A RESOLUTION CONDITIONALLY COMMITTING THE CITY OF CANTON,
ILLINOIS TO USE CDAP LEVERAGING FUNDS FOR PUBLIC WORKS PROJECTS
WHEREAS, the Illinois Department of Commerce and Community Affairs
(DCCA) requires the passage of a resolution committing municipalities
to use certain leveraging funds in making application for Community
Development Assistant Program (CDAP) grants; and,
WHEREAS, the City of Canton, Illinois is desirious of making app-
lication for a CDAP grant in an amount not to exceed $750,000.00.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
CANTON, Fulton County, Illinois as follows:
1. That the City apply for a grant under the terms and conditions
of the State of Illinois and shall enter into and agree to the under-
standings and assurances contained in said application.
2. That the Mayor and City Clerk on behalf of the City execute
such documents and all other documents necessary for the carrying out
of said application.
3. That the Mayor and City Clerk are authorized to provide such
additional information as may be required to accomplish the obtaining
of such grant.
4. FAIRVIEW HEIGHTS: That the City of Canton, Illinois hereby
conditionally commits itself to the expenditure of up to $30,000.00
in leveraging funds from the City's Sewer and Water funds for exten-
sion and installation of water and sewer lines to Fairview Heights
conditioned, however, upon the City's receipt of the contemplated
CDAP grant funds.
5. DOWNTOWN REDEVELOPMENT: That the City of Canton, Illinois
hereby conditionally commits itself to the expenditure of up to
$90,000.00 in leveraging funds from Tax Increment revenues, public
benefits funds and other public funds for public works improvements
in the City of Canton's Tax Increment Area to the fullest extent
allowed by law and in conformity with the City of Canton's Redevelop-
ment Plan and Project (as amended) conditioned, however, upon the
City's receipt of the contemplated CDAP grant funds and upon approp-
riate amendment of this 1977 Redevelopment Plan and Project.
6. That this Resolution shall be in full force and effect immedi-
ately upon its passage by the City Council of the City of Canton,
Fulton County, Illinois and approved by the Mayor thereof.
PASSED by the City Council of the City of Canton, Fulton County,
Illinois at a special meeting this 26th day of April, 1983, upon a
roll call vote as follows:
AYES: Aldermen Horr, Larsen, Carl, Grant, Sarff, Savill, Hammond,
Kovachevich.
NAYS: None.
ABSENT: None.
