RESOLUTION NO. q4r
A RESOLUTION APPROVING AN ADDENDA TO AGREEMENT #413, BEING: AN
AGREEMENT HERETOFORE REACHED BETWEEN THE CITY OF CANTON AND
LOCAL NUMBER 759, AMERICAN FEDERATION OF STATE, COUNTY AND
MUNICIPAL EMPLOYEES.
WHEREAS, the Negotiations, Grievance and Personnel Committee
has heretofore reached an agreed-upon Addenda to Agreement #413;
and,
WHEREAS, the City Council of the City of Canton, Fulton County,
Illinois now wishes to perpetuate such agreed-upon Addenda by
reducing the same to writing.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF CANTON, Fulton County, Illinois, as follows:
1. That certain Addenda to Agreement #413, hereto attached and
identified as Exhibit "A", is hereby approved by the City Council
of the City of Canton, Fulton County, Illinois. That said Exhibit "A"
is herein incorporated by reference.
2. That the Mayor of the City of Canton is hereby authorized and
directed to execute and deliver duplicate originals of Exhibit "A"
to Local #759, American Federation of State, County and Municipal
Employees.
3. That this Resolution shall be in full force and effect
immediately upon its passage by the City Council of the City of
Canton, Fulton County, Illinois and approval by the Mayor thereof.
PASSED by the City Council of the City of Canton, Fulton County,
Illinois at a regular meeting this 1Rth day of Mav ,
1982, upon a roll call vote as follows:
AYES: Aldermen Kovachevich, Savill, Sarff, Grant, Carl, Clarke, Horr.
NAYS: None.
ABSENT-Alderman Hammond.

AGREEMENT NO. 423
(AN ADDENDA TO AGREEMENT #413 HERETOFORE REACHED BETWEEN THE CITY
OF CANTON AND LOCAL NUMBER 759, AMERICAN FEDERATION OF STATE, COUNTY
AND MUNICIPAL EMPLOYEES.)
WHEREAS, the City of Canton, hereinafter called "City", and
Local #759, American Federation of State, County and Municipal
Employees, hereinafter called "Union", have heretofore, on or
about July 7, 1981, reached a three year agreement concerning
rates of pay, hours of work and other conditions of employment,
the same having been reduced to writing as Agreement #413; and,
WHEREAS, the City and the Union now wish to amend. Agreement #413
as hereinafter set forth.
IT IS, ACCORDINGLY, HEREBY FURTHER AGREED BY AND BETWEEN THE CITY
AND THE UNION AS FOLLOWS:
1. That Section 4.1 of Agreement #413 is hereby amended to delete
the Police Department Salary Range for the period May 1, 1982 through
April 30, 1983; that is, salaries for the period May 1, 1982 through
April 30, 1983 are hereby frozen at their levels as of April 30, 1982,
except as hereinafter set forth, and, further, subject to a one-time
cost-of-living adjustment contemplated in numerical paragraph two,
below. For the remaining term of Agreement #413, all persons now
working as radio operators or traffic control officers are to receive
a reduction in pay of $1,000.00 each below the levels of pay frozen
as of April 30, 1982.
2. That Sections 5.1, 5.2, 5.3, and 5.4 of Agreement #413 are
suspended and made inoperative for the period May 1, 1982 through
April 30, 1983, except that all persons employed as radio operators
or traffic control officers shall have the foregoing sections
suspended and made inoperative for the period May 1, 1982 through
April 30, 1984. However, nothing herein contained shall be
construed to deny the accrual and payment of the cost-of-living
adjustment due the Union's members for the fourth quarter of the
fiscal year ending April 30, 1982.
3. That Section 16 of Agreement #413 is deleted from said
Agreement for the remaining term of the said Agreement., insofar as the ~;
same appertains to dispatchers and traffic control officers.
4. That Section 11.1.1 of Agreement #413 is deleted from said
Agreement for the remaining term of said Agreement. Persons employed
as radio operators shall be allowed to wear civilian clothing subject,
however, to the approval and direction of the Chief of Police.
5. That Section 11.1 of Agreement #413 is amended to read as
follows:
"11.1 Annual Payment.
All employees subject to the authority of the Fire
and Police Commission shall be paid an annual
[Exhibit "A", clothing allowance of $403.88 for regulation
Resolution Policemen's clothing as approved by the City
~~~.~ Council. Persons working as traffic control
officers shall receive an annual clothing
allowance of $201.94 for regulation Policemen's
clothing as approved by the City Council.
The payment of the foregoing amounts shall be
made on the first pay day in May or as soon
thereafter as practical."
6. That the parties agree that the begining wages to be paid
persons not presently employed with the Police Department shall be
adjusted downward as soon as practical following the execution and
delivery of this Addenda by each of the City and the Union.
7. That this Addenda to Agreement #413 is executed in duplicate
original the day and date hereinafter set forth and is intended to
become part of and to merge with the said Agreement #413. Except as
hereinabove specifically set forth, Agreement #413 is hereby approved,
ratified, and reconfirmed by the City and by the Union.
8. That this Addenda to Agreement #413 is retroactive to date
of May 1, 1982.
9. That the consideration supporting this Addenda to Agreement #413
is as set forth in the totality of Agreement #413 and this Addenda.
