AN ORDINANCE AMENDING TITLE 8, CHAPTER 9 OF THE CANTON MUNICIPAL CODE
CONCERNING THE WATER AND SEWER DEPARTMENTS.
WHEREAS, the Legal & Ordinance Committee of the City of Canton,
Illinois has determined that it is necessary, desirable and to the best
interests of the City of Canton to modify and amend Title 8, Chapter 9
of the Canton Municipal Code concerning the Water & Sewer Departments;
and
WHEREAS, the City Council of the City of Canton, Illinois has made
a similar determination.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
CANTON, ILLINOIS, AS FOLLOWS:
1. That Title 8, Chapter 9 of the Canton Municipal Code be, and
the same is hereby amended to read as follows:
CHAPTER 9
WATER AND SEWER DEPARTMENTS
SECTION:
8-9-1: Departments Established
8-9-2: Water Treatment Plant Operator
8-9-3: Duties of Chief Operator, Water Treatment Plant
8-9-4: Sewage Treatment Plant Operator
8-9-5: Duties of Chief Operator, Sewage Treatment Plant
8-9-6: Cashier of Water and Sewer Departments
8-9-7: Rules and Regulations
8-9-8: Duties of Public Works and Buildings Committee
8-9-1: DEPARTMENTS ESTABLISHED:
There is hereby established departments of the City to be known and
designated as the Water Department and Sewer Department; the functions and
purpose of said Departments shall be the proper operation, maintenance,
improvement and administration of the combined water and sewer systems
of the City, together with the buildings and grounds utilized in connection
therewith.
8-9-2: WATER TREATMENT PLANT OPERATOR:
There shall be employed one chief operator for the operation of the
water treatment plant, who shall be appointed by the Mayor, by and with the
advice and consent of the Council, on the first Tuesday in May and shall
serve for the term of one year.
8-9-3: DUTIES OF CHIEF OPERATOR, WATER TREATMENT PLANT:
Subject to the limitations and conditions hereinafter provided,
the chief operator is hereby vested with full authority and charged with full
responsibility for the proper operation of said water treatment plant.
He shall have full authority and supervision of the operators thereof,
which he shall employ by and with the advice and consent of the Mayor and
it shall be his duty to instruct such operators in the proper performance
of their duty. The chief operator shall prepare all reports and data, make
recommendations to the Public Works and Buildings Committee of the Council
and shall work in cooperation with the proper State and Federal departments
for the better maintenance, operation and improvement of said water treatment
plant. It shall be the duty of said chief operator to attend all regular
meetings of the Public Works and Buildings Committee of the Council and such
other meetings as may be required.
8-9-4: SEWAGE TREATMENT PLANT OPERATOR:
There shall be employed one chief operator for the operation of the
sewage treatment plant, who shall be appointed by the Mayor, by and with
the advice and consent of the Council, on the first Tuesday in May and shall
serve for the team of one year.
8-9-5: DUTIES OF CHIEF OPERATOR, SEWAGE TREATMENT PLANT:
Subject to the limitations and conditions hereinafter provided,
the chief operator is hereby vested with full authority and charged with
full responsibility for the proper operation of said sewage treatment
plant. He shall have full responsibility and supervision of the operators
thereof which he shall employ by and with the advice and consent of the
Mayor and it shall be his duty to instruct such operators in the proper
performance of their duty. The chief operator shall prepare the reports and
data, make recommendations to the Public Works and Buildings Committee
of the Council and shall work in cooperation with the proper State and
Federal departments for the better maintenance, operation and improvement
of said sewage treatment plant. It shall be the duty of said chief operator

8-9-6: CASHIER OF WATER AND SEWER DEPARTMENTS:
(A) Cashier of Water and Sewer Departments: There shall be employed
one person as Cashier of the Water and Sewer Departments who shall be appointed
by the Mayor, by and with the advice and consent of the Council, and at the
same time as the appointment of other City officers and employees.
(B) Bond of Cashier of Water and Sewer Departments, Departments
to Pay Same: Before entering into the duties herein prescribed, the said
Cashier shall provide a good and sufficient bond in the penal sum of two
thousand dollars ($2,000.00), with the City as obligee therein, and
conditioned for the faithful accounting of all moneys that may come into the
possession or control of said person by virtue of said employment as Cashier
and further conditioned for the full and faithful performance of the duties
herein prescribed for said office. Said bond shall be approved by the
Council. The cost of said surety bond shall be considered as a maintenance
charge of said office and shall be paid by the City from the revenues of
said Departments.
(C) Duties of Cashier: The Cashier of the Water and Sewer Depart-
ments shall maintain an office in the City Building as provided for said
Departments; shall be in attendance therein at all times as may be prescribed
by the Public Works and Buildings Committee; shall receive payments of water
and sewer accounts; shall provide for the billing of customers of said
Departments; shall do the necessary bookkeeping and accounting as is now
prescribed for said Departments or as may hereinafter be so prescribed. It
shall be the duty of the Cashier to make a monthly report to the Council
as to all of the receipts and disbursements of said Departments and the
operating, maintenance and improvement expenses thereof.
(D) Office Hours of Cashier: The Cashier of the Water and Sewer
Departments shall maintain office hours from eight o'clock (.8:00) in the
forenoon until five o'clock (5:00) in the afternoon from Monday through
Friday.
8-9-7: RULES AND REGULATIONS:
All persons appointed or employed under the provisions of this
Chapter shall be under the direct supervision, control and authority of
the Public Works and Buildings Committee and such rules, orders and

instructions as said Committee shall, from time to time, deem necessary
to be issued for the proper operation, maintenance, and improvement of
said combined water and sewer systems of the City shall be strictly
adhered to by any persons appointed or employed hereunder.
8-9-8: DUTIES OF PUBLIC WORKS AND BUILDINGS COMMITTEE: It is hereby
provided that the Public Works and Buildings Committee shall take charge
of and supervise the operation, maintenance and improvement of the water
and sewer systems of the City, establish such hours and rules cif employment
therein as said Committee shall deem necessary and expedient and to
generally exercise diligence in the proper, efficient and economical operation
of said Departments.
2. That this Ordinance shall be in full force and effect upon its
passage by the City Council of the City of Canton, Illinois and approval
by the Mayor thereof.
