; and,
WHEREAS, the City of Canton feels that the District may be
interested in mining and reclaiming certain gob piles and slurry
areas; and,
WHEREAS, such mining and reclamation appear to have the following
advantages:
A. Employment of approximately 50 to 100 miners for approximately
five years;
B. Alleviation of the "acid runoff" presently endangering the
environment in such areas;

C. The conversion of unproductive wasteland to an improved
condition, perhaps suitable for agricultural or recreational
purposes; and,
WHEREAS, it has been made to appear that there have been discussions
and negotiations by and between representatives of the City of Canton,
the County of Fulton, and the Metropolitan Sanitary District of Greater
Chicago in an attempt to address the foregoing matters in a manner
beneficial to all concerned.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
CANTON, Fulton County, Illinois, as follows:
1. That the Metropolitan Sanitary District of Greater Chicago is
hereby encouraged and invited by the City of Canton to mine gob piles
and slurry areas in Fulton County, Illinois in reasonable and in
environmentally safe ways.
2. That the Metropolitan Sanitary District of Greater Chicago
is hereby encouraged and invited to join with the City of Canton and
with the County of Fulton in their joint attempt to create an Industrial
Park Site out of some or all of the Gavenda Property and upon such
reasonable conditions as may seem beneficial to all concerned.
3. That the Mayor of the City of Canton is hereby directed to
send three certified copies of this Resolution to each of the Fulton
County Board of Supervisors and to the Board of Supervisors of the
Metropolitan Sanitary District of Greater Chicago as official
notification of this Resolution and invitation made by the City of
Canton to the Metropolitan Sanitary District of Greater Chicago.
4. That this Resolution shall be in full force and effect
immediately upon its passage by the City Council of the City of
Canton, Fulton County, Illinois and approval by the Mayor thereof.
